DEPARTMENT PURPOSE: This Department is tasked with managing and driving the continuous improvement of the Secretariat’s work in the areas of Safeguarding, Finances, People, IT Systems, Fraud and Risk and Legal. It ensures these functions provide efficient, safe and feminist operations and enable the confederation to have greater impact by ensuring the resources entrusted to Oxfam International Secretariate (OIS) are appropriately used and provide effective support. The Operations Department coordinates these functions across the Confederation to facilitate greater efficiencies and harmonization and consolidating key operational data; provides support and relevant information OIS managers; and offers operational support to countries, clusters and regional platforms in close partnership with Executing Affiliates (and the future EA Unit, once established). The People & Culture (P&C) function delivers an Oxfam people strategy in accordance with Oxfam’s core values and Feminist Principles.

TEAM PURPOSE: The Total Rewards team aims to provide a people centred, efficient and effective Reward function to which allows Oxfam to attract and retain the right talent at all levels and in all countries, who will in turn increase the impact on programme delivery and Oxfam’s ability to meet its strategic objectives. The team predominately provides support to countries, clusters, and regional platforms. The role is also responsible for providing support and advice to affiliate headquarters, to support consistency across the Confederation.

JOB PURPOSE: The role is responsible for the designing, developing, implementing and communicating Oxfam’s Total Rewards strategy, principles & frameworks using a decolonial and feminist lens. In this role, you will enhance our EVP (Employee Value Proposition), attracting and engaging staff, and providing Total Rewards leadership on compensation policy and program matters. You will also be responsible for evaluating current market trends, benchmarking, and ensuring Oxfam’s Total Rewards align with the HR Strategy and business requirements. Additionally, the role collaborates with internal and external stakeholders to expand and enhance

our Total Reward offerings, supporting the retention and recruitment of Oxfam staff globally.

• Lead the implementation and track the progress of executing the Reward Framework and Principles across the Confederation (including Oxfam International, Affiliate offices, Country offices, and Regional Platforms-CCRs).

• Ensure the implementation and communication of Reward policies and processes is underpinned by the Reward Framework and Principles.

• Lead Compensation & Benefits projects and initiatives, collaborative co-creation with stakeholders.

• Ensure the Reward Framework and Principles support Oxfam’s EVP (Employee Value Proposition) and People & Culture (P&C) efforts in attracting, motivating, and retaining staff.

• Understand and develop plans to address reward challenges across the Confederation by liaising with both internal and external teams.

• Design, implement, and maintain Oxfam’s Total Reward work globally, ensuring compliance with local laws and regulations. This includes annual salary reviews, pay progression, salary bands, job evaluation, statutory benefits, allowances etc.

• Assess internal data, labour markets and Oxfam’s needs to develop pay strategies that balance competitiveness and cost-effectiveness.

• Partner with key internal and external stakeholders (including suppliers) to build fit for purpose policies and processes as per market trends, benchmarking analysis, etc.

• Provide regular Total Rewards reports and insights to key stakeholders, including Executive Leadership Team, Global Programs, Management, CCRs and governance committees.

• Oversee and manage the application of Oxfam Reward Framework and Principles across the Confederation. Leadership:

• Key member of the People & Culture (P&C) leadership team and contribute to broad P&C areas, strategies and projects. • Provide expertise and insights to key transformation work (such as the Transforming Business Support program) • Contribute to Reward (and other relevant matters) work within the Confederation via the Human Directors Platform and other appropriate mechanisms. • Serve as a trusted advisor on Total Rewards matters by staying informed about global compensation trends and regulations, ensuring compliance with labor laws. • Able to manage the boundaries required in this role between organizational frameworks and demands to have bespoke solutions. People and Resource Management:

• Lead and guide the Total Rewards Subject Matter Experts and People and Culture Communities in ensuring consistent implementation of the Reward Framework and Principles across the Confederation. • Coordinate the prompt resolution and/or escalation of Reward issues/challenges.

• Provide support and resources to the Total Rewards team, including ensuring it is appropriately staffed and has the skills and capabilities to meet the Confederation’s needs.

• Create and implement training strategies to effectively promote global and local Total Rewards initiatives.

• Ensure that staff understand their Total Rewards package.

• Enhance the transparency of our policies and processes and make them easily accessible.

• Serve as a trusted advisor to senior leadership and global HR business partners on compensation matters.

• Lead and mentor a global team of reward professionals, fostering their growth and development, and ensuring they provide high-quality support to the organization.

• Manage both operational and strategic aspects of the Total Rewards Team.

• Continuously review processes, programs, and tools for automation or enhancements to drive efficiency, scalability and enhance staffs’ total rewards experience.

ESSENTIAL:

• Minimum of 12-15 years’ experience in a progressive Total Rewards/Compensation & Benefits organization and partnering with senior leadership/executives.

• Demonstrated experience in leading job evaluation, job architecture, market pricing, benchmarking, salary structure design and development, pay for performance, short- and long-term incentive compensation, and equity plan development and administration projects.

• Experience in managing employee global mobility as it relates to compensation issues and matters.

• Strong analytical and quantitative skills, with the ability to analyze and interpret global compensation data, draw insights and conclusions, and make recommendations to senior leaders.

• Excellent critical thinking and problem-solving skills, with the ability to develop creative solutions to complex global compensation issues.

• Strong communication and interpersonal skills, with the ability to effectively present complex global compensation information and influence stakeholders at all levels of the organization.

• Knowledge of current Total Rewards/Compensation & Benefits best-practices, laws, regulations, and market trends.

• Proven experience successfully managing multiple global, multi-faceted projects and producing quality deliverables on time and within budget
