Head of Programme – Moldova At Norwegian Refugee Council


The Head of Programme shall lead the programme design for durable solutions to displacement and scale up the partnership approach increasing where possible the implementation through local partners (local NGOs, universities, private sector, etc.). The programme shall also maintain an emergency preparedness aspect should the war in Ukraine escalate and provoke further displacement to Moldova. Given the size of the operation, the HoP shall be accountable for the implementation of the programme through 4 programme development managers (Shelter, Education, Livelihood, Information, counselling and legal assistance).

NRC aims to have a coherent Ukraine regional response aiming to support refugees, IDPs and returnees. HoP Moldova will work in close collaboration with both the Regional office and the HoPs of Poland and Ukraine Country programmes in order to identify common priorities to address humanitarian needs and facilitate cross-border programming, where relevant.

What you will do:

  1. Line management for Core Competence Programme Development Managers
  2. Member of the Country Management Group (CMG)
  3. Compliance with and adherence to NRC policies, guidance and procedures
  4. Development of Core Competency strategies that are aligned to regional and global priorities and strategies
  5. Quality control
  6. In-country representation as delegated by the CD
  7. Development of holistic and needs based programmes, including cash-based interventions and marked based programmes as relevant and appropriate
  8. Identify funding opportunities, develop funding strategies and forecasts
  9. Grants management, budget allocations and reporting to donors, including compliance with donor standards
  10. Promote the rights of IDPs/returnees/refugees in line with the advocacy strategy
  11. Accountable for the implementation of the programme through 4 programme managers reporting to the HoP.

Specific responsibilities

  • Responsible for the development of the funding strategy in line with the country strategy, liaise with donors on new funding and accountable to strengthen donor relationship during project implementation
  • Ensure NRC’s M&E data collection systems are in place and information are properly stored and used to improve programme quality and support decision making
  • Lead the development of NRC Moldova Programme strategy for the next 2 years.
  • Work in coordination with Advocacy Manager in order to ensure that NRC is able to engage relevant decision makers and influence their decisions to address humanitarian needs
  • Accountable for the development of NRC partnership approach at country office level leading the development of tools/systems/approach/guidance in coordination with all NRC functions
  • Accountable for the implementation of the project cycle management

What you will bring

  • Minimum 5 years’ experience from a senior programme management position in a humanitarian/ recovery context
  • University degree in social science/development/international affairs or other relevant subjects
  • Experience from working in complex and volatile contexts
  • Strong humanitarian programmatic experience in working with displaced populations
  • Knowledge of cash-based interventions and market-based programmes
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English both written and verbal
  • Knowledge of Russian or Romanian is a strong advantage

Context/specific skills, knowledge and experience:

  • Knowledge of and experience of working in eastern Europe
  • Experience of working with partners
  • Experience of working in a neglected or forgotten crisis (with little or no media attention)
  • Documented success of achieving significant donor funding
