Grant Officer, Climate Adaptation Program At Counterpart International


The Climate Adaptation Program is a five-year USAID-funded program that seeks to build long-term resilience to locally led climate change by promoting sustainable livelihoods and water security, which should result in significant environmental gains in the Dajabón hydrographic basin, beyond the province and in Haiti. Engaging communities, taking advantage of private financing and public resources, enable data-based decision-making and create diverse partnerships based on inclusion and market-based approaches, the Climate Adaptation Program will accelerate social outcomes, sustainable economic and environmental.

The Grant Officer is responsible for managing all major grant partners, in addition to all applications and beneficiaries of competitive CAA mechanisms (for example, the Private Sector Counterpart Grant Fund, the Water Governance Fund, APS and the Innovation Fund for Green Growth). The Grant Officer is responsible for coordinating with project teams, donors, partners, and relevant stakeholders to facilitate smooth implementation of grants, financial management, reporting and compliance. The Grant Officer position is based in the Dominican Republic. This position will report to the Grant Manager.

Responsibilities

  • Support the Grant Manager in the development, implementation and administration of the Project grant program.
  • Support in preliminary evaluations of potential grant recipients.
  • Support in the process of advising potential donors to publicize the selection or execution processes of subsidies.
  • Support in the review and evaluation of applications.
  • Support in the granting of subsidies and review of the donation package under the guidelines and coordination of the central office.
  • Support in the elaboration of the modifications to the subsidy agreements that are necessary for the fulfillment of the objectives.
  • Support in the review of the counterpart of the beneficiaries.
  • Make field visits to dealers to monitor grant activities.
  • Keep a backup of all process documentation in accordance with USAID central office and policies.
  • Feed a donation database with its respective numbering and status for proper monitoring.
  • Organize the virtual files of each donation with all the supporting documentation.
  • All other tasks deemed necessary.

Qualifications

  • Professional graduated in Business Administration, Economics, Accounting or other sciences.
  • Minimum experience of five (5) years performing administrative / financial tasks in private institutions or cooperation agencies.
  • Experience in contracting processes, evaluation processes, contract negotiation processes, preparation and edition of contractual documents with their respective modifications.
  • Knowledge of the regulations and standards of international cooperation projects.
  • Full command of Spanish and English at the intermediate level.
  • Skills in the use of Microsoft Office, particularly in Word, Excel and PowerPoint.
  • Strong interpersonal skills and work ethic.
  • Ability to work with multidisciplinary teams.
  • Organized, with good interpersonal relationships and used to working under pressure.
  • Preferably experience in grant processes in cooperation agencies.
