The minimum qualifications required have been determined according to the specific functions and responsibilities of this position.

The specific language requirements for this position are detailed below. However, candidates who apply for vacant positions in the organic services category, who have not yet successfully completed their internship period within the ILO and whose mother tongue is not one of the working languages of the French, English and Spanish ( Office, must have a fully satisfactory knowledge of at least one of the ILO working languages. If appointed, they may be required to acquire knowledge of a second working language of the Office during their first years of service.

Introduction

The position is located in the Management Support Unit ( MSU ) of the Department of Human Resources Development ( HRD ). HRD is the central human resources authority within the ILO. The department strives to align the human resources capacity of the Office with the strategic objectives of the Organization to ensure that it can fulfill its mission effectively. The director of HRD is assisted by a management support unit ( HR / MSU ) for work planning, budget and financial control, central support services and coordination of the preparation and production of control documents.The incumbent will provide technical and functional support essential to daily human resources operations as part of the integrated resource information system ( IRIS ), maintain the quality of the data, ensure consistency between information on human resources and the rules and regulations in this area, suggest and implement system improvements and updates, and provide various statistics and reports as required. Specific tasks

1.Coordinate the administration of IRIS data within the HR module of the ILO’s resource planning system ( ERP ) based on Oracle ; maintain reference tables; review and correct HR data using the responsibilities of advanced users to ensure the accuracy and timeliness of personnel information. 2.In collaboration with the Information Management and Technology Department ( INFOTEC ), provide functional support to staff action preparers and financial certifiers, the payroll team, HR partners and HR assistants on issues related to workflow and staff action processes.Solve problems and requests for information from preparers and implement corrective measures; receive and prioritize requests for guidance and support, ensure the development and implementation of ERP PA workflow processes and the correct application of established human resources rules and procedures. 3.Produce compilations of human resources data and prepare various periodic and special reports for the management of HRD, the office of the Director General, the Member States, organs of the United Nations system and other third parties, as required; analyze reporting requirements, design and produce reports using appropriate IT tools ;plan and monitor regular reporting cycles and ensure timely delivery and accuracy of the data required for ad hoc reports. 4.Prepare data analysis reports to monitor the quality of human resources data. 5.Provide technical and functional contributions to support broader IT developments within the department; collect, analyze and write user needs for examination by the functional and technical teams of INFOTEC; follow the evolution of these developments. 6.Identify technical or functional issues within IRIS HR modules and other important HR applications such as the medical service and health insurance information system, based on policies,established procedures and processes; propose system improvements to solve these problems; perform user acceptance tests for implementation. 7.Identify the training needs of users of HR applications, offer training initiatives, modify, update existing training materials and provide training to users inside or outside HRD at the ILO headquarters ; contribute to HR aspects of training provided to users of field offices. 8.Provide technical advice and support in information technology to designated users in order to maintain and update the HRD website. 9.Recommend process improvements to create efficiency in the operation of power systems’human resources information. Collaborate with INFOTEC staff to implement improvements 10.Perform other relevant tasks as required.

  •  Using analysis and design techniques, as well as computer-aided engineering software, perform functional analyzes of identified organizational concerns and opportunities and adjust them to user needs.
  •  Perform post-execution reviews and verifications of the components of the operating systems to determine possible improvements. Analyze, create and apply agreed improvements to existing systems.
  •  The incumbent may be required to lead small project teams made up of system analysts and provide technical advice to junior staff.
  •  Evaluate hardware and software; determine in detail the possibilities of use and participate in the preparation of requests for proposals.

Qualifications required

Training

Higher university degree ( master’s or equivalent ) in computer science / information technology, electronics or other relevant field. A first level university degree ( license or equivalent ) in one of the above areas or in another relevant area, with two additional years of relevant experience, in addition to the required experience mentioned below, will be accepted in place of a higher university degree.

Experience

At least five years of professional experience in the field of information technology. Experience in data administration within an ERP system is required. Relevant experience in human resources information systems will be seen as an advantage.

Languages

Excellent command of a working language ( English, French, Spanish ) of the Organization and ability to work in a second working language of the Organization.

Skills

In addition to the essential skills of the ILO, this position requires: Technical skills

Good knowledge of the following areas, as appropriate: general IT concepts, databases and information systems; application development; programming languages: a good knowledge of PL/SQL and Oracle Application Express would be an advantage; data communication and multiprotocol environments. Conditions of employment

  •  Any commitment and / or extension of contract is subject to the Staff Regulations and other internal rules in force.
