Functions & responsibilities

The consultant will be responsible for monitoring and reporting /communication on the environmental and social performance (E&S) of the project.

It will also provide support to the Project Management Unit (UGPO) of the Ministry of Health in the implementation of E&T instruments&S and in compliance with the environmental and social standards (ESL) of the World Bank.

  • Main tasks and responsibilities according to the E&S contractual clauses stipulated in the contract between the Ministry of Health and’UNOPS :
  • E&S monitoring and reporting :
    • Conduct periodic field visits to all beneficiary health facilities to conduct detailed ESHS performance analyses of the project, including, including the implementation of the Environmental and Social Commitment Plan (ESEP).
    • Prepare semi-annual E&S monitoring reports that comply with World Bank requirements, ensuring that they reflect the commitments set out in the environmental and social clauses of the contract, and, and forward them to the UGPU E&S focal point for review and validation.
  • Incidents and accidents :

Prepare detailed reports on incidents and accidents, including root causes, corrective actions taken and preventive measures put in place, and forward them to the E& focal point&S of the UGPU for review and follow-up.

  • E&S instruments :
    • Prepare and assist in the implementation of the SEAPs for all categories of equipment to be acquired as part of the project activities after its restructuring, and, and transmit these PAES to the UGPO E&S focal point for review and follow-up.
    • Identify potential I&O risks associated with each equipment category and include appropriate mitigation and follow-up measures.
  • Work management procedures :
    • Support the UGPU in the implementation and compliance with the standards of labour management.
    • Contribute to the development of a work management plan (LMP) in line with World Bank standards.
    • Ensure the effective implementation of the measures for the management of work and the TMP.
    • Support continued compliance with labour management standards and the TMP throughout the implementation of the project.
  • Occupational health and safety measures (OHS) :
    • Provide advice to the OPUG on the integration and monitoring of OHS measures in the communities affected by the project.
  • Other related tasks :
    • Actively participate in meetings and workshops related to the E&S management of the project, with an emphasis on E&S clauses and PEES, and write the VPs of these meetings to document the discussions and the commitments made.
    • Provide advice and support to the UGPO on E&S issues based on the clauses of the E&S contract and the PEES, to ensure continuous compliance.

Education/Experience/Language requirements Education:

  • Bachelor’s degree in’ SciencesEnvironment or similar discipline (QHSE, hospital hygiene, sanitary engineering, process engineering, industrial engineering or any other equivalent discipline relevant to the mission) . A combination of’a license and 4 additional years of relevant work experience may be accepted instead of the tuition requirements described above.
  • Engineering/Master in’ SciencesEnvironment or similar discipline (QHSE, hospital hygiene, sanitary engineering, process engineering, industrial engineering or any other equivalent discipline relevant to the mission)Experience:
  • At least 4 years of experience in developing and/or implementing environmental and social impact and risk assessment is required with a Bachelor’s degree.
  • At least 2 years of experience in the development and/or implementation of environmental and social impact and risk assessment is required with a master/engineer degree.
  • Proven experience in monitoring and reporting on environmental and social performance (E&S) of projects, in accordance with World Bank requirements is an asset.
  • A confirmed participation in at least one’une (2) reference in the’implementation of’Audits and /or in the’ accompaniment in the elaboration of Reports on health and safety at work and the monitoring of the management of risks at work is strongly desired.
  • Minimum 2 years of’ professional experience justifying the knowledge of E&S instruments: Expertise in the use of World Bank E&S instruments, such as Environmental and Social Engagement Plans (EAPs) and E&S Risk Management Plans, is a significant asset.
  • At least two years of professional experience in project management within national and/or international organizations is considered an asset.
  • Experience in the field of training and’education in the field of environmental and social performance in a hospital environment or in hospital hygiene is desirable.
  • Experience in managing stakeholders such as government officials, communities and other stakeholders is desirable.
    Languages:
  • A perfect command of French is required.
  • Knowledge of the English language is considered an asset.
