OVERVIEW OF WFP ACTIVITIES IN HIRSHABELLE:

WFP implements a wide range of programs in Hirshabelle state, under its 2022-2025 Country Strategic Plan.

Emergency relief: WFP’s relief programs provide support to the most vulnerable people, primarily internally displaced persons (IDPs), who struggle to meet their daily food needs. Relief is targeted based on food security and nutrition assessment reports, which identify the severity of food insecurity and malnutrition across different geographic zones in the country. In the first quarter of 2024, WFP reached 143,000 people within kind and cash-based transfers. In April 2024, as the pre-agreed thresholds were reached, WFP provided anticipatory cash assistance to 41,000 people in Beletweyne, Hiran and Jowhar in Middle Shabelle.

Nutrition: WFP’s curative targeted supplementary feeding programme (TSFP) aims to treat mild to moderate acute malnutrition (wasting) in children under five and PBW. Preventive nutrition services support vulnerable children aged 6-23 months and PBW through the blanket supplementary feeding programme (BSFP). The mother and child health and nutrition (MCHN) programme are designed to prevent acute and chronic malnutrition (wasting and stunting) in children under the age of two years. WFP also targets Tuberculosis (TB) patients who are malnourished and admitted to a TB center in Mataban.

Home- grown school feeding programme (HGSFP): WFP in partnership with Ministry of Education, Hirshabelle, is providing daily cooked meals to 23,000 students in 74 schools. Three schools were supported in establishing school gardens to supplement school feeding and promote learning. Together with the Ministry of Agriculture, 23 cooperatives have been contracted to supply assorted food to 33 schools.

Food Systems: Under SDG2, a key focus area for WFP is to build sustainable food systems and value chains, to improve the availability, accessibility, affordability, and consumption of nutritious and healthy diets in Somalia and to prevent and reduce the impact of man-made and natural shocks on vulnerable populations. This position will support the implementation of WFP’s climate smart food systems, livelihoods and resilience interventions as integrated with and complementing activities in relief, nutrition, school feeding, social protection and capacity strengthening.

Scope (Identity management): WFP implements a comprehensive identity management system to ensure food and cash assistance reaches the intended beneficiaries in Hirshabelle region. This includes full household biometric registration of all members aged 5 years and above, as well as other controls leveraging WFP’s SCOPE beneficiary information and transfer management platform. These robust measures are designed to uphold the integrity of the WFP assistance efforts and ensure support is provided to the right people in need.

Coordination and Partnership: WFP works with eight field-level partners across Hirshabelle region of which two are local NGOs. These partners play an essential role not only in the implementation of projects but also in strategic collaboration on information sharing, resource complementation, needs prioritization, advocacy, and programme design. WFP maintains robust strategic engagement with its partners including provision of capacity strengthening support to all its partners to realize the achievement of programme quality and transformative partnership.

Job Purpose:

The Programme Policy CST level II (Head of Programme, Hirshabelle State) is expected to contribute to the design and management of WFP activities that effectively meet food assistance needs and provide technical advice or oversight on programme strategy and implementation.

KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):

  • Contribute to the development and management of WFP Programmes in Hirshabelle to ensure timely and effective deployment of food assistance programmes.
  • Collaborate with governments and other partners in identifying where food assistance can be usefully deployed at the local level.
  • Coordinate and supervise the cooperating partners and actively monitor progress and performance, ensuring that project deadlines and targets are met.
  • Closely support WFP’s leadership status in forums relating to area of specialism, for example food security, nutrition, livelihoods, resilience or engagement in humanitarian, transition and development contexts through direct participation, briefings, information products and other materials.
  • Support the preparation and dissemination of timely analytical and critical reports, publications, and a variety of information products or proposals for internal or external use.
  • Support the development and coordination of data gathering and monitoring systems and conduct timely monitoring and evaluation activities.
  • Engage with external partners to improve assistance packages and support
  • complementary strategies; identify potential areas for collaborative approaches and initiatives.
  • Manage the Field Office in the absence of the Head of Sub Office.
  • Other duties as required.

QUALIFICATIONS AND EXPERIENCE:

Education: Advanced University degree in Economics, International Development, Social Sciences,
Nutrition, Agriculture or other related field, Or First University degree with additional years of related work experience and/or training/courses.

Experience: At least five (5) years of progressive experience in programme implementation, out of which at least two (2) years in field operations, preferably in hardship duty stations or emergency contexts.

Language: Fluency (level C) in English language.
