Artesans-ResQ (ARQ) is a newly founded humanitarian organization which provides medical transports for all injuries and patients including neonatal, pediatric, critical care, and burn patients. ARQ aims to not only help people in need, but also to make this offer of help effective, sustainable and with human dignity. Our commitment to this idea is reflected in the quality of our work and the long-term relationships we build with communities. Currently, ARQ is implementing its first project which focuses on strengthening Ukraine’s critical care/ICU patient transport capacity and is currently based in the Dnipropetrovsk region. The team works closely with its partners, local, and national authorities, and within the greater MEDEVAC chain to provide critical care patient transports and ICU transport training.

Job Overview:

As the Head of Programs at Artesans-ResQ (ARQ), you’re tasked with the strategic planning, development, and implementation of all programs. You ensure these programs effectively contribute to the mission and organizational goals while upholding quality, sustainability, and compliance with relevant standards. Leading a team, you collaborate with internal and external stakeholders to achieve the organization’s objectives. Your role is critical for the growth of the organization and expanding its capacity to help.

Responsibilities:

Programme Development & Fundraising

  • Establish and continuously adapt ARQ’s fundraising strategy, such that different funding sources are identified and followed up on
  • Work with the in-field Program and Medical Directors to establish and maintain positive relationships with donors and potential donors including acting as the focal point for donor relations
  • Lead the development of proposals/concept notes, log frames and workplans. This includes soliciting ideas from field team, contributing creative ideas, coordinating with the management team, and packaging proposals to meet the specific needs of different donors
  • Support in budget development for new proposals ensuring that all project costs are included in budgets

Grant management

  • Prepare grant inception files for programs and finance staff following the successful negotiation of donor contracts, ensuring that salient information regarding grant management is clearly flagged and communicated, and that all relevant paperwork is made available.
  • Assist programs in interpreting the terms of, and in re-negotiating ongoing donor contracts when requested
  • Collaborate with Program Director (infield) and backoffice personnel in ensuring ARQ is in compliance with contractual obligations and relevant legal requirements.

Monitoring and Evaluation (M&E)

  • In collaboration with infield Program and Medical Directors, develop and implement monitoring and evaluation systems.
  • Support the monitoring of project outputs, track progress towards indicators, and measure the impact of projects
  • Lead in drafting narrative donor reports and coordinating with the finance department to ensure that financial reports are submitted on time, in adherence with financial reporting requirements, and that they correspond to the narrative reports.

Other

  • Upon request, assist with HR recruitment process of any infield or HQ staff.
  • Upon request, develop and further establish Artesans-ResQ as a registered entity in Ukraine.

Chain of Command:

If the Head of Programs faces any challenges, they can escalate to the CEO.

Qualifications and Experience:

Required

  • At least three (3) to five (5) years of grants management experience with a variety of bilateral donors.
  • Relevant university degree in social sciences, international development, or related area of studies.
  • Experience managing various grants / Proven experience in grant management, including proposal development for institutional donors such as USAID/BHA, UN Funds, EU and ECHO.
  • Experience in institutional donor compliance and familiarity with basic rules and regulations.
  • Track record of developing successful proposal packages, including narrative, log frames, and budgets.
  • Significant experience developing narrative donor reports under minimal supervision
  • Experience tracking donor trends and opportunities.
  • Experience developing, implementing, and utilizing M&E tools.
  • Experience negotiating contracts with donors and managing grants.
  • Experience using Microsoft Office Products.
  • Fluent in English.

Desirable

  • Medical degree (Paramedic, Nurse, or Physician).
  • Fluent in Ukrainian.
