Job Description

Background

The Rwanda Country Office is in the final stages of wrapping up its 8th Country Programme, which has been further extended for an additional year to culminate in June 2024. This extension was orchestrated to harmonize with the United Nations Sustainable Development Cooperation Framework (UNSDCF) as well as the National Strategy for Transformation (NST1 and NST2).

Against this backdrop, the leadership has taken a proactive stance by concurrently initiating the formulation of the Country Programme Document (CPD) and embarking on a critical Human Resources realignment process. This strategic decision has been prompted by a series of transformative shifts that have exerted a considerable influence on both the composition of the team and the overarching performance of the office throughout the preceding years. This reflects the CO’s commitment to adapt and optimize its operational dynamics, leveraging the unique opportunity presented by these co-occurring developments.

By strategically aligning the CPD and HR re-alignment process, the Rwanda CO aims to synergize efforts, strengthen CO teams, and enhance the overall effectiveness of the Rwanda Country Office as it navigates the complex landscape ahead. Recognizing the specific cutting edge and technical thought leadership skills required by the CO to deliver on the 3 Transformative Results and to meet the expectations of the Government of Rwanda vis a vis the United Nations Systems and specifically UNFPA.

Purpose of consultancy:

This consultancy aims to assist the UNFPA Rwanda management in establishing a human resources structure that meets the requirements of the 9th CP taking into consideration other ongoing processes such as a new UNSDCF, the UNCT configuration exercise, and the new NST2.

Scope of work:

Under the overall guidance and supervision of the Country Representative, and in consultation with the Deputy Representative in Rwanda and the ESA Regional Office HR team, the consultant will specifically deliver on the design phase of the realignment process and its parameters as follows;

  •  Identify the required staff skill mix needed for the next five years based on the COs strategic priorities of UNFPA in RwandaConduct a capacity analysis of the country office more in light of the the work requirements for a new CP to facilitate identifying capacity gaps.
  •  Evaluate the workload distribution and match it with the post requirements;
  •  Conduct one-on-one (and potentially group discussions) including discussions with the UNFPA Representative, to ensure a transparent and consultative process;
  •  Propose possible options of office organograms to ensure effective delivery of the 9th CPD 2024-2028,
  •  Undertake accompanying financial analysis of the proposed structures, and its e impact on the Country Office;
  •  Present the requested deliverables at different levels of the process for review and finalise the written report with recommendations for the CO management team and any related entities that must be involved in the process.

Duration and working schedule:

The assignment and deliverables under this TOR should require a maximum of 25 full work-days for the consultant to complete:

  •  Two days to review relevant documentation and TORs;
  •  Two days to draft an inception report highlighting the human resources context of the Rwanda CO.
  •  Five days to conduct on-site staff interviews and team focus groups;
  •  Three days to analyse interview information and draft a gap analysis report;
  •  Seven days to draft proposed structural options to determine the most feasible approach, including an in-depth cost analysis;
  •  Two days to collate all findings into one report and develop an accompanying inter-office memorandum on behalf of the Country Representative
  •  Three days to support the presentations of the proposals at different levels of organizational review and clearances

Place where services are to be delivered:

The assignment is largely remote based with a maximum of 5 days in-country travel if required for one to one staff engagements.

Electronic submission of deliverables.

Specifically: By the end of the assignment, the consultant will submit to the CO:

  •  A report with a description of the work and skills requirements for the CO to effectively implement the new vision for the 9th CP 2024 – 2028.
  •  An analysis of the existing staff capacity and capacity gaps;
  •  Proposed organogram(s) including all post titles, post numbers, grades, brief post profiles and reporting lines;
  •  Cost calculation, scenarios and impact analysis;
  •  Proposal recommendations (including financials) captured within the relevant organizational templates

Supervisory arrangements:

The Consultant will be accountable to UNFPA. S/he will directly report to the UNFPA Rwanda Country Representative and will work closely with the Deputy Representative and ESARO Senior HRBP. Based on need, a Programme Assistant may be assigned to facilitate the consultant’s work.

Expected travel:

The consultancy will be delivered virtually, but may be required to travel to UNFPA Country Office in Kigali if deemed necessary.

Required expertise, qualifications and competencies, including language requirements:

  •  Advanced University Degree in Management, Human Resources or related field, with senior level background on Human Resources management and/or Organizational Development
  •  Experience in developing organization structures, profiles and assessments in international development organizations;
  •  Experience in working with the UN will be an asset;
  •  A good understanding of UNFPA policies and procedures as they relate to Country Office structure reviews.
  •  Strong analytical skills, and sound judgment are required;
  •  Strong cultural awareness/sensitivity and capacity to work with people with diverse backgrounds;
  •  At least 10 years of work experience in the relevant field as a senior position;
  •  Proficient in English is required, knowing French language will be an advantage

  •  Required documentation
  •  Support services where appropriate
  •  Logistics arrangements for interviews

An Individual Contract (IC) will be signed with the consultant for the duration from 15th September 2023.
