Human Resources and Operations Officer (e) for USAID Mali Anka Jiko Project At Tetra Tech


The USAID Mali Anka Jiko project, implemented by Tetra Tech International Development (International Development Jobs – Tetra Tech), currently accepts expressions of interest for a position of Human Resources and Operations Officer (e) of the USAID Mali Anka Jiko Project. This position will be located at the main office in Bamako and will last about 4 years.

Job description: USAID Mali Anka Jiko aims to improve the quality and sustainability of rural water and sanitation services (W&S) by strengthening the capacity of key stakeholders in Malian rural communities to build, maintain and sustainably manage safe and reliable’au systems, as well as planning and implementing Economic, Social and Cultural Development Programs (PDSECs) and strategic sanitation plans (PSA) in the regions of Sikasso, Bougouni and Koutiala.

As a member of the staff in charge of Human Resources and Operations within the USAID Mali Anka Jiko project, this role is crucial for talent management and operations. The incumbent/holder will be responsible for various aspects, ranging from managing personnel files to coordinating operational activities, thus significantly contributing to the achievement of project objectives.

Responsibilities:

Management of human resources:

* Proactively oversee the local recruitment process, including the drafting of job offers, verification of qualifications and work experience, and, negotiation of salaries and hiring of the most qualified candidates ; facilitating the orientation of new employees on the administrative aspects of the project.

* Write official correspondence, including job offers, assignment letters and work and service certificates issued, as well as initial employment contracts and their amendments, ensuring compliance with local laws and Tetra Tech policies.

* In partnership with the finance department, manage the entire payroll process, including the accurate calculation of salaries, benefits, deductions and taxes ; manage health insurance plans, pension plans and other benefits.

* Support supervisors during the annual staff performance evaluation process to ensure constructive evaluations and appropriate development plans and to help resolve performance issues and implement implement plans for improvement.

* Ensure careful management of HR systems, including the maintenance of individual employee records, employment contracts, job evaluation forms, employment forms and documents, and, annual leave, etc. ; manage internal and external audits related to HR practices.

* Ensure that time sheets are completed and processed appropriately ; maintain meticulous monitoring of work schedules, and, absences and leave to ensure policy compliance and effective resource planning; follow-up on expiry dates of employment, consultant and internship contracts, and, and coordinate the renewal or termination of contracts.

* Plan and coordinate training and development programmes ; ensure that all new recruits complete Tetra Tech’s mandatory online training and that existing staff remain up-to-date with the required training.

* Manage internal communications and take an active role in resolving conflicts within the team; organize events and team activities to strengthen cohesion and promote a collaborative environment ; disseminate important information and internal policies, ensuring a consistent understanding within the’ team.

Management of operations:

* Work closely with the procurement team to conduct in-depth analyses comparing the prices of various goods and services ; support the logistics team in the identification and planning of the office’s procurement needs.

* Assist in the design, publication and management of tenders relating to goods and services.

* Provide methodical support for the creation of the bid evaluation committee and the preparation of procurement process files; actively participate in selection committees by elaborating with precision the forms of’evaluation of suppliers.

* Contribute to the implementation of framework contracts (GPAs) for regular services in all offices.

* In collaboration with the head of administration and logistics, coordinate the logistics of special events such as conferences, workshops and official visits.

Qualifications:

*A university degree in human resources management, business administration, or in a related field.

* Minimum of 5 years of experience in human resources management roles, preferably in international projects or NGOs.

* Prior experience in operations related to development projects, especially with donors such as USAID, would be an asset.

* Has an excellent understanding of human resources management practices, employment policies, and local legal standards.

* Advanced skills in drafting employment contracts, HR correspondence, and other related documents.

* Ability to coordinate operations related to logistics, travel, and events.

* Strong organizational skills to manage personnel files, audits, and training programs.

* Excellent communication and conflict resolution skills.

* fluency in French, both written and oral, is required; fluency in English is preferred.
