General Coordinator (Head of Mission) (M/F) – Madagascar At Doctors of the World

Médecins du Monde has been involved in Madagascar since the late 1980s in emergency, recovery and development programmes. In recent years, MdM has strengthened its presence in the country on the themes of sexual and reproductive health, emergency responses to cyclones and droughts, and the prevention and management of gender-based violence.

The mission today includes coordination in the capital with a project base, as well as 3 field bases (Ambovombe, Androy region, Mananjary, Vatovay region, and Tamatave, Atsinanana region).

Current programs are as follows:

  • Pediatric surgery program in Tana (funding from the L’Oréal foundation)
  • SSR program for sex workers on the Tana – Tamatave axis (AFD and Initiative funding until 2025) with several national partners
  • Emergency Response Program South (ECHO, BHA funding) with several international and national partners (ACF, CARE, ASOS) in Ambovombe
  • SSR program for adolescents and young people in Tana (funded by the Monegasque Cooperation until mid-2025)
  • Post-cyclone Batsirai recovery program in Mananjary (European Union funding until mid-2024) with the Luxembourg Red Cross and the Malagasy Red Cross, emergency health/nutrition response program in Mananjary and Nosy Varika (UNICEF and French Crisis Center funding).

The post

Reporting to the desk manager, you have operational responsibility for the entire mission in Madagascar.

Your main responsibilities are as follows:

  • Recruit, manage and oversee the training needs of the entire mission team
  • Define the operational and advocacy strategy in collaboration with the coordination team, the desk manager and the mission’s volunteer executives
  • Plan and monitor activities, implement corrective measures if necessary and provide technical support to your team
  • Represent MdM with authorities, local stakeholders, partners, donors and the media
  • Monitor collaboration agreements with partners, authorities and donors, seek and develop new partnerships and carry out or supervise the search for funding
  • Ensure the financial management of the mission by supervising the construction and budget monitoring and donor financing
  • Develop, adapt and monitor the application of security rules and procedures and manage crisis management in the territory
  • Implement and monitor the application of MdM frameworks, policies and procedures on programmatic and support aspects
  • Oversee internal and donor reporting

Conditions of employment

  • Position to be filled as soon as possible
  • 12-month fixed-term contract
  • Family/couple/single departure possible
  • Gross monthly salary of 3964 euros
  • Status: executive
  • Position based in Antananarivo with regular travel within the country
  • Equivalent to 13th month paid in 2 installments – from 6 months of actual work seniority
  • Expatriation bonus of 10% of gross salary per month
  • Coverage of transport (home – mission), visas, vaccinations on departure
  • Housing allowance
  • Participation in school fees (children from 3 years old)
  • Per diem for accompanying person (if unemployed) and half per diem per child
  • 22.5 RTT / year
  • 5 weeks of paid vacation / year
  • Mutual insurance (60% participation by MdM and 40% by the employee)
  • Insurance (repatriation, etc.)
