Task Description: The Global Infrastructure Facility (GIF) Management Unit requires the services of an Infrastructure Finance Consultant to support with ongoing GIF projects in public-private partnerships and infrastructure financing.
The scope of this assignment will include the following tasks: 1. Preliminary Evaluation & Application Preparation, Fiduciary Review and Submission for Decision
The Consultant will support the GIF Activity Leader with the initial review and handling of incoming requests for GIF funding. This review should focus on assessing eligibility, identifying the attractiveness of the opportunity against GIF priorities, eligibility criteria and the general quality/completeness of the application documents and then ensuring all lead and application documents are completed as per the GIF Operating Guidelines and team requirements.
The Consultant is also expected to contribute to the management of the GIF tracker software, support the completion of Monitoring & Evaluation (Results Framework) targets for these new activities, and to support the GIF Activity Leader with presentation of applications during GIF Management Project Review Meetings.
2. Fiduciary Supervision of Activity Implementation
The Consultant will support the GIF Activity Leader/Task Team Lear on programming and then preparing six monthly Project Implementation Reports (PIRs) and final Activity Completion Reports (ACRs) as well as Activity Modification Requests (AMRs) as shall become necessary. To achieve this, the Consultant will be required to liaise with GIF Activity Leaders, GIF Monitoring & Evaluation Officer as well as Technical Partner implementation teams.
The Consultant will ensure all completed reports and requests are uploaded to the GIF Tracker.
3. Technical Support to Activity Implementation
The Consultant will support the GIF Activity Leader in the provision of infrastructure finance advice to the Technical Partners delivering GIF funded activities. These partners may include any/all the GIF MDB partners. Examples of the support required may be reviewing Terms of Reference for consultancies, consultancy products, strategic project planning documents as well as explaining and facilitating access to the suite of infrastructure finance tools available within GIF and associated knowledge hubs (including the World Bank Infrastructure Finance, PPPs and Guarantees group). To deliver this support, the Consultant may be expected to travel in support of, or in special cases (subject to approval), in place of the GIF Activity Leader.
The Consultant is also expected to support GIF’s market outreach activities targeting private investors and infrastructure project developers with the aim to identify, map, and design strategies to attract players to invest in GIF supported projects across various sectors and subsectors globally.
4. Support to Corporate Deliverables & Team Management
The Consultant will support GIF Team Management, including providing to colleagues undertaking similar tasks, in the preparation of briefing notes, information regarding the GIF, coordination with the GIF communication team, meeting preparation materials and general research. The Consultant may also be required to adopt day to day delivery responsibility for specific GIF knowledge and business development initiatives.
