ORGANIZATIONAL UNIT
The Telecommunications Development Bureau ( BDT ) is responsible for the organization and coordination of the work of the Union Telecommunications Development Sector ( ITU-D ), which mainly deals with politicians, ICT-based development strategies and programs, as well as technical cooperation activities, to promote digital inclusion and promote digital transformation at the community level, countries and regions. In order to effectively meet the needs of ITU members, BDT is divided into four functional departments:
- Office of the Deputy Director and Department for the Coordination of Field Activities
- Department of Partnerships for Digital Development
- Department of Digital Networks and Society
- Department of the digital knowledge center
The Department of the Digital Knowledge Pole is responsible for making good practices and information available to support the decisions of ITU Member States in the area of public policy. It provides a framework for members as well as external actors such as researchers, the private sector and other development agencies to obtain essential information on trends in the digital sector, the evolution of the digital society and digital skills. This department is responsible for consolidating the place of ITU as a globally recognized source for information on ICT regulations and data and is responsible for the work led by the ITU-D Study Commissions. Finally,this department deploys digital capacity and skills building programs.
TASKS AND RESPONSIBILITIES
Under the supervision of the Director of the Telecommunications Development Bureau ( BDT ), on/the Head of the Department of the digital knowledge center ( DKH ) plays a leading and model role and assumes all responsibilities and produces results on time, the costs and quality standards prescribed for the Department concerned.
The Head of the Department acts in accordance with the rules and regulations of the organization and assumes the responsibilities necessary for the proper execution of the tasks entrusted to him, consisting in planning, direct and supervise the activities of the department with a view to the proper implementation of strategies and plans relating to BDT knowledge platforms, with particular emphasis on Objective 3 of the CMDT, “Promoting a political and regulatory environment conducive to the sustainable development of telecommunications / ICT”. To this end, the holder performs the following tasks:
- Directs and supervises the activities of the Department, including with regard to human resources and financial resources, ensuring compliance with the Organization’s Statutes, Rules and Regulations, and the mission entrusted; strengthens the autonomy and capacities of the team to increase its involvement; and bring about change to achieve the Department’s objectives.
- Identifies and supports the strategic and unique positioning of BDT as an open and innovative digital knowledge center in order to be the main global source of information on regulation, the market, ICT data and analysis and to promote the acquisition of skills and knowledge in the digital field; these include identifying and monitoring developments, current and future ICT trends and needs to provide timely analysis and advice, and to develop guidance documents and positions on topics of great importance in the area of regulation, data and digital skills.
- Directs the planning, development and implementation of an open digital knowledge platform, which presupposes collaboration with all producers of knowledge and content within the ITU, external partners at regional and international level, donors and users of this platform, in order to strengthen technical cooperation and provide appropriate services and information.
- Connects and cooperates closely with the Bureaux and the General Secretariat for all initiatives aimed at improving the information and data that the Union produces to follow the transition to a global information economy and to promote the achievement of the Sustainable Development Goals.
- Directs planning, management and implementation of programs and tools to help countries identify and monitor the strengths and challenges of digital technology and strengthen their institutional and organizational capacities with regard to regulatory frameworks for telecommunications / ICT, the evolution of ICT and digital skills.

- Promotes the exchange of information and good practices as well as the sharing and transfer of knowledge between countries through administrative support and content in the work of the Study Commissions ITU-D; and liaises with Members and external experts to make BDT Study Commissions knowledge platforms.
- Directs the development of a strategic vision for the work carried out by the ITU in the field of ICT measurement, within the framework of the general objectives of the Union, taking into account the needs of Member States and developments in ICT and data analysis, particularly in the area of big data.
- Carry out any other additional related activity entrusted by the Director, and in particular represents BDT and ITU in international bodies, conferences and meetings, as required.

- Ability to identify essential strategic issues, opportunities and risks, and to formulate and take appropriate initiatives.
- Excellent ability to build and maintain good working relationships with stakeholders, demonstrating tact and respect for diversity in the ITU multicultural and multiethnic environment.

QUALIFICATIONS REQUIRED
Education:
Higher university degree in telecommunications engineering, information technology, international relations, public or business administration, economy or in a related field OR training received in an established reputation higher education establishment, attested by a level diploma equivalent to a higher university degree in one of the aforementioned fields. For internal candidates, an undergraduate university title in one of the aforementioned fields, associated with twenty years of relevant professional experience, may replace the higher university title for promotion or rotation purposes.
Experience:
At least fifteen years of experience in positions of increasing responsibility, attesting to a thorough practical knowledge and practical experience of the implementation of projects at international and regional levels, telecommunications policies and related legislative and regulatory issues, and extensive experience in planning and implementing telecommunications infrastructure at a managerial level. At least seven years of international experience are required. A doctorate in a related field can be considered equivalent to three years of professional experience.
Languages:
Knowledge of one of the six official languages of the Union ( English, Arabic, Chinese, Spanish, French, Russian ) at the advanced level and knowledge of a second official language at the intermediate level. Knowledge of a third official language would be an advantage. ( According to the provisions of Council Resolution 626, the relaxation of the conditions required for language skills may be authorized for candidates who are nationals of developing countries: when candidates from these countries have a thorough knowledge of one of the official languages of the Union, their application may be taken into account ).
RIGHTS AND BENEFITS
Salary:
The total annual salary consists of an annual net tax treatment ( net and before deduction of contributions to health insurance and the Pension Fund ) in USD dollars and a post allowance ( cost of living allowance ). The post allowance is variable and may be changed without notice, in accordance with the rates set in the United Nations common system for salaries and benefits.
