Solidarity International is a humanitarian association that works with vulnerable populations, mainly victims of armed conflict and natural disasters. Specialized for more than 40 years in the coverage of vital needs, it supports emergency and reconstruction programs.

The project of Solidarity International (SI) in France helps people in precarious situations living in precarious’habitats sites (such as slums or squats) around Toulouse, Lille, Nantes, etc, Marseille and’en Ile-de-France and Mayotte. The difficulties of the target audiences are characterized by the barriers that’s encounter to access essential services (in particular the products of’ maintenance and’ hygiene as well as access to’au) and by conditions of’habitat highly degraded not allowing decent living conditions due to’a very degraded environment. SI meets the needs of the populations targeted by the’installation of’infrastructures of’access to drinking’,’sanitary infrastructures and the distribution of hygiene kits.

THE MISSION

Haiti is a country largely exposed and vulnerable to climate hazards. Since 2004 a total of 49 natural disasters have hit the country, and this trend is confirmed in 2020, with a record of 30 systems named in the North Atlantic’.
The’alternation of the phenomena El Nino and La Nina as well as the effects of global warming directly impacts Haiti, so repeated drought episodes limit access to the’au, a, both for the consumption of the populations and their flocks, but also for’ irrigation.. In addition, the cyclonic seasons put the country on alert more than 4 months a year. The mission is positioned on two axes : Emergency responses and projects to strengthen the resilience of communities or local actors in the field of HAE and food and nutrition security. This is mainly in the area of Port au Prince, in neighborhoods where internally displaced people or very vulnerable people live, in a security context requiring a fine access strategy and daily security management.The mission receives institutional funding from the CDCS, ECHO, UNICEF, PAA and is working on other options in consortium with health or protection actors for a better integrated approach.
In addition to climate hazards, Haiti is facing a governance crisis with the delivery of deficient and very low quality public services.
The Haitian context is therefore the regular theater of emergency responses’, conducted in parallel with more sustainable’actions. Responding to immediate needs provides relief to the population in the’ intervention areas, while longer-term projects aim to sustainably improve their resilience and/or prevent risks.
Also, the strategy of Solidarities International is part of a reflection of’integration and link between development and action of’urgence, particularly adapted to the dynamics of the Haitian crisis aimed at strengthening the capacities of local actors while equipping’sa solid capacity of intervention in case of emergency in a tense security context where the negotiating access is an essential key.

OFFER DESCRIPTION

SIZING OF THE TEAM IN BASE /COORDINATION

The mission is mainly focused on Port-au-Prince which is a base/coordination. Eventually, in 2024, there will be between 5 and 7 expatriates. And more than 40/50 national employees. Activities outside Port au Prince are envisaged at the end of the year via a consortium.

GENERAL OBJECTIVE OF THE POSITION

Within the HAITI mission, under the supervision of the Programme Coordinator, the SERA manager is in support of the Programme Coordinator to ensure the implementation of the SERA strategy of the mission. He/she :

Ensures leadership of SERA department on mission.
Works at the centralization and the’harmonization of tools and processes SERA on the mission.
Provides methodological support to the’ all programme teams on technical issues related to the SERA and cross-cutting issues in particular in : design of monitoring plan and evaluation, etc, collection and analysis of qualitative and quantitative data, measurement of indicators, complaint mechanisms, do-no harm analysis etc.
In collaboration with the Programme Coordinator, participates in ensuring the quality and relevance of the monitoring and’ internal evaluations carried out on the mission, including, recommendations and analyses produced by his department (studies, maps..).
Supports the training of programme teams in its areas of competence.
Contributes to the process of capitalization and’improvement of methods and techniques related to its service.

SECURITY CONSTRAINTS

Level 4 of 5 in Port-au-Prince. Haiti has lived for 3 years at the mercy of more or less intense political and security crises. Security in the capital is degraded with risks in the neighborhoods where gangs are fighting with each other or with the police, regular demonstrations that can degenerate, violence on gender exacerbated etc. The security protocols are therefore strict and are reviewed and revised very regularly depending on the context.

LIVING CONDITIONS

Conditions Guest House in a secure condominium with wifi, tennis, barbecue, swimming pool and shared with many members of the international community.
Internet and network phone stable but power cuts from time to time.
Restaurant & social life limited to the green zone and under regular curfew (changing hours). No access outside Port-au-Prince in June 24 for leisure.

IF YOU WILL OFFER THE FOLLOWING CONDITIONS

An salaried position : According to experience, from EUR 2310 gross per month (2100 base salary + 10% annual leave allowance paid monthly) + Per Diem monthly 750 dollars.

SI also covers accommodation costs as well as travel costs between the country of origin of the expatriate’ and the place of mission.

Social coverage :

L’expatriate(e) benefits from’a quality social cover to cover all health costs and’an accident contingency including war risks.

Break : During the mission, work-rest alternation is provided by breaks planned every three months with an allowance of 850 USD.

On the basis of’a mission of’one year: breaks from 7 working days to 3, 6 and 9 months of mission (with a contribution of 850 USD paid by Solidarities).
To these break times, it is necessary to add the’granting of’an additional rest day per month worked or 12 days in addition for a contract of’ one year.
