WHAT WE DO …

SOLIDARITY INTERNATIONAL (SI)is an association of’ international humanitarian aid which, for more than 40 years, has been helping people who are victims of armed conflicts and natural disasters by responding to the vital needs, drinking, eating, sheltering. Particularly engaged in the fight against diseases related to unhealthy’, the leading cause of death in the world, SI implements through its interventions an expertise in the field of’access to drinking’water,’sanitation and the promotion of hygiene but also in that, essential, food security and means of’. Present in more than 20 countries, the SI teams, 3000 people in total, composed of’expatriates, national staffs, permanent staff at headquarters, some volunteers…intervene with professionalism and commitment in respect of cultures.

THE MISSION

Solidarity International (SI) andst intervened for the first time in Haiti after the passage of the storm Jeanne in 2004. Following the 2010 earthquake, his intervention is focused on an emergency response via’ access to basic Water, Hygiene and Sanitation (EHA) services for vulnerable populations. Since, since, SI has become a major player in the emergency’ response in EHA and in the reduction of risks related to water-borne diseases in collaboration with the National Directorate of Drinking WATER’ and SANITATION (DINEPA), in particular on the various sites of displaced persons affected by urban violence thanks to its mobile drinking water team, and, sanitation and Hygiene (EMO-EPAH) which is able to deploy on all’ emergency grounds of the country, as well as in the most vulnerable schools of the ZMPP.SI was a key player in the fight against cholera in Haiti between 2010 and 2019, then with COVID-19. During the year 2023, SI strengthened its presence in the ZMPP with operational coordination in Port-au-Prince.
A project is implemented thanks to the financial support of the Interministerial Committee of Food Aid (CIAA) within the Metropolitan Area of Port-au-Prince (ZMPP) in order to contribute to strengthen the food security of the difficult neighborhoods of Jalousie (common Petion-Ville) and this, despite the’ growing insecurity thanks to the use of electronic coupons with monetary value. Faced with the alarming deterioration of food security and the increased insecurity’ in recent months, SI continues to favour the use of the Red Rose system to cover the urgent food needs of households, which aims to contribute to the fight against’food and nutritional insecurity of vulnerable households and more specifically pregnant women and lactating women ( FEFA ) and malnourished children or at risk of malnutrition in the Metropolitan Area of Port au Prince ( ZMPP ),
The’ team SI is mobilized since 2023 for a response EAH (provision of’eau, waste management, latrine constructions, etc, awareness-raising and distribution of hygiene kits) on 6 sites of displaced persons in the communes of Port-au-Prince and Delmas via funding from’UNICEF and CDCS. SI has also obtained funding from IOM to do CCCM on these 6 IDPs sites. As part of the CDCS SI project, EHA infrastructures have also been rehabilitated in 3 schools in the city of PaP.
Since 2022, our teams have responded to the resurgence of the’ cholera epidemic. From’octobre, SOLIDARITY INTERNATIONAL, in collaboration with the Haitian authorities, followed the national cholera control strategy with a double approach “punch” (control) and “bouclier” (prevention).

JOB DESCRIPTION

GENERAL OBJECTIVE

The/the Coordinator Finance and Human Resources directs and coordinates the administrative, accounting and financial services of the mission.

He/she participates in the definition of the Human Resources International Solidarity policy and guarantees its proper application.

As Coordinator, he/she is the/the guarantor of the’ financial balance of the mission.

He/she shall ensure compliance with administrative procedures Solidarities, donor procedures and the laws of the country of’intervention.

He/she is the/the referent on the mission and the link between the headquarters and the mission for any question related to the’administration.

SPECIFIC CHALLENGES AND CHALLENGES

The mission is experiencing funding difficulties that prevent it from planning and setting up the structure necessary for the standard operation of a base and a mission, and, and this in a very degraded security context.

PRIORITIES FOR THE FIRST 2-3 MONTHS

Support and reinforcement of the skills of the Finance and HR teams
Structuring of the administrative department, revision of roles and responsibilities
Update of the various administrative and financial monitoring tools

YOUR PROFILE

REQUIRED DIPLOMA

Bac +5 in in Finance and/or HR

3-4 years of experience in the humanitarian sector

1-2 years of experience in an equivalent position

TECHNICAL COMPETENCES

  • Good analysis of the strengths and weaknesses of the Admin/Finance teams in order to propose a more efficient structuring of the Haiti mission
  • Appetence HR, ability to provide continuous training with Admin/finance teams
  • Capacity of’anticipation/management TA (allocation table) and good management of budget reallocations
  • Good knowledge of UN (UNICEF), ECHO, CDCS donor procedures

CROSS-CUTTING COMPETENCES

  • Ability to work in a complex security environment
  • Communication, working in a team
  • Adaptability

LANGUAGES : French

IF YOU WILL OFFER THE FOLLOWING CONDITIONS

An employee position : According to experience, from EUR 2860 gross per month (2600 base salary + 10% annual leave allowance paid monthly) and a Per Diem monthly of USD 750.

SI also covers accommodation and travel costs between the expatriate’s country of origin and the place of employment.

Breaks : During the mission, a work-study system is implemented at the rate of 7 working days every three months ( with USD 850 allocated by Solidarités International ). In addition to these break periods, there is an additional day of rest per month worked.

Social and medical coverage : Expatriates benefit from insurance which reimburses all health costs ( including medical and surgical costs, dental and eye care, repatriation ) and a pension system including war risks. The necessary vaccination and malaria treatment costs are reimbursed.

LIVING CONDITIONS :

On the Haiti mission, the working climate is very pleasant and the dynamics of national team as expatriate is very good.
The post is based in Port au Prince, the proposed accommodation is in Guest house in single rooms located in a secure compound located 1km from the office: swimming pools, tennis court, tennis court, etc, room with private bathroom.
Restaurants, a supermarket, shops can cover all needs.
The office is correct, well located in a residential and quiet area, under’development. Internet and telephone network

SECURITY :

Haiti is categorized in Level 4, Safety is fairly volatile / degraded in Port-au-Prince due to the presence of gangs but does not prevent the conduct of activities. Mission security rules are strict ( curfew at 8 p.m. in Port-au-Prince )
