1. Mandate Context
The policy of the development programme of the Ministry of Foreign Affairs, canada’s Trade and Development (DFATD) aims to support Niger in its efforts to reduce poverty and improve the living conditions of the poorest and most vulnerable in the world vulnerable. In order to achieve these objectives, DFATD intends to retain the services of’un.e generalist consultant through the’ contractor of the Field Support Services Project (PSAT) Mali. The role of the PSAT is to provide administrative, financial, logistical and’supply services in support of the DFATD development programme. The PSAT Mali covers Mali, Niger and Chad.
The projects funded by the MAECD in Niger are guided by the priorities of Canada’s Feminist Foreign Policy, Canada’s International Feminist Aid Policy ( PAIF ) as well as the Sustainable Development Goals, and are aligned with Niger’s development priorities. The program applies a lens of conflict sensitivity, to ensure that the projects implemented do not exacerbate the dynamics of pre-existing conflicts, but that they also promote social cohesion in favor of lasting peace.
DFATD-funded projects in Niger address issues that hinder the full participation of women and the strengthening of their socio-economic power in two fields of ACTION of the PAIF, namely, human dignity (field of’action 2) and growth at the service of all (field of’action 3). Specifically, the projects seek to support increased use by women and adolescent girls of health services, particularly primary health care, this includes sexual and reproductive rights and health, mental health and psychosocial support. In addition, the projects seek to increase the empowerment of women and adolescent girls by improving their economic power and meeting their basic needs and strengthening their businesses. Eventually,canada’s portfolio of projects in Niger aims to reduce the barriers associated with’ access to education and to address the nutrition and overall health needs of young girls and boys of’ age scolaire.
Gender equality ( EFH ), respect for human rights, environmental protection and the fight against climate change are considered to be cross-cutting axes which are included, integrated and taken into account in all of Canada’s projects. The successes of the projects go through an excellent knowledge of the context, social standards, security issues and local and international stakeholders involved in the sexual and reproductive health and rights, nutrition, education and economic growth sectors in Niger.
In this context, DFATD is looking for a’un.e counsellor who has an excellent knowledge of the Nigerian context and issues in the different areas of development and who has relevant work experience. The successful candidate must also possess excellent interpersonal skills and demonstrate respect and’-opening spirit when performing the tasks below, including, and this especially with the communities of the projects financed by DFATD.
2. Objectives
Under the supervision of the PSAT’entrepreneur, in collaboration with sector leaders and the’ DFAT team, the/the consultant will have the primary task of helping to support the Canada-funded project team in Niger in all aspects of planning, management, monitoring and’evaluation.
3. Description of services to be provided
The/consultant will be required to provide technical, analytical and strategic support to DFATD to advance projects. In this context, the/consultant will have the main function of contributing to the planning, implementation and monitoring of activities related to the development of the inclusive governance sector.
More specifically, the/consultant shall, without limiting himself, provide the following services :
- Establish and maintain contacts with appropriate structures of the Nigerian government, civil society and technical and financial partners
- Analyze proposed reports, annual work plans (ATPs) and other relevant documents for all operational projects ;
- Provide comments on terms of reference, narrative and financial reports and any related documents related to cross-cutting themes (gender and gender equality (EFH), environment, etc, governance) within the framework of Canada’s Bilateral Program projects in Niger ;
- Participate in the various meetings of the sectors targeted by the Canadian cooperation program in Niger ;
- Carry out, as required, field visits to observe the’evolution of the project and carry out a number of technical verifications ;
- Maintain links with the authorities of the departments responsible for the sectors in which Canada’s development program operates, including, in order to involve them in the monitoring of projects and to obtain their appreciation of its evolution ;
- Contribute to the preparation and conduct of monitoring missions ;
- Participate in the preparation of joint committees, their conduct and, if necessary, the drafting of minutes ;
- Support the development program in the’analysis and the’evaluation of all project proposals coming from the whole of DFATD (including the Sector of Partnerships for the’innovation in development, multilateral, pan african, etc, Stabilization and peace operations program) and an issue related to the’ sector of projects funded by Canada in general and support their follow-up ;
- Contribute to the’analysis and documentation of the sector to support current and future programming, and :
- Any other relevant service.
4. Profile of the/consultant(e) sought(e)
A higher university degree (at least Bac+4) in a field related to the mandate : social sciences, economic sciences, gender and development, public policy planning.
Excellent knowledge :
- Social norms and security and operational issues in Niger ;
- the Nigerian government environment ;
- results-based management (RBM) and results-based management in the area of GENDER EQUALITY and/or’Ssex Comparative Analysis Plus (ACS+) ;
Experience :
- at least 10 years of’ experience in the field of international development, project management and monitoring ;
- in providing advice and recommendations ;
- in the implementation of strategies and/or plans of’actions ;
- Experience working or collaborating with’international organizations and/or other donors
- working with departments responsible for Canadian programming sectors ;
- in collaboration with other’ PTFs ;
- of the’analysis, monitoring and/or the’ application of the national policy on gender ;
- in the’ use of computer tools (Word, Excel, Powerpoint ; Internet) ;
- work in multidisciplinary and multicultural teams.
5. Language requirements
In accordance with section 5 of the PSAT project contract, French is the language of work of the PSAT. The/consultant selected(e) must have the following levels of knowledge in French :
- Oral communication = 4 – advanced professional competence ;
- Play = 4 – advanced professional skill ; and
- Writing = 4 – advanced professional skill.
6. Roles & responsibilities
DFATD is responsible for’issuing requests for’procurement for technical specialists/consultants, as well as reviewing and accepting deliverables from these technical specialists/consultants. The’entrepreneur of PSAT is responsible for all the steps relating to the contracting and management of these technical specialists /consultants, including administrative control.
Under the supervision of the PSAT’entrepreneur, the /consultant must provide DFATD with the expected services as defined in article 3 of these Terms of Reference. DFATD will have 10 business days to accept the deliverables or request changes to them. Under the supervision of the PSAT’entrepreneur, the/the selected consultant will then have 5 working days to modify the deliverables at no additional cost to DFATD.
7. Deliverables
Description of deliverables
- Analyses and comments have been provided on the Implementation Plans (IMPs), as well as on,
- work Plans and annual reports proposed by DFATD partners with respect to its funded projects
- ’ analysis reports on relevant issues in the’s areas of intervention of Canada’s development program
- Reports and reports on participation in working meetings and missions
- Report of participation in the meetings of the Thematic Groups
- Report on participation in technical project meetings

[1] The description of the deliverables and the number of days in the table above are indicative and could be modified according to the operational needs of the Canadian Cooperation Program in Niger.
- At the appropriate time, the table of contents of each deliverable will be specified by AMC and sent by e-mail to PSAT before the/consultant starts working on the relevant deliverable.
- Unless otherwise specified by’AMC, the PSAT’entrepreneur shall : i) make a double-sided printing of documents, reports, and others ; ii) print reports and other documents on recycled paper in one copy.
8. Period & fees
The mandate will begin at the signing of the contract with an estimated effort level of one hundred and ten (110) days, at a rate of 10 days/month for a period of 11 months.
Fees : Fees will be negotiated on the basis of the’offer of the selected consultant and the project budget.
9. Meetings
The/The selected consultant(e) will meet representatives of’AMC primarily online, representatives of the Nigerian’Authority and other stakeholders in Niamey, Niger, several times a month.
10. Displacements
Meetings and visits could also take place outside of Niamey, on a periodic basis.
11. Work place
The selected technical list/consultant will work from his own office.
12. Constraints
The/The consultant hired(e) is not retained(e) as’employee(e), partner or agent of’AMC and must not present himself to anyone as agent(e) or representative(e) of’AMC. The PSAT contractor is solely responsible for all payments, deductions and/or payments required by law. The PSAT’entrepreneur must ensure that the terms of the contracts that’s conclude with the/consultant selected(e) reflect section 4.2 of the PSAT contract.
The/The selected consultant(e) will carry out his mandate in a recent evolution of’a multidimensional crisis whose humanitarian, security and economic consequences are very negative. The’political environment is quite unstable and the security situation unpredictable. This affects many of Canada’s economic and security interests and could also negatively influence its ability to deliver its’aid program and achieve its development objectives, including, peace & security.
The/The selected consultant(e) must fulfill his mandate in a manner consistent with the policies, the regulations and guidelines of the Government of Canada and’AMC (see section 15 of these Terms of Reference). However, the/consultant may not represent the Government of Canada.
It is the responsibility of the PSAT contractors to inform and explain to the/the consultant retained(e) his rights and obligations in accordance with the PSAT contract, and, in particular, the following sections of the PSAT contract : 1.7.3 on payment terms and 1.12 on insurance, 1.16.1 on environmental’ considerations.
13. Support provided by AMC and/or the recipient country
AMC undertakes to provide any information at its disposal and necessary for the fulfillment of the mandate of the/the consultant.e.
For the purposes of the mandate of the/the consultant selected(e), it is expected that the Nigerian authorities facilitate access to information, documentation and analysis necessary to facilitate effective information sharing. It is also expected that the Nigerian authorities will put in place further measures to facilitate the effective implementation of the project.
The/The consultant selected(e) shall not use any property, supply, equipment, installation, furniture or vehicles belonging to AMC or the beneficiary country, including photocopiers, or, typewriters, computers, and word processing systems are used to provide the services, including, S’ to fulfill the mandate or perform the functions that are described in the contract without having obtained the prior written permission of the’AMC representative.
