Health, Safety and Protection Officer (El Salvador Nationals Only) At Norwegian Refugee Council


Objective:

The Health, Safety and Protection Officer will be responsible for supporting NRC programming in El Salvador through the provision of professional security and protection support. In particular, it will support the implementation of security management procedures in line with the Security Management Plan (SMP), support the HSS Manager in the implementation of the HSS NCA&M training program, help staff with the implementation of safety procedures, It will foster a culture of mission safety and ensure that all facilities meet the NRC’s minimum safety standards.

Main Responsibilities:

one. Application of security policy

  • Apply NRC security and protection policies at the national level in accordance with the Security Management Plan
  • Strict adherence to the NRC Code of Conduct
  • Ensure the application of NRC’s minimum operational safety standards and procedures worldwide

2. Field evaluations

  • Collaborate in the development of security risk assessments and carry out safety evaluations of program sites as directed by the HSS Manager

3. Security notices and context updates

  • Identify security trends of special interest to NRC programs
  • Provide safety instructions to new staff members
  • Disseminate urgent notices to staff when incidents may have an immediate / direct impact on staff security or access
  • Monitor weather conditions and inform staff of any impending weather events that may affect NRC operations

4. Site security

  • Support the development of fire safety, medical, hibernation and evacuation plans for all NRC facilities in El Salvador
  • Carry out routine inspections of facilities to ensure adherence to SOPs

5. Current operations

  • Disseminate urgent security updates to teams operating in the field
  • Facilitate pre-departure briefings for staff conducting field visits to include recent security updates
  • Help maintain NRC office staff and vehicle location boards
  • Follow up and approve ARTs according to PNTs

6. Security training

  • Support the HSS Manager in the application of the training plan provided in the Security Management Plan
  • Maintain training records, which will be reviewed by the HSS Manager

7. Information management and context analysis

  • Develop and maintain databases, maps, and data visualization products that help the NRC maintain an understanding of its operational status situation, potential security risks and humanitarian needs
  • Generate databases and / or ensure that data provided by external sources match the database requirements (data cleaning)
  • Use the data to identify key trends and alert the HSS Manager to changes in the security context

Professional Competences:

  • University degree (or three years of relevant experience with a baccalaureate degree)
  • Knowledge of best security practices
  • Extensive knowledge of El Salvador, including criminal groups and local politics
  • Ability to synthesize a large volume of information in concise reports
  • Coordination capacity between NRC departments and external entities
  • Knowledge of NRC security procedures
  • Experience in providing security training in a humanitarian context
  • Ability to take advantage of pre-existing contact networks, including local security forces and NGO security focal points
