Job Description

Background and Organizational Context

Under the direct supervision of the Head of the Humanitarian Advisory Team (HAT) and working as an integral part of the organization’s team, the incumbent will work in close collaboration with Government and relief/recovery partners in the formulation of strategies of engagement in support of the mandate of OCHA at both technical and operational levels.

Position Purpose

This will require liaison with relief and recovery agencies, central and local authorities, as well as other actors across areas of operation, to ensure effective and transparent coordination. She/he also provides support for the ERC Flagship initiative, community engagement, humanitarian/development Nexus coordination, humanitarian funding appeals, Humanitarian Country Team secretariat functions, and the monitoring and reporting of humanitarian conditions on a regular basis in support of the UN Resident/Humanitarian Coordinator.

Key Duties and Accountabilities

1. Networking Monitoring and Analysis

  •  Regular monitoring and analysis of humanitarian developments to support strategic decision-making and the preparation of analytical reports highlighting social, political, humanitarian, and other relevant factors affecting the overall humanitarian situation.
  •  Effective monitoring of humanitarian risks to ensure that contingency plans are consistent and well-coordinated including availability of resources; supporting the inter-agency contingency planning; and
  •  Strengthen emergency preparedness measures including drafting inter-agency contingency plans, developing and leading preparedness exercises, monitoring natural disaster trends, and provide preparedness advisory services to local Government and partners.

2. Coordination

  •  Substantial assistance in the implementation of inclusive, field-level coordination mechanisms, including liaison with relevant UN operational agencies, NGOs, and local authorities.
  •  Provide secretariat and coordination support to the UN Resident Coordinator and Humanitarian Coordinator, and provide analytic and other recommendatory inputs to humanitarian strategies; and
  •  Liaise with humanitarian, development, and peacebuilding partners on the collection of information to effectively map areas of humanitarian needs and activities in support of response and recovery coordination efforts.
  •  Lead community engagement and accountability to affected people activities to ensure community-centered approach be at the center of humanitarian-resilience-early recovery interventions.

3. Advocacy

  •  Initiate and support advocacy on issues related to community engagement through the collection of information, liaison with humanitarian and other partners, government officials, and media, development of appropriate strategies, etc;

4. Perform other duties as assigned by Head of HAT

  •  Consultations with communities and community-driven interventions at the center of humanitarian-resilience-early recovery interventions.

Education Requirements:

Master’s degree in Social Sciences, Economics, International Relations, Political Science, Development Studies or a relevant related field is required in combination with two (2) years of relevant experience or in lieu of the master’s degree, completed a first-level university degree in combination with four (4) years of relevant experience.

Experience, Knowledge and Skills:

  •  Minimum four (4) years of relevant work experience in a senior management position in the field of Humanitarian Affairs and or international development is required.
  •  Relevant experience in working with an UN agency or other humanitarian agency is desirable.
  •  Experience in emergency preparedness, community engagement, resilience building, crisis/emergency relief management humanitarian/development, environment, field coordination is an asset.
  •  Knowledge of and prior work experience in consultations with communities and community-driven interventions is also an asset.

Language:

Proficiency in spoken and written English. Local language/ Filipino is required.
