The work of’EPER is driven by the vision of’a just world, in which peace reigns and the dignity of all human beings as well as natural livelihoods are respected. L’organisation pursues this objective in the frame of reference of the’Agenda 2030 through four priority themes : « climate justice », « right to land and to’alimentation », « asylum and migration », « inclusion ». L’EPER also provides humanitarian assistance to the victims of natural disasters and armed conflicts. It aims at a transition at the social, economic and political levels. L’EPER contributes to improving the living conditions of people in Switzerland and abroad and claims their rights. To this end, it sensitizes and mobilizes society, the political and economic spheres as well as the churches.

In the DRC, where it has long been active through development programmes, EPER also opened a humanitarian aid mission in February 2019. Since then, it has concentrated its humanitarian interventions in the difficult-to-reach areas of several territories in North Kivu (Rutshuru, Masisi, Walikale and Lubero) and South Kivu, where it is permanently present and directly executes, with its own teams, Rapid Response activities (in particular through the distribution of unconditional cash), humanitarian Watch (monitoring of population movements), Water/Hygiene/Sanitation, Rehabilitation/Opening of humanitarian access via Cash for Work, and Agricultural Recovery.The projects of the’ humanitarian aid mission are currently funded (live or via a consortium with MEDAIR or Dan Church Aid) by ECHO, BHA, SDC, etc, OCHA – CHF and on own funds (for an annual volume of more than 10 million $) and their implementation mobilizes 15 expatriates and 160 national employees in north and south Kivu. The/the Grants and Communication Officer Coordination will assist the Program Officer in managing the multiple grant portfolio of the emergency program at the national level, from the HEKS/Coordination office/EPER in DRC. He/It will contribute to the achievement of new programs by coordinating or leading the proposal development processes and will ensure that donor reports are in line with quality standards and that’ils is established within the time limits.

Your main responsibilities :

Grants management

  • Maintain a « Grants Follow-UP » and provide regular management information to the national management team on the performance of the Grants portfolio.
  • Maintain an online grant ranking system, ensuring compliance with the minimum standards of HEKS/EPER.
  • To play a leading role in grant initiation and closure meetings to ensure that all grant information, including deadlines, is, the priorities and requirements of the donors, are communicated and understood by the team, and that the grants are closed in compliance with the legislation in force.
  • Set up regular monitoring systems for grants and organize regular meetings with the programme teams, the MEL, etc, finances and operations to help the Programme Officer ensure that the performance of the various grants is monitored effectively, including, that risks and problems are reported and that action is taken where appropriate.
  • Maintain effective communication with headquarters staff, providing timely updates on grants and early reporting of potential issues.

Proposals development

  • Interface with HEKS/EPER headquarters and the regional office to keep abreast of donor strategic priorities, specific requirements and timelines ;
  • Participate in the process of strategic assessment of new funding opportunities ;
  • Oversee proposal development processes, including the writing and production of high-quality concept notes and proposals that support the strategic programming objectives of HEKS/EPER DRC.
  • The DRC staff is responsible for developing, managing and sharing the development schedule of proposals in the country and with headquarters, ensuring that funding proposals are submitted in a timely manner.
  • Coordinate funding opportunities with relevant staff.

Reports

  • Oversee the workflows and reporting processes between the program teams and headquarters to ensure the development of, review and submission of reports and other communication products on time and with the required quality.
  • Maintain a reporting tracking system and share it regularly with the program and MEAL teams.
  • Collaborate with the Program Officer and the MEAL department in the development of strategies, policy briefs, concept papers and other related initiatives based on program evidence.
  • To provide prompt and complete responses to requests for information from internal and external sources.
  • Ensure managerial and programmatic supervision of partners and sector leaders.
  • Integrate community, gender and inclusion approaches as well as capacity building into all activities, as appropriate.
  • Produce written reports on the activities of the programme, capturing the impact of the activities and pilot projects.
  • Comply with the minimum management standards of the deHEKS/EPER programmes, based on the organisation’s guide.

Financial and compliance management

  • In collaboration with finance teams and according to HE standards, ensure compliance with donor and deHEKS/EPER regulations, including minimum standards in place.
  • Liaise with the programme, finance and operations teams when preparing the budgets for funding proposals.

Communication & representation

  • Oversee the implementation of a communication strategy in collaboration with the staff of the program. Ensure compliance with all donor regulations and HEKS/EPER communication initiatives in DRC, region and globally.
  • Develop strategic communications documents, such as sector profiles, impact reports, program briefing notes, leadership and positioning documents, key messages, and, discussion points and other relevant documents.
  • Ensure high-quality information sharing between internal and external audiences.
  • Represent HEKS/EPER in external coordination fora, as appropriate.

Organizational learning

  • As part of our commitment to organizational learning and our understanding that learning organizations are more effective, efficient and relevant to the communities they serve, we expect all team members to spend 5% of their time on learning activities that benefit HEKS/EPER as well as themselves.

Your strengths and skills :

  • Advanced university education
  • At least 18 months of’ humanitarian experience and at least 1 field experience in a complex security context.
  • Experience in supporting the practical implementation and monitoring of humanitarian projects/activities.
  • Français courant/langue maternelle et excellentes connaissances de l’anglais (écrit et parlé)
  • Très bonnes connaissances du cycle de gestion de projet (en théorie et en pratique)
  • Connaissance des secteurs d’activités suivants est un atout : EHA, SAME, distributions d’urgence (cash et AME), relance économique et systèmes de marché, suivi de projet.
  • Connaissance des bailleurs institutionnels d’urgence appréciée: USAID-BHA, ECHO, SDC, etc.
  • Capacité à travailler sous pression et motivation sincère à s’engager dans l’humanitaire
  • Excellente capacité d’organisation, sens des priorités et des responsabilités
  • Excellente capacité d’analyse (jugement, sens pratique) et de synthèse
  • Capacité à garder son calme, diplomatie, compétence en négociation et l’esprit d’équipe
