First aid, including resuscitation, is a vital action to effectively and quickly treat trauma and disease to improve a person’s chances of survival. Every year, millions of people die or suffer complications as a result of injury due to lack of timely assistance or adequate first aid. At the core of the CRCR Movement, first aid and resuscitation are acts of humanity, underscoring the will to save lives without discrimination. The International Federation of Red Cross and Red Crescent Societies (IFRC) is, together with the National Societies, the leading trainer and provider of first aid and resuscitation services in the world.

At the’IFRC General Assembly in 2011, several National Societies called on’IFRC to intensify and harmonize its support for first aid. This led to the creation of the IFRC global reference centre for first aid (WRCPS) in 2012, hosted and supported by the French Red Cross (FRC). To achieve its overall objective, and subject to the availability of funds, to, ’ifrc’s CMRPS works and provides services as part of the’ifrc’s global health and care team, under the joint direction and leadership of the Secretariat of the’IFRC and the French Red Cross.

Lead the activities of the Global Reference Centre for first aid of’IFRC (CMRPS), coordinate the implementation of its missions and ensure its operational, partnership and financial development. Ensure the medical reference, in connection with the scientific reality of the CMRPS and represent the French Red Cross and the’IFRC in all circles where its presence is required or desirable. The director is attached administratively and functionally to the director of international operations of the French Red Cross and technically to the director of the health and care department of’IFRC in Geneva.

You will have the mission of

– Lead the administration, finance and human resources of the CMRPS

In particular, administrative and financial management, the preparation of annual budgets and the monitoring of financing agreements.

Recruitment, Training, GPEC

The overall animation of the team and information sharing

– Supervise the administrative and financial management of the CMRPS

– Develop annual budgets and ensure budgetary management and monitoring of actions, including,

management and monitoring of financing agreements

– Implement the human resources policy within the department in terms of recruitment, career management, development and training

pilot, animate and develop the operational activity of the world reference centre for first aid

Oversee the implementation of CMRPS projects and activities

Coordinate and participate in the development of first aid tools

Develop project proposals to be submitted to financial partners

Directly manage technical projects such as the implementation of international guidelines on first aid, resuscitation and education

Support the capacity building of the CMRPS teams in the planning, monitoring and evaluation of projects.

Ensure regular communication with IFRC

With the preparation of project proposals, and their follow-up
Direct management of technical projects such as the implementation of international guidelines on first aid, resuscitation and education.
Compliance with the annual objectives of the CMRPS and reporting to the steering committee of the center
Compliance with procedures and reporting at IFRC level

– Follow the strategy of the French Red Cross and’IFRC in the field of first aid

Implement the decisions of the steering committee and ensure that the centre achieves the goals and objectives it has set itself.

-Contribute to the development and operationalization of the CMRPS strategy in accordance with the 2030 commitments and the international strategy of the’IFRC, to the cooperation agreement between’IFRC and the French Red Cross (2012), to the Health & Care 2030 of the’IFRC and the first aid policy and vision 2030 of the’IFRC.

– Participate in the follow-up of the strategic working groups of the French Red Cross and’IFRC in the field of first aid.

– Participate in ad hoc strategic meetings within the French Red Cross and the’IFRC.

– Prepare and facilitate steering committee meetings and attend such meetings, and,

he will work closely with the reference person of the department of health and care of the International Federation in Geneva to ensure, in addition to the steering committee, that, close daily integration of the centre into the global health team of’IFRC and any other relevant work and initiatives of the secretariat.

– Ensure the scientific quality of CMRPS activities.

To support national employees and companies in their medical and scientific and scientific contribution

Participate in scientific and technical groups within and outside the association

Represent the reference center at national and international events and conferences

Represent the’IFRC in scientific and technical groups within and outside the association, as well as at national and international conferences and events related to the activities of the center.

Carry out international missions related to the activities of the Centre.

Support the various international and national poles in their scientific and medical contributions

Medical doctor, experienced nurse or experienced first aid trainer

you have a strong experience in emergency matters and skills in education and training

You have expertise in strategic and operational planning, monitoring, evaluation, accountability and learning systems, as well as strong reporting skills.

You are at least 10 years old as a manager of international projects and programmes and are comfortable with the procedures of major international donors and with capacity development support organizations, ideally national Red Cross and Red Crescent societies

You have a perfect command of French and English

Spanish and Arabic are a plus
