SOLIDARITY INTERNATIONAL (SI)is an association of’ international humanitarian aid which, for more than 40 years, has been helping people who are victims of armed conflicts and natural disasters by responding to the vital needs, drinking, eating, sheltering. Particularly engaged in the fight against diseases related to unhealthy’, the leading cause of death in the world, SI implements through its interventions an expertise in the field of’access to drinking’water,’sanitation and the promotion of hygiene but also in that, essential, food security and means of’. Present in more than 20 countries, the SI teams, 3000 people in total, composed of’expatriates, national staffs, permanent staff at headquarters, some volunteers…intervene with professionalism and commitment in respect of cultures.

The mission

Haiti is a country largely exposed and vulnerable to climate hazards. Since 2004 a total of 49 natural disasters have hit the country, and this trend is confirmed in 2020, with a record of 30 systems named in the North Atlantic’.

The’alternation of the phenomena El Nino and La Nina as well as the effects of global warming directly impacts Haiti, so repeated drought episodes limit access to the’eau, both for the consumption of the populations and their flocks, but also for’ irrigation.. In addition, the cyclonic seasons put the country on alert more than 4 months a year. The mission is positioned on two axes : Emergency responses and projects to strengthen the resilience of communities or local actors in the field of HAE and food and nutrition security. This is mainly in the area of Port au Prince, in neighborhoods where internally displaced people or very vulnerable people live, in a security context requiring a fine access strategy and daily security management.The mission receives institutional funding from the CDCS, ECHO, UNICEF, PAA and is working on other options in consortium with health or protection actors for a better integrated approach.

In addition to climate hazards, Haiti is facing a governance crisis with the delivery of deficient and very low quality public services.

The Haitian context is therefore the regular theater of emergency responses’, conducted in parallel with more sustainable’actions. Responding to immediate needs provides relief to the population in the’ intervention areas, while longer-term projects aim to sustainably improve their resilience and/or prevent risks.
Also, the strategy of Solidarities International is part of a reflection of’integration and link between development and action of’urgence, particularly adapted to the dynamics of the Haitian crisis aimed at strengthening the capacities of local actors while equipping’sa solid capacity of intervention in case of emergency in a tense security context where the negotiating access is an essential key.

Job description

GENERAL OBJECTIVE:

The/the Country Director is the/the official representative of Solidarity International. He/she :

  • Is responsible for the proper functioning of the mission.
  • Proposes, according to the geopolitical and humanitarian context, the mission strategy and ensures its implementation once validated.
  • Controls and guarantees that projects are carried out in accordance with the charter of Solidarity International and in compliance with internal and contractual procedures.
  • Mobilizes the material and financial resources necessary for the proper conduct of the programs and supervises their management.
  • Coordinates the teams in place and is the guarantor of their safety on the mission.
    He/she is the direct and privileged’interlocutor of the headquarters of Solidarity International.

SPECIFIC CHALLENGES AND CHALLENGES:

  • As part of a substantial increase in activity, structure, supervise, manage new teams and a new dynamic
  • Work on’access and’acceptance to strengthen the positioning of IS in the context of purely humanitarian coordination /to bring our added value
  • Explore the first possibilities of activities outside PaP either in Artibonite evening in the Northwest.
  • Continue the donor commitment to perpetuate the mission in the coming years
  • Support the development of new activities related to nutrition, food security

PRIORITY OVER THE FIRST 2-3 MONTHS:

  • Continuation of structuring, support, recruitment, dynamic team interviews and nationalization of positions
  • Support for a good implementation of all projects in progress and exploration Artibonite/North West
  • Donor commitments, clusters, humanitarian coordination and NGO partners, exploration consortium possibilities
  • Security follow-up

REQUIRED DIPLOMA

  • University diploma of minimum level BAC + 4 in the field of humanitarian’,
  • Minimum experience of 3 years in similar positions
  • Previous experience in Haiti appreciated
  • Experience in managing and coordinating humanitarian projects
  • Strong experience in management
  • Experience in security management

EXPERIENCE

  • At least 5 years of experience in the humanitarian sector
  • First experience in an equivalent position

TECHNICAL COMPETENCES

  • Negotiating and diplomatic skills with local authorities and state actors
  • Management skills and leadership, involves others to seek solutions and responds quickly to new challenges.
  • Networking skills, lessor engagement and strategic development

CROSS-CUTTING COMPETENCES

  • ’s adaptability, flexibility and good resistance to stress
  • Capacity of delegation,’organization and planning.
  • Ability to mobilize the necessary resources (human, financial, material).

IF will offer you the following conditions

An employee position : According to experience, from EUR 3740 gross per month (3400 base salary + 10% annual leave allowance paid monthly) and a Per Diem monthly of USD 750

SI also covers accommodation and travel costs between the expatriate’s country of origin and the place of employment.

Breaks : During the mission, a system of alternation between work and leave is set up at the rate of 7 working days every three months (with USD 850 allocated by Solidarity International). In addition to these break periods, there is one additional day of rest per month worked.

Social and medical coverage : Expatriates receive insurance that reimburses all health costs (including medical and surgical expenses, dental and ophthalmological care, etc, repatriation) and a contingency system including war risks. Vaccination and antimalarial treatment costs are reimbursed.

CONDITIONS OF LIFE :

  • Conditions Guest House in a secure condominium with wifi, tennis, barbecue, swimming pool and shared with many members of the international community.
  • Internet and network phone stable but power cuts from time to time.
  • Restaurant & social life limited to the green area and under regular curfews (Changing hours). No access outside PaP on June 24 for leisure.

SECURITY :

Level 4 of 5 on PaP. Haiti has lived for 3 years at the mercy of more or less intense political and security crises. Security on PaP is degraded with risks in neighborhoods where gangs are fighting with each other or with the police, regular demonstrations that can degenerate, violence on gender exacerbated etc. The security protocols are therefore strict and are reviewed and revised very regularly depending on the context.
