Job Summary:

SEC is looking to hire an Institutional Affairs Officer for Verbatim Reporting (VRO) in its Operations Division (SECOP). The VRO provides real-time verbatim reporting during meetings of the IMF’s governing bodies and produces very high-quality transcripts of such meetings. VROs stay abreast of technological developments in the reporting field and recommend their adoption when appropriate.

Duties and Responsibilities

Provides real-time verbatim reporting of the proceedings of the meetings of the Executive Board and its committees, the Board of Governors and its committees, the International Monetary and Financial Committee, Ministerial meetings, press briefings/conferences, and other selected meetings as required, both at headquarters and overseas. This entails sending verbatim text of the proceedings in real time to multiple digital platforms using computerized stenograph machines, while achieving extremely high levels of accuracy. After the meetings, prepares accurate verbatim transcripts of proceedings, sometimes under short time constraints. Works closely with the editor of the meeting minutes. Respond to requests for transcripts or information from the Executive Board, Management, and senior staff. Assists the Division Chief or the Deputy Division Chief in planning the VRO coverage of meetings. Coordinates with outside vendors when coverage by Fund VROs is not possible. Advises the Division Chief or Deputy Division Chief on how technological advances in the reporting field can streamline processes and/or improve the delivery of high-quality services. On occasions, prepares Board farewell and welcome remarks for the (Acting) Chair of the Board.

Minimum Qualifications

Educational development, typically acquired by the completion of a master’s degree, or equivalent, in business administration, economics, human resources, communications, information systems, international relations, or related field, supplemented by four years of relevant experience; or a bachelor’s degree, or equivalent, supplemented by a minimum of 10 years of relevant professional experience. In addition, professional certifications (Certified Realtime Reporter (CRR) and the Registered Professional Reporter (RPR)) and experience in real-time verbatim reporting in an international organization will be a strong plus.

In addition, the successful candidate must have:

  •  A strong knowledge and understanding of the Fund’s governance structure and decision-making processes.
  •  Good judgment and discretion in handling sensitive and highly confidential matters.
  •  The ability to work independently as well as a part of a multicultural team, and to work under pressure with flexibility and a cooperative attitude, including the ability to interact effectively with staff at all levels.
  •  The ability to deal with many tasks and unanticipated issues simultaneously and effectively as well as to pay close attention to detail.
  •  Proficiency in English language (ideally a native speaker) with excellent understanding of foreign accents.
  •  Demonstrated proficiency in Case Catalyst by Stenograph, Eclipse by Advantage, StreamText, WebEx, and Microsoft Teams and Word. A test to demonstrate this proficiency will be administered for short-listed candidates ahead of the interview process.
  •  Outstanding interpersonal skills as well as motivation and resourcefulness in taking initiative.

This vacancy shall be filled by a 3-year Term appointment in accordance with the Fund’s new employment rules that took effect on May 1, 2015.

A regular staff member who is selected to fill the vacancy will maintain their open-ended status. If the selected candidate is a contractual employee, they will be offered a Term staff appointment. Staff members already on a term appointment will continue their current term but may receive an extension provided that their current term appointment has not already been extended.
