ORGANIZATIONAL UNIT

The General Secretariat is responsible for all administrative and financial aspects of the Union’s activities. Among other things, it is responsible for implementing administrative standards relating to operating matters, disseminating information on telecommunications matters for operational and other purposes, formulate legal opinions for the offices of the Union and the departments of the General Secretariat, to provide logistical support to Union activities, in particular conferences, coordinate the work of ITU with other international organizations, disseminate information to Member States and Members of the Sectors, to the press, commercial or private telecommunications users and the general public.The General Secretariat is also responsible for the organization of global telecommunications exhibitions and forums.

At the General Secretariat, the Department of Human Resources Management ( HRMD ) provides the Secretary General with advice on human resources management. It manages ITU resources and ensures that it complies with rules and regulations, ITU policies and strategies as well as the policies of the United Nations common system. It effectively manages the human resources of the Union; creates a favorable and stimulating working environment and encourages organizational creativity and performance measurement based on results.

ADDITIONAL INFORMATION

Under the supervision of ( of ) Secretary General ( e ), the Head of the Human Resources Management Department ( HRMD ) plays a leadership and role of model and assumes all responsibilities and produces results on time, the costs and quality standards prescribed for the Department concerned. The holder acts in compliance with the rules and regulations of the organization and assumes the responsibilities necessary for the proper execution of the missions entrusted to him.

The Head of the HRMD Department is the reference adviser and is responsible for providing strategic guidance and advice on all human resources issues and for directing the design and implementation of the human resources strategy. The Head of the HRMD Department is a real driver of change, in that he directs and supports initiatives in favor of the reform of the Organization, in particular concerning the improvement of human resources management, and visibly manages a team of human resources professionals. By stimulating and creating an environment conducive to innovation and quality service, the Head of the HRMD Department ensures the provision of a complete and integrated service which gives to the’Organization the means to strengthen and deploy its human resources to the best of its ability. TASKS AND RESPONSIBILITIES

  •  Directs the design and implementation of a human resources transformation plan and supports the process of organizational transformation, so that the ITU is in line with its mission and is ready for the future, in particular by directing and supervising the establishment of a talent management framework, from the provisional management of personnel needs to the acquisition and management of talents, including learning and development, the development of management skills, performance management, institutional culture and mobilization of civil servants, as well as other human resources management services.
  •  Directs and supervises the team of human resources professionals who design and implement all activities relating to the development and management of human resources of the ITU, at headquarters and in field offices ( organization design and job classification, recruitment, human resources planning and development, performance management, personnel administration, management of payroll and financial benefits reserved for staff, social security and well-being benefits, advice to civil servants and medical service, staff-management relations, policies, Human Resources Partnership Programs ( Trust Fund, JPOs, Young Professionals, United Nations Volunteers,internships, etc. ), human resources analysis and data-based decision-making ).
  •  Directs initiatives for change and reform, ensuring that human resource management serves as a catalyst and trustworthy partner for structural change, and ensures the effective implementation of human resources strategy, policies, procedures, programs and systems, in accordance with the strategic priorities of the ITU and taking into account the human resources management framework of the United Nations common system.
  •  Ensure the efficiency of the provision of human resources services and processes, taking advantage of technologies to automate human resource activities, improve data analysis capabilities and strengthen staff experience with self-service functionality.
  •  Shaping and fostering a positive institutional culture, encouraging staff to invest and creating an environment in which public servants can thrive and give the best of themselves, ensuring that the organization attracts and retains the most promising talents. Directs the design and implementation of development programs in management, support initiatives and mentoring, in order to constitute a solid pool of leaders.
  •  Provides strategic advice to ( the ) Secretary General ( e ), the Deputy Secretary General, the Directors of the Offices, Heads of Department and managers on all aspects related to the very concept of human resources, associated policies and procedures, and proposes proactive and innovative approaches to the provision of human resources as well as strategic and political issues; ensure that essential decision-making analyzes are provided to the management team on general staffing developments and emerging issues, in order to enable the Organization to anticipate, proactively forecast and meet personnel requirements as they arise.

  •  Sensitizes the ITU to the strategic importance of human resources management for the proper functioning of the Organization. Focuses on stimulating and guiding the development of staff, in particular by offering concrete solutions to take account of the balance between professional and private life, achieve gender equity and take advantage of diversity as a comparative advantage; endorse and guide structural change programs, identifying areas where change is needed, ensuring the development of innovative solutions and integrating them into human resources services and practices.
  •  Directs projects to simplify and digitize workflows and human resources processes, promoting a paperless work environment and developing customer-oriented business plans and programs.
  •  Formulates, for the ( of ) Secretary General ( e ), opinions on cases where administrative decisions and disciplinary measures are used, in coordination with the Legal Affairs Unit; oversees the handling of any matter of interest to the Appeal Committee, taking into account the advice of the Legal Affairs Unit; directs the review and modernization of the ITU Staff Regulations and Rules, in collaboration with the Legal Affairs Unit.
  •  Represents the ( the ) Secretary-General ( e ) in joint meetings between staff and management and with various United Nations bodies, in particular the International Civil Service Commission ( CFPI ), the HR Network and, where appropriate, the High Level Committee on Management ( HLCM ); contributes to the development of the international civil service with a view to modernity and dynamism, by actively participating in the reform of human resources within the framework of the common system of the United Nations.
  •  Takes part, as advisor, ITU senior management meetings dealing with human resources issues and participates in ITU statutory committees and conferences ( Council and Plenipotentiary Conference ).

QUALIFICATIONS REQUIRED

Education:

Higher university degree in administration or management of human, public or business resources, law, social sciences or humanities or in a related field OR training received in an established reputation higher education establishment, attested by a level diploma equivalent to a higher university degree in one of the aforementioned fields. For internal candidates, an undergraduate university title in one of the aforementioned fields, associated with twenty years of relevant professional experience, may replace the higher university title for promotion or rotation purposes.

Experience:

At least fifteen years of experience in positions of increasing responsibility in the field of human resources management, including at least seven years at the international level. A doctorate in a related field can be considered equivalent to three years of professional experience. Proven experience in human resources management at the highest level is required. Strong experience in effective human resources management, including the implementation of good practices in the field of recruitment, adaptation to change, planning for staff turnover, performance and learning assessment as well as the establishment of an enabling working environment to support the execution of the organization’s mandate.Experience gained in an organization applying the United Nations common system as well as knowledge of the activities and structure of the ITU would be an advantage.

Languages:

Knowledge of one of the six official languages of the Union ( English, Arabic, Chinese, Spanish, French, Russian ) at the advanced level and knowledge of a second official language at the intermediate level. Knowledge of a third official language would be an advantage. ( According to the provisions of Council Resolution 626, the relaxation of the conditions required for language skills may be authorized for candidates who are nationals of developing countries: when candidates from these countries have a thorough knowledge of one of the official languages of the Union, their application may be taken into account ).

RIGHTS AND BENEFITS

Salary:

Le traitement annuel total se compose d’un traitement annuel net (net d’impôts et avant déduction des contributions à l’assurance maladie et à la Caisse des pensions) en dollars USD et d’une indemnité de poste (indemnité de cherté de la vie). L’indemnité de poste est variable et peut être modifiée sans préavis, conformément aux taux fixés dans le régime commun des Nations Unies pour les traitements et les prestations.

Salaire annuel à partir de $ 106,023 + indemnité de poste $ 89,483
