JOB SUMMARY

The HR Coordinator will be responsible for overseeing all human resources functions across our operations in the Gaza Strip, Egypt, and Jordan. Key responsibilities include ensuring rigorous compliance with local labor laws and regulations, supporting comprehensive HR operations, and fostering a positive work environment. This role entails strategic management of recruitment processes, effective handling of employee relations, and implementation of robust performance management systems tailored to each location’s specific requirements. Operating remotely, the coordinator has the flexibility to be based in Egypt or any neighboring country, facilitating seamless coordination and support across. This position plays a critical role in maintaining organizational compliance standards, enhancing employee engagement, and contributing to the overall efficiency and effectiveness of HR operations within a humanitarian context.

MAIN DUTIES AND RESPONSIBILITIES

Compliance and Support:

  • Ensure Local HR Manuals are regularly updated and circulated to all staff as required.
  • Ensure the application of HR policies and procedures is adhered to across the mission.
  • Update and roll out HR tools and documents, ensuring compliance with national legislation, humanitarian

principles, donor requirements, and MedGlobal HR policies and guidance.

  • Liaise closely with MedGlobal lawyers to ensure full compliance with country labor laws.
  • Ensure contract templates are regularly reviewed in line with the local legislature.
  • Ensure compliance with HR policies, procedures, and work with the Country Representatives in Gaza and

Egypt to conduct relevant training for HR staff in all sites.

  • Keep an active regulatory watch and plan for HR-related risks (reputational, legal, financial).

HR Administration:

  • Maintain accurate employee records, headcount, and benefits, ensuring monthly trackers and reviews are implemented.
  • Ensure timely recording of employee data and accurate timekeeping, and review monthly payroll with relevant departments.
  • Act as a credible, reliable, and impartial mediator in preserving a healthy and productive work environment, conflict resolution, and disciplinary processes.
  • Actively participate in proposal design and kick-off meetings, advising on organizational structure, position scoping, and other inputs critical to ensuring a strong HR foundation that supports program quality.

Performance Management and Development:

  • Coordinate the performance review process, including management of merit increases and post-review recommendations.
  • Support the management, coaching, and development of national staff to build a cadre of skilled, committed, and motivated staff, enabling them to take over HR coordination and supervision positions.
  • Work with department heads to update orientation/onboarding materials for new staff orientation and conduct training for staff to carry out orientations effectively.
  • Support and provide guidance to department heads to effectively implement the Performance Management Program and link it to staff development/capacity building and training.

Recruitment Responsibilities:

  • Oversee and support in developing job descriptions and person specifications, preparing job adverts, shortlisting, interviewing, and selecting candidates in consultation with departments, maintaining proper records of all files (CVs and recruitment records).
  • Ensure all recruitment activities comply with MedGlobal recruitment policies and procedures, adhering to local employment laws

Employee Engagement:

  • Maintain a healthy and empowering office environment that encourages open, honest, and productive communication among MedGlobal staff by delivering employee engagement and communication strategy.
  • Work with staff to ensure they understand and apply HR best practices and MedGlobal policies, fostering and implementing a creative and productive workplace that actively promotes learning and staff development.
  • Conduct training sessions specifically aimed at transparent recruitment processes, contract management, HR reporting, staff personnel files management, and effective orientation.

QUALIFICATIONS AND SKILLS

  • Proven HR experience in various humanitarian contexts.
  • In-depth knowledge and clear understanding of the Palestinian humanitarian context.
  • Fluency in Arabic and English with strong writing and communication abilities.
  • Relevant work experience in humanitarian relief operations.
  • Ability to work respectfully with national and international NGO partners.
  • Proven experience in leading HR operations.
  • Sound understanding of gender issues.
  • No conflict of interest with the ongoing activities of MedGlobal.
  • Ability to work under pressure, especially when responding urgently.
  • Bachelor’s degree in Human Resources, Business Administration, or related field.
  • Minimum of 7 years of HR experience, 2 years at least in a non-profit or international organization.
