DRC is looking for a Grants Management Officer who will be reporting to the Grants and Partnership Manager, with technical reporting to the Government Liaison Coordinator (GLC), the Grants Management Officer (Reporting and Liaison) is responsible for coordinating national reporting, supporting the GLC in liaising with government entities to align project implementation with strategic plans, and managing the project approval application process on JORISS. The role also involoves leading on the development of high quality donor reporting.

The individual will report directly to the Grants and Partnership Manager. Your main duties and responsibilities will be:
Government Liaison, project approval, and reporting
- Support the Government Liaison Coordinator, along with the relevant Technical Unit and Project Focal Points, in coordinating the communication with the relevant line ministries to identify areas of collaboration and support and support in coordinating their implementation.
- Support in the planning of meetings with government entities.
- Map out and continuously stay up to date with the strategic plans and priorities of relevant government ministries. In coordination with the GLC and Grants and Partnership Manager, ensure timely engagement with these stakeholders and provide recommendations for project design in alignment with their priorities and requests.”
- Coordinate the process of project approval application submission on JORISS for DRC’s granted projects by preparing and circulating templates of the Project Action Plans (PAP), obtaining inputs from the relevant team members, consolidating inputs, and obtaining sign off from SMT and GLC for submission.
- Advise programmes and technical teams to ensure project implementation aligns with projects’ action plans submitted to the government thorugh out the project implementation cycle.
- Liaise with sub-grant partners to ensure the process for JORISS submission is clear and all documents are received and shared with the GLC.
- Coordinate the process of preparing progress reports to the relevant line ministries on DRC’s on-going projects by preparing and circulating templates, obtaining inputs from the relevant team members, consolidating inputs, and obtaining sign off from SMT and GLC for submission.
- Liaise with project managers for data collection, reports and analysis as required by GLC.
- Supporting the consolidation of submission of reporting on JORISS for all partners.
- Support the GLC in ensuring that all approved project modifications are reflected on the government JORISS portal.
- Develop templates and design processes to be used internally in order to improve efficiency in the submissions to line ministries by the GLC.
- Develop and maintain tools and trackers to manage timelines and track submissions of project applications on JORISS, as well as Government reporting.
- Maintain documentation of project PAPs and reports on SharePoint.
Donor Reporting:
- Coordinate external donor reporting (including relevant data collection from different staff/departments) ensuring high-quality, well-written, accurate and timely narrative reports (monthly, mid-term, annual and/or final) meeting donor and DRC requirements
- Follow up with the Finance department on donor financial reporting and audits
- Liaise with the regional and HQ focal points for coordinating internal reviews of reports prior to submission
- Support the Grants Management Officer (Reporting and Government Liaison) develop high quality donor reports in a timely manner.
General
- Ensure that a positive and mutually respectful relationship is maintained at all times within DRC and partners and addressing any issues as they arise.
Other relevant tasks as determined by the line manager.
About you
- Undergraduate degree in international relief and development, social sciences, management or related relevant field.
- Minimum 3 years of experience in international organizations and humanitarian settings, specifically in grants and reporting. Skills and experience in managing and coordinating with multiple partners concurrently is highly regarded;
- Fluency in Arabic and English
- Experience in dealing with governmental entities
- Strong level of computer literacy (Microsoft Word, Excel, and Power point);
- Excellent interpersonal and problem-solving skills, creativity and flexibility;
- Experience in using tools, manuals, training modules and plans for the purpose of capacity building and project management;
- Comfortable in a multi-cultural environment, flexible and able to handle pressure well;
- Flexibility in working overtime when needed
- Flexibility in frequent traveling to national field locations
