Responsibilities:

The M&E Officer is a member of the SCM Monitoring and Evaluation Unit (MEAL); It is directly supervised by the Director of MEAL. The M&E officer ensures that designated organizational activities are fully committed to SCM’s MEAL policies and procedures. This function mainly includes the implementation of monitoring and evaluation tasks related to active projects and programs. In addition to routine tasks, the M&E officer participates in multiple processes that include monitoring, evaluation, accountability, learning and research.

This position focuses in particular on compliance with contracting with donors, including – but not limited to – contractual references and reporting standards, as well as donor policies, procedures and guidance.

Control and control:

  • Contribution: to developing project proposals, narrative reports and results framework updates, and providing the necessary documents for all relevant documents.
  • Development: The necessary tools related to monitoring the various tasks in line with the requirements of the project and donors.
  • Comparison: project reference documents – and SCM’s MEAL policy – with available and / or reported information to ensure that project performance adheres to its corresponding plans.
  • Planning and conducting: periodic monitoring workshops with relevant stakeholders, with the required coordination leadership.

Reporting and development

  • Implementation: review reports and processes in line with relevant references (project proposals, logical frameworks, results frameworks, grant and partnership contracts, SCM reporting standards and guidelines and donors).
  • Contribution: to the development and review of performance and program reports as a point of contact for MEAL for specific reports.
  • Action: Periodic follow-up to the development of reports and the submission of brief reports on progress to the Director of MEAL for each of the specific reporting processes.

Program development:

  • Development: plans and methods for monitoring and evaluating projects in line with the nature and design of the project, in addition to the limitations of grant opportunities.
  • Development: logical frameworks, including goals, results, outputs, indicators, means of verification and assumptions, according to project design, impact, lessons learned, best practices and stakeholder visions.
  • Participation: in developing programs and the process of developing proposals, and following up on other related tasks.
  • Contribution: to risk analysis and mitigation plans, with a clear and reasonable reference to lessons learned and best practices.
  • Application: a gender view during the program development process, and contribute to gender analysis exercises.

Research and development:

  • Contribution: to the development of SCM products, such as: training materials, technical guidelines, reports, studies and research; As determined by the Director of MEAL.
  • Participation: in relevant research assignments as required by the Director of MEAL.
  • Implementation: focus group discussions, peer interviews, surveys, and other research tasks in line with the specific research plan and goals.
  • Collection: quantitative, qualitative, structured, semi-structured and unstructured information and data in the context of research and / or studies.

Support for partners and other departments:

  • Transfer: experiences in MEAL to designated organizations and associations supported by SCM.
  • Provision: Training and support for SCM colleagues / members and / or external key points for relevant organizations and partnerships in close coordination with the MEAL Director.
  • Provision: necessary support in monitoring and evaluation of other units and departments under the supervision of the Director of MEAL (such as: developing and reviewing human resource performance evaluations, impact assessments of procedures, etc.).
  • Preparation: Training impact measurement tools (such as: previous and subsequent tests, feedback questionnaires, etc.) and their application among relevant stakeholders.

Feedback and complaints:

  • Contribution: to the development of feedback and complaints mechanisms, in coordination with the Director of MEAL.
  • Retention: feedback channels and complaints related to responsible and transparent coordination with relevant team members and stakeholders.
  • Ensure that all stakeholders have clear and known access to feedback and complaints channels.
  • Provision: Training and orientation sessions for SCM team members and relevant stakeholders on the use and importance of complaints and feedback mechanisms.

Integration:

  • Participation: in relevant internal and external meetings, workshops and conferences as mandated by the Director of MEAL.
  • Contribution: to investigations, accident report, and emergency responses when assigned to the Director of MEAL.
  • Integration: MEAL aspects and culture among SCM team members and strengthening the role of direct and initial monitoring approaches.

Required certificates and competencies:

  • Bachelor’s degree or higher in a related field (development, social studies, computer science or statistics).
  • At least three years of experience in the field of follow-up, evaluation and learning.
  • Strong experience in monitoring, evaluating and managing program design.
  • Sufficient knowledge and experience in methods of collecting and analyzing qualitative and quantitative data.
  • Experience in capacity building in project follow-up, reporting and evaluation.
  • Computer knowledge including Word, Excel and PowerPoint (additional experience in data analysis software is preferred).
  • Fluency in Arabic, strong English skills; Knowledge of Kurdish is preferred.
