BACKGROUND ABOUT WUSC:

Our internationally recognized programs which support youth, women, and other marginalized populations, focusing on three thematic areas of education, employment, and engagement. Globally, WUSC works with a network of higher education institutions, civil society organizations, private sector partners, professionals, students, volunteers, faculty, and community leaders that can be leveraged to support our work.

BACKGROUND ABOUT BUCRA:

Burden of Childcare Reduced and Addressed for Women in Jordan (BUCRA – meaning Tomorrow in Arabic) is a 5-year initiative (2024-2029) funded by Global Affairs Canada and designed to enhance the economic empowerment of women in Jordan. BUCRA takes a systems’ approach that engages and supports local stakeholders from government, training bodies, the private sector and communities to drive gender-transformative change that addresses the most pressing childcare issues preventing women from participating in the workforce in Jordan. BUCRA targets over 8,600 women in 7 regions. The approach of equipping key stakeholders to address systemic barriers will enable the impacts to be experienced by women throughout Jordan over the long term.

In partnership with several local implementing partners including relevant government agencies, VTCs and civil society organizations (NCFA and Sadaqa). WUSC and partners will deliver under five key outcome areas: i) enhance the capacity of training providers to provide quality, market-relevant, and inclusive ECCD training; ii) increase access by women to ECCD-related services to secure employment or start/expand their home-based nurseries; iii) improve capacity of key stakeholders to develop and implement gender-responsive policy and regulation fostering the availability of quality ECCD services; iv) improve attitudes among women and their communities about women’s work and ECCD; and v) enhance the capacity of ECCD employers to provide quality, gender-responsive and inclusive ECCD services.

The Gender Equality Officer will play a crucial role in refining and implementing BUCRA Gender Equality (GE) Strategy. The Gender Equality Officer will be a core member of the BUCRA Project team, working as a technical resource for integrating gender equality into the project. The Gender Equality Officer will develop tools, resources and conduct training and coaching to the project staff, partners and volunteers to enable them to contribute to the project’s gender equality and empowerment goals.

RESPONSIBILITIES

  • Develop or revise project-specific GE strategy, plan and activities;
  • Ensure Gender component is integrated in all relevant project activities;
  • In coordination with the MEL Specialist, ensure that environmental sensitivity is integrated in all project activities and practices;
  • Work with the MEL Specialist to ensure that the monitoring and evaluation system is established to ensure that GE results are captured and reported to relevant stakeholders;
  • Provide timely inputs to program and donor reports on gender component in compliance with internal WUSC requirements and any relevant external donor requirements in close collaboration with the Gender advisor;
  • Work with the project manager and implementation team to ensure that the BUCRA training programs are gender-sensitive;
  • Assist project staff and partners’ staff in integrating GE into project planning and management approaches (including results-based management tools) and propose strategies to increase project impact on GE;
  • Provide technical assistance to partners in assessing the strength of their approach to gender mainstreaming across the program cycle;
  • Work closely with the other team members(s) to integrate the gender component within the private sector capacity-building plan;
  • Follow up on the environmental sensitivity component;
  • Create GE resources and tools to assist staff in effectively prioritizing and integrating GE in their work;
  • Advise, train and coach the BUCRA project team and partners on gender equality;
  • Contribute to the development of the annual work plans and annual reports, and ensure GE activities, results and lessons learned are captured and documented;
  • Liaise regularly with the Ottawa-based WUSC Gender Equality & Empowerment Advisor to share best practices, tools, and organizational approaches to GE;
  • Support fundraising for gender component including development of high quality concept notes and proposal;
  • Identify strengths and weaknesses in existing GE practices, leading the development of improved systems, processes, and tools for improving project results in GE;
  • Facilitate the use of GE data to promote evidence-based learning, reflection and decision making within the project;
  • Participate in GE-related working groups and maintain close working relationships with counterparts in other relevant international NGOs in Jordan;
  • Seek opportunities to increase the awareness, commitment and involvement of the project stakeholders in GE;
  • Participate in WUSC-Jordan’s communications work by providing data, information and other material for use in Jordan;
  • Undertake any other tasks assigned by the line supervisor.

EDUCATION

  • MA/MSc or equivalent in international development or a related field (human rights), gender studies, etc.

EXPERIENCE

  • A minimum of five years of active GE work experience in development programming required; ideal candidate will have both theoretical and practical background in GE and skilled in GE analysis and methodologies;
  • Some technical experience in BUCRA’s areas of activities: inclusive education, women’s economic empowerment;
  • Experience with a range of institutional donors such as Global Affairs Canada, DFID and USAID.

  • Proven ability to work productively with a variety of stakeholders to run participatory processes and meet tight deadlines with an emphasis on producing quality products;
  • Excellent capacity building skills, with demonstrated experience in effective training, coaching and facilitation;
  • Effective interpersonal and influencing skills, including the ability to build relationships, network, communicate and represent at a senior level are essential;
  • Flexibility, with a strong work ethic and an entrepreneurial spirit to accommodate high levels of responsibility and multiple priorities;
  • Commitment to local capacity building and the ability to engage local stakeholders in policy design and implementation;
  • Passion and commitment to gender equality and youth empowerment;
  • Excellent organizational and time management skills;
  • Adherence to the Gender Equality approach and the values of social inclusion.

LANGUAGES

  • Complete fluency, oral and written in Arabic and English essential.

POSITION TYPE/EXPECTED HOURS OF WORK

  • This is a full-time job position.
  • Working hours and days are Sunday till Thursday, 8:00/8:30 A.M. – 4:00/4:30 P.M. with the possibility of working for extra hours in case any event is taking place.
