How can you make a difference?

Under the supervision of the Human Resources Manager, the Human Resources Specialist is accountable for implementing HR services that enhance the capacity of his/her assigned country offices clients to deliver on their business goals and objectives. In doing so, the incumbent demonstrates the ability to anticipate HR-related needs and develop subsequent plans and solutions that align HR management with business objectives.

Business Partnering

  •  Serve as the single point of contact for his/her client portfolio on advice pertaining to all aspects of the employment life cycle.
  •  As HR Business Partner, provide a one-stop-shop liaison (strategic and operational support) to the 14 assigned countries through technical assistance, quality assurance, capacity development and evidence-based performance review and reporting.
  •  Provide guidance and advice on strategic staffing, Programme Budget Review, Country Programme Management Plan.
  •  Provide quality assurance of recruitment cases submitted by country offices to the Regional Office for approval.
  •  Ensure strategic staffing and simplifications to proactively recruit to ensure business continuity, reduce gaps, attract and retain diverse profiles.
  •  Proactively advise clients on the resolution of human resources issues ensuring equitable and transparent solutions that protects both the staff and organizations interests in accordance with policies, regulations and procedures.
  •  Work with the CO HR teams to promote duty of care and ensure staff wellbeing issues are addressed.
  •  Promote the organizational goals and targets for gender equity and cultural diversity.
  •  Provide guidance to roll out corporate and regional initiatives and programmes (eg. rotation exercise, learning and career development programmes, Ethics month, performance management)

Strategic Human Resources

  •  Liaise with the HQ Divisions, regional and country offices to support and contribute to corporate HR strategy formulation and global implementation.
  •  Provide feedback and make recommendations on the establishment and improvement of HR systems, policies and processes.
  •  Technical assistance in workforce planning through technical guidance and support to CPD countries, provide inputs to and participate in TRT meetings.
  •  Keep abreast, research, benchmark, and implement best and cutting-edge practices in HR management and contribute to the development of global policies, procedures and introduce innovation through sharing of best practices and knowledge.

Humanitarian Preparedness and/or Response

  •  Ensure effective RO support is provided to WCAR COs in Emergency, in line with corporate procedures for L2 and L3 emergencies.
  •  Support CO HRs in staffing plans based on the additional human resources needed for the immediate response (relating to short, medium and long-term needs), and facilitate immediate deployments in the affected areas.
  •  Support COs with HR requirements for short-term, medium-term and long-term sustainability needs, staffing plans while organizing COs meeting on HR strategy and planning to sustain the response to the emergency.
  •  Contribute to enhance knowledge on the Core Commitments for Children in Humanitarian Action, Emergency procedures and any other tools/initiatives.
  •  Contribute to the development of partnerships to enhance preparedness and response to emergencies
  •  Build capacity and provide ongoing advice on emergency procedures, duty of care, simplifications to accelerate deployments

Capacity Development

  •  Contribute to the capacity development of HR practitioners.
  •  Lead the orientation and induction of new HR staff in client country offices.
  •  Prepare guidance / briefing notes and lessons learnt that will contribute to knowledge sharing and building of HR Capacity.
  •  Participate / lead briefings and knowledge exchange sessions to share good and best practices among HR practitioners and other stakeholders.
  •  Contribute to the mentoring of junior HR Professionals and new hires in the region.
  •  Contributes to the mapping of competencies for all staff in assigned client portfolio, assisting in the development of a comprehensive framework in support of the development of the talent pipeline.

HR Data Analytics

  •  Interpret and analyze HR data to help inform strategic decision making on HR processes and strategies.
  •  Develop data collection systems to optimize data quality.
  •  Coordinate with country offices and partners to provide assistance in their HR information management.

Management of Unit

  •  Support the Human Resources Manager in establishing the annual work plan, setting priorities/targets and performance measurements using a result-based management approach.
  •  Monitor work progress within his/her team, and ensure results are achieved according to schedule and performance standards.
  •  Establish clear individual performance objectives, goals and timelines; and provide timely guidance to supervisees.

Other Functions

  •  Provide technical support in knowledge generation and dissemination within the WCAR HR Community, HR Network meeting and other learning modalities.
  •  Contribute to develop and roll out regional initiatives (eg. regional learning initiatives)

To qualify as an advocate for every child you will have…

Education:

  •  An advanced university degree (Master’s or higher) in human resource management, business administration, organizational development, social sciences, international relations, psychology or another related field is required.

Experience:

  •  A minimum of 8 years of relevant professional experience in human resources management in a global/international organization is required.
  •  Experience in emergency settings is a strong asset.
  •  Experience in a UN system agency or organization is an asset.
  •  Preference will be given to suitable candidates with UNICEF country, regional and/or headquarters working experience at the level of the post.
  •  Developing country work experience is considered an asset.

Language Requirements:

  •  Fluency in English and French is required. Knowledge of another official UN language (Arabic, Chinese, Russian or Spanish) or a local language is an asset.
