SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, for more than 40 years, has provided relief to populations victims of armed conflicts and natural disasters by meeting vital needs, drinking, eating and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI implements through its interventions expertise in the field of access to drinking water, sanitation and promotion hygiene but also in the essential aspect of food security and means of existence. JOB DESCRIPTION

The Anti-Abuse Representative is placed under the responsibility of the head of the Ethics and Internal Audit department and works in close collaboration with the various heads of divisions and services at headquarters on the management of reports related to abuse. abusive behavior.

The main mission of the Anti-Abuse Representative is to support the Head of the Ethics and Internal Audit department and General Management in the deployment and operationalization of an anti-abuse framework. He/She will be more particularly in charge of developing and improving standards, developing and supporting the implementation of prevention and detection logic and practices and finally the management of reports and responses. to abuse. He/She has a specific role of receiving and monitoring reports at headquarters level and in terms of administrative investigations – follow-up advice or possible direct involvement.

He/she may occasionally be required to travel to the field at the request of his/her supervisor (up to 20% of the time excluding holidays).

Through 3 essential pillars of the position which are prevention and dissemination, response and management of reports and management or advice on administrative investigations; he/she (non-exhaustive list):

  • Participates in the development of internal standards in the fight against abuse,
  • Contributes to the development of a culture of prevention and fight against abusive behavior internally, at headquarters and in the field, through adapted tools, the running of dedicated workshops and training, etc.
  • Ensures monitoring of good practices in prevention in the fight against Fraud, Corruption or any other form of abusive behavior, including SEAH cases.
  • Produces training tools and techniques to strengthen awareness, prevention and detection of alerts.
  • Develops and strengthens the internal reporting management framework.
  • Support in the definition and qualification of reports and allegations received at headquarters and in the field and provides analysis and advice on their management
  • Ensures the follow-up and proper management of reports and communicates any potential deviation in the handling of observed abuse to his or her supervisor
  • Ensures monitoring of corrective measures to be implemented following a specific report, and ensures the link with the tools available to internal audit ( risk matrices, monitoring of recommendations, etc.)
  • Actively participates in the working group on combating internal abuse

Specific issues and challenges:

  • Organization of work requiring the completion of substantive tasks while ensuring daily operational operations whose volume and priorities may vary.
  • Variable presence of equivalent positions in the field, requiring adaptation of the level of involvement and monitoring depending on the country.
  • Position well integrated into the organization (open in 2021) but for which the processes implemented are not all supervised. Implies a capacity to adapt and formalize the decisions and directions taken to strengthen the anchoring of the managed processes.
  • Significant turning point taken by the structure in recent years on the subjects of prevention and treatment of misconduct. Taking up a position is in addition to organizational development requiring an ability to support change while integrating recent organizational achievements.

YOUR PROFILE

Specific skills/experience required:

  • Confirmed humanitarian field experience(s) in “support” professions in coordination positions.
  • Experience(s) in managing professional whistleblowing mechanisms in the humanitarian sector.
  • Specific knowledge and sensitivity to the ethical standards of the humanitarian sector and the requirements of donors in this area.
  • Mastery of administrative investigation techniques and management of risky behavior (safeguarding)
  • Appetite for organizational risk management.
  • Perfect command of French and English, both spoken and written.
  • Mastery of the pack Office.
  • Ability to work in a team, pedagogical, conscientious and good practical sense.

One more :

  • Previous experience within Solidarités International or within the headquarters of a Humanitarian Organization
  • Knowledge of internal audit methodologies, risk analysis and risk mapping
  • Adaptability and resistance to stress.
  • Meaning from diplomacy
  • Basic knowledge of written and spoken Spanish / Some basic knowledge of Arabic

Language: Excellent command of French and English, written and oral.

IF WILL OFFER YOU THE FOLLOWING CONDITIONS

  • Position based at the organization’s headquarters in Clichy (92), Clichy Town Hall metro station, with occasional trips to the field
  • CDI executive status
  • Gross monthly salary €3402 or €3544 depending on profile and experience,
  • Possibility of teleworking: 4 or 12 days of teleworking per month or 100% teleworking with 3 days of mandatory face-to-face work per month (TT package paid monthly). In accordance with the Teleworking Charter in force and the manager.
  • 25 days of leave and 12 days of RRT / year
  • Mutual insurance (80%), restaurant tickets (60%), transport tickets (50%) covered by the association; teleworking package (if 100% option)
  • Recovery days and medical coverage covered 100% during field trips.
