Duties andResponsibilities
The Individual Contractor will work under the overall supervision of the Officer-in-Charge or Programme Manager and the Associate Programme Officer responsible for technical assistance implementation related to this programme. The Individual Contractor will be tasked with:
- Tailor existing knowledge and training materials for training delivery to beneficiaries of the Global Fusion Cells Programme.
- Virtually deliver three rounds of two-day mandatory trainings to programme beneficiaries on “Introduction to Fusion Cells”, “Gender in Counter-Terrorism” and “Human Rights in Counter-Terrorism”.
- In collaboration with other trainer(s), deliver two rounds of three training courses (an “Ethical Decision-Making” course; a “Briefing and Debriefing” course; and an “Open-Source Investigations” course) and one round of another three training courses (an “Analyst” course; a “Threat Assessment” course; and an “Effective Intelligence Writing” course) to programme beneficiaries in an in-person format. The duration of the in-person delivery is estimated at seven (7) weeks, and will be split into three parts (2 weeks, 2 weeks, and 3 weeks).
- Assist other trainers in preparing materials for the abovementioned six courses to be delivered in other languages to additional programme beneficiaries.
- All relevant course material as it relates to this process are to be gathered, indexed, and stored for inclusion in UNOCT’s digital repository. 4. EXPECTED TANGIBLE AND MEASURABLE OUTPUT(S):

Qualifications/special skills1. BACKGROUND OF THE ASSIGNMENT: The complex and evolving threat of terrorism demands that the United Nations adopt an efficient, coherent, and coordinated response. The United Nations Global Counter-Terrorism Strategy (A/RES/60/288), the successive review resolutions and the Plan of Action to Prevent Violent Extremism (A/70/674 and A/70/675) emphasize the importance of strengthening coordination and coherence among United Nations entities working on counter-terrorism issues to effectively support Member States and regional organizations in developing and implementing holistic responses to address the scourge of terrorism. The United Nations Office of Counter-Terrorism (UNOCT) was established through the adoption of General Assembly resolution 71/291 on 15 June 2017 and has a multi-faceted and strong mandate which includes: (a) Providing leadership on the General Assembly counter-terrorism mandates entrusted to the Secretary-General from across the United Nations system. (b) Enhancing coordination and coherence across the 38 Global Counter-Terrorism Coordination Compact (former CTITF) Task Force entities to ensure the balanced implementation of the four pillars of the UN Global Counter-Terrorism Strategy. (c) Strengthening the delivery of United Nations counter-terrorism capacity-building assistance to Member States. (d) Improving visibility, advocacy, and resource mobilization for United Nations counter-terrorism efforts. (e) Ensuring that due priority is given to counter-terrorism across the United Nations system and that the important work on preventing violent extremism is firmly rooted in the Strategy. UNOCT’s Special Projects and Innovation Branch (SPIB) was formed in 2019 and is responsible for leading in the conceptualization, development and implementation of special technical assistance programmes that require increased coordination and partnership with other Global Compact entities and the UNCCT; developing the Office’s surge capacity to better assist Member States; forging partnerships including with the private sector, academia and other public sector organizations; and developing, designing and implementing, in close collaboration with UNCCT, innovative and technological solutions applied to preventing and countering terrorism in areas such as countering terrorist travel, protection of critical infrastructure and soft targets, sports, investigative capacity, and parliamentary engagement. Accordingly, it is expected that the project will support beneficiary countries to prevent and counter terrorism, through the establishment of national-level interagency coordination mechanisms. 2. PURPOSE OF THIS ASSIGNMENT: To support the delivery of the UNOCT Global Fusion Cells Programme (previously ‘Programme on National-Level Interagency Coordination Mechanisms’) through the design and delivery of specialist training and mentoring services. 3. - The Individual Contractor will work from home under the overall guidance and supervision of the Chief of Section, and the direct supervision of the Programme Manager, however, the Individual Contractor will be required to travel to countries in Africa to deliver trainings in-person. The dates of trainings are subject to change as per beneficiaries’ needs.
- As required, UNOCT will provide the Individual Contractor with access to the relevant substantive files and materials, as well as access to facilities at UN offices in New York City, or Rabat, Morocco.
- The Individual Contractor will undertake travel as requested and authorized by UNOCT. Travel costs and related DSA are to be provided for each travel, in addition to the consultancy honorarium, as determined by UNOCT, in accordance with relevant UN Rules and Regulations.
- The Individual Contractor will take up the role in August 2023.
- To work within the general framework of this TOR, the Individual Contractor will be asked to undertake and complete tasks as detailed under Sections 3 and 4 of this TOR.
- The Individual Contractor will virtually deliver all aspects of an existing 1-day “Introduction to Fusion Cells” course, an existing ½ day “Gender in Counter-Terrorism” module and an existing “Human Rights” module to programme beneficiaries, in three rounds.
- The Individual Contractor will assist other trainer(s) in the preparation of materials for delivery of the “Ethical Decision-Making” course, “Briefing and Debriefing” course, and “Open-Source Investigations” course.
- The Individual Contractor will jointly with other trainer(s) deliver the “Ethical Decision-Making” course, “Briefing and Debriefing” course, and “Open-Source Investigations” course, in an in-person format in September 2023 and November 2023.
- The Individual Contractor will assist other trainer(s) in the preparation of materials for delivery of the “Threat Assessment” course, “Effective Intelligence” course, and “Analyst” course.
- The Individual Contractor will jointly with other trainer(s) deliver the “Threat Assessment” course, “Effective Intelligence” course, and “Analyst” course, in an in-person format in January 2023.
- The Individual Contractor will jointly be responsible for gathering, indexing, and delivering to UNOCT before the contract terminates of all lessons learnt and any other relevant course material as it relates to this series of tasks and the research conducted on the behalf of UNOCT on national coordination mechanisms for it to be stored for inclusion in UNOCT’s digital repository.
- The Individual Contractor will both receive monthly remuneration for up to 6 months in total based on satisfactory completion of the assigned outputs, as determined by the competent authorities from UNOCT, considering the level of work to be carried out and the budgetary resources allocated. 6. QUALIFICATIONS EDUCATION: Advanced university degree (Master’s degree or equivalent) in political science, public policy, policy analysis, international law, international relations or another relevant field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. EXPERIENCE: A minimum of seven years of progressively responsible experience in project or programme management, administration or related area is required. Experience in Law Enforcement and/ or related field and particularly in training design and delivery to law enforcement and/or intelligence officials training on intelligence analysis, use and associated activity. Experience of developing law enforcement SOPs, training, or supporting programmatic efforts; has specialized experience in Intelligence. LANGUAGES: English and French are the working languages of the United Nations Secretariat. For this position, fluency in oral and written English is required, and a working knowledge of French is desirable. 7.
