HMIS Deployment and Support Coordinator M/F At Doctors Without Borders


Médecins Sans Frontières, an international humanitarian medical association created in 1971, provides medical assistance to populations whose lives are threatened: mainly in the event of armed conflicts, but also epidemics, pandemics, natural disasters or exclusion from care. The French section is present in around thirty countries.

As part of a permanent position replacement, we are looking for an HMIS Deployment and Support Coordinator M/F

The eHealth Unit is composed of 10 people working transversally between the Operations, Medical and IT departments. We use existing tools (or develop new ones) to collect, transmit, store and analyze patient data and medical activities in an accurate, meaningful and useful way. The Unit currently supports the implementation and maintenance of three health information tools: Praxis (application used for data collection at the project level), DHIS2 (application used for data storage, analysis and visualization), and the Bahmni electronic medical record (centralized platform with all administrative and medical information of patients).

These tools provide projects with:

  • Real-time access to operational medical data
  • Support for decision-making processes by improving the quality of information, the capacity for analysis and the representation of project activities
  • Improved data processing and management
  • A centralized location for data storage and archiving

Mission :

Under the supervision of the eHealth Unit Manager, the HMIS (Health Management Information Systems) Deployment and Support Coordinator will oversee the implementation of Praxis (HMIS tool) for projects and missions, the implementation of new or revised datasets, as well as the use, training and support of Praxis and DHIS2 at the project and coordination levels. He/she will facilitate collaboration with other departments and the integration of the new MSF-France health information system.

Main responsibilities:

  1. HMIS System Implementation and Support
  • Oversee the implementation of Praxis/DHIS2 in new projects and monitoring of ongoing projects, including identifying and scoping implementation and reviewing project activities and organization as they relate to data collection and monitoring.
  • Support projects in effectively using data collected in Praxis/DHIS2 to inform operational decision-making.
  • Develop and contribute to data quality improvement efforts, both at headquarters and in the field.
  • Provide ongoing support to users.
  • Provide briefings and debriefings to medical officers and other relevant medical or operational positions in the field as well as at headquarters.
  • Communicate Praxis news and updates to all users and other involved parties.
  • Develop, maintain and update training tools, implementation guidance and other materials.
  1. HMIS System Support and Adoption
  • Provide detailed feedback and recommendations to the eHealth team and technology collaborators for system improvement, testing, data model translation and implementation.
  • Identifies user feedback, dataset modifications, and functional changes to improve the use of Praxis by field teams.
  • Provides feedback on understanding and use of the data model, as well as areas requiring clarification
  • Assists the eHealth team in meeting the training and learning needs of coordination members using DHIS2
  • Designs, plans and organizes, in collaboration with other members of the eHealth team, training on PRAXIS and HMIS, such as regional trainings and integration trainings for new team members.
  • Assists the eHealth team in designing and organizing training courses aimed at integrating the DHIS/Praxis system into specific training courses offered to members of the medical team.

Profile sought

Formations :

University degree in the field of health, public health or health information systems.

Post-graduate degree in public health with other medical training (e.g., physician, nursing, pharmacy) preferred.

Experiences:

Essential :

Previous experience within MSF or other humanitarian organizations in the field and at headquarters.

Experience with data management and documentation processes in the health or humanitarian field

Knowledge of health information systems and quantitative data management process and information technology systems.

Desirable :

Knowledge of open-source systems (e.g. DHIS2)

Experience in analyzing health data at different levels and for different reasons (assessment, planning, defining health priorities, early warning in the event of an epidemic, etc.)
Skills:

Ability to identify and resolve problems quickly.

Capacity for autonomy and independence, with a proactive approach

Ability to work in a team and communicate

Must be able to establish and maintain multiple priorities

Genuine interest and commitment to MSF’s humanitarian principles

LANGUAGES :

French (B2) and English (B2) operational

How to apply

Status: Full-time permanent contract. Management position, based in Paris with frequent travel to MSF fields expected.

Conditions: Annual salary of €46.7K over 13 months.

22 days of RTT per year. Health insurance 100% covered by Médecins Sans Frontières. Meal vouchers with a face value of €11 (60% covered by Médecins Sans Frontières). Public transport ticket 50% covered.
