Expertise France in Guinea

L’Agence Expertise France has been present in Guinea since 2015, including in the health sector. In the post-Ebola context, with French and European funds, the’Agence has implemented a portfolio of projects in favour of international health security. Expertise France is also implementing projects in support of the strengthening of health systems.

Project description

The’ support programme for the health sector in Guinea (PASSGUI), funded by the’Union Europe to the tune of 20 million euros, with parallel co-financing from France and Belgium, is, implemented by Expertise France and Enabel, aims to improve and make more equitable’ access to quality health care through the transition to universal health coverage.

With this in mind, the project will focus on the following products :

  • P1: Governance
  • P2: Offer of services
  • P3: Medications and Consumables
  • P4: Human resources in health
  • P5: Financing by demand

The’action is expected to cover the entire Guinean territory with regard to the reform of the health system. A pilot experiment will focus on the Conakry and Nzerekore regions.

The governance product includes a component « Public finance management and accountability » structured around the following axes :

1. Support for public finance management :

  • Technical assistance to the Division of Financial Affairs (DAF) of the Ministry of Health and’ Guinean Public Hygiene (MSHP)
  • Training of actors on the budget cycle
  • Technical support on the preparation of the annual budget
  • Technical assistance to the DAF for monitoring budget appropriations and reporting to the Ministry of Budget

2. Support for the governance of public administrative institutions (EPAs) in the health sector :

  • Institutional technical support related to EPA reform
  • EPA management training & training of elected administrators
  • Technical assistance to health EPA on the filling of their management tools Training on the EPA supervision guide
  • Supervision missions of EPA

3. Support to the’inspection general de la health (IGS) :

  • Support for the development of the’IGS strategic plan
  • Inspection training
  • Technical support of the 4 pools
  • Support for’inspection missions, in connection with other control bodies
  • Consultation meetings between control bodies, support for the’ harmonization of tools

These activities can be carried out directly by the/the head of component « Support to the management of public finances and accountability », or by partners, or expert·s short-term.

The/the component manager may also be brought together with· to contribute to other relevant activities.

Situation/position : Direction des Operations – Direction Country Guinea

The/the manager of component « Support to public finance management and accountability » is placed· under the hierarchical responsibility of’a· project manager in the’-project team PASSGUI.

He/she also holds the position of’Assistant to international technical· DAF, under the functional direction of the Head of the Division of Financial Affairs at the Ministry of Health and’Hygiene Public Guinean.

He/she hierarchically manages a· loaded component « support to public finance management and accountability » /·e national technical assistant.

He/she works in functional relationship with the DAF executives and other members of the’ project team :

  • Other international and national technical assistants
  • One in charge of· monitoring, evaluation, accountability and learning
  • A loaded· d’ operational support·

He/she also works in functional relationship with the technical· experts of the other projects, the collaborators/trices of the’Projects Support Unit Guinea.

Missions :

The/the head of component « Support to public finance management and accountability » is responsible for the implementation of the activities of its component. He/she ensures the planning, steering, and coordinates the implementation of the activities of its component. He/She is responsible for monitoring indicators and reporting for its component.

With a technical profile, he/she is also an international technical assistant· DAF, in charge of capacity building and procedures of the Division of Financial Affairs of the Ministry of Health and Health.

He/she manages a· responsible for component « support to public finance management and accountability » /assistant· national technical.

He/she ensures the’animation of the component « Support to the management of public finances and accountability » as a whole, including partners, experts· short-term.

He/She works in coordination with the national and regional actors concerned by its theme, donors, implementing partners of its theme, etc, and the other TFPs active on the theme.

The responsibilities of the/the component manager cover the following aspects :

1. Implementation

  • The/the component manager is responsible for the implementation of the activities of his component through his team, partners or short-term· expert ;
  • The/the component manager will also be asked to make his contributions on the other products of the project taking into account his expertise.

2. Technical assistance

As’Assistant· international technique·, he/she :

  • Supports follow-up to the DAF mission letter ;
  • Supports the development, implementation and monitoring of the annual operational action plan (AOP) of the DAF ;
  • Strengthens capacity and transfers its skills from the DAF ;
  • Is in charge of the’ support to the DAF procedures and tools and their updating if necessary ;
  • Directly implements certain activities of’ in support of the DAF (ex: elaboration/contribution to texts, training..) ;
  • Participates in meetings on financial governance of the Ministry of Health ;
  • Contributes to the thematic groups on financial governance.

3. Management d’team :

  • Ensures the direct management (planning, recruitment, monitoring, evaluation) of the aforementioned staff ;
  • Organizes regular coordination meetings for the component.

4. Coordination of component :

  • Responsible for the management, implementation and monitoring of the component ;
  • Contributes to the COORDINATION of the component with current or future policies, programmes in Guinea, in relation to component ;
  • Ensures that the activities of its component are planned and through the update of’a monthly timeline, and communicates on the monthly milestone update (RPP) ;
  • Contributes to project reviews for its component, according to the OD schedule ;
  • Is responsible for the selection of partners and the recruitment of the· experts within the framework of component ;
  • Follows and supervises the actors and/or partner structures for the implementation of its component ;
  • S’assures the quality of the activities and the contractual key deliverables of component ;
  • Is responsible for communication activities on its component ;
  • In liaison with the/the project manager·, ensures a good circulation of the’information on the actions implemented with the partners and maintain the collaboration ;
  • Informs the/project manager of the progress of the component, meetings and any other important information ;
  • Contributes to the preparation of the steering and technical committees of the project.

5. Support functions :

  • Contributes to the development and monitoring of the project’s procurement plan, in conjunction with the’USP, for its component ;
  • Contributes to the definition of needs for contracts and purchases, in connection with the coordination of support functions and the/the· project manager ;
  • Contributes to the monitoring of expenditure related to its component with’USP ;
  • Contributes to the budgetary follow-up of its (forecast) component, in connection with’USP ;
  • Follows the administrative and financial procedures of’Expertise France, in connection with’USP.

6. Monitoring, evaluation, reporting :

  • In conjunction with the/the· monitoring and evaluation officer, re-reads and consolidates the technical reports of the partners if necessary ;
  • In connection with the/the official· of follow-up-evaluation, and under the coordination of the/the head· of project, ensures the implementation of the monitoring of the indicators of its component, in accordance with the logical framework ;
  • In connection with the/the official of the project, and under the coordination of the/the head of the project, the/HER contributes to the drafting of donor reports for its component ;
  • In conjunction with the/the· monitoring and evaluation officer, and under the coordination of the/the· project manager, contributes to the capitalization for its component.

7. Representation :

  • The/the component manager may be asked to represent Expertise France in relation to its theme, or by interim.

8. Watch, development

  • Identifies and reports on priority needs and requests for support in the country ;
  • Contributes to the monitoring, to the’ identification of partnership and’opportunity of development in connection with the project ;
  • Contributes to the development of concept notes where appropriate ;
  • Contributes to the’ development of the’Expertise France strategy in Guinea.

9. Security

  • Follows the safety rules, in connection with the/the project manager·, the Country Director, and the Regional Security Coordination Gulf of Guinea.

Diploma :

  • Master 2 in economics, finance, accounting, governance and public finance management

Experiences :

  • Technical expertise in the field of financial governance /public finance management ;
  • Expertise in accounting, public procurement, governance of public administrative institutions, general inspection appreciated ;
  • Expertise in health economics, health financing, social protection valued ;
  • Work experience in training/skills transfer appreciated ;
  • Mastery of’a public finance management software appreciated ;
  • Experience in management appreciated ;
  • Experience working in a developing country appreciated ;
  • Mastery of the fundamentals of project management and the appreciated project cycle ;
  • Knowledge of the area an asset ;
  • Knowledge of the’European Union, of’Expertise France an asset.
