Organizational framework
The main objective of FAO country offices, led by a Representative, is to assist governments in policy formulation, programs and projects aimed at achieving food security, reducing hunger and fighting malnutrition. Furthermore, they seek to promote the sustainable development of the agricultural, fisheries and forestry sectors, and promote the sustainable use of environmental and natural resources.
On December 2, 2020, Mr. MSc. Carlos Manuel Rodríguez, CEO and President of the Global Fund for the Global Environment ( GEF ), announced the approval of the Project Document “Strengthening management and governance for the conservation and sustainable use of biodiversity of global importance in coastal marine ecosystems in Chile”( Short title: GEF Coastal Marine Governance Project ). This project aims to improve the governance of coastal marine areas, commit the actors operating in the coastal zone to implement management measures and technologies to guarantee the sustainability of fishery resources, and improve the effective management of marine protected areas. The executing agencies of the project are the Ministry of the Environment ( MMA ), in collaboration with the Undersecretariat for Fisheries and Aquaculture ( SUBPESCA ), the National Fisheries and Aquaculture Service ( SERNAPESCA ), the Ministry of National Assets ( MBBNN ), the Undersecretariat for the Armed Forces ( SSFFAA ) and the Undersecretariat for Regional and Administrative Development ( SUBDERE ), with FAO as the agency in charge of its implementation.For more information on the objectives and activities planned for this project, we recommend consulting the project page and related documents at the following address: https://gefgobernanza.mma.gob.cl/.
The three components of the GEF Coastal Marine Governance Project ( GMC ) are: i ) Governance system for the conservation and sustainable use of marine-coastal ecosystems, ii ) Integration of biodiversity conservation objectives and methods in coastal municipal planning and in artisanal fisheries policy and practice, and iii ) Monitoring and Evaluation. In the context of the second component of the Project, a ( a ) Specialist in Marketing and Fisheries Logistics is required to improve the understanding of the national market for southern hake ( Merluccius australis ) caught by hand, as well as evaluating and testing the logistical and commercial options to design pilot projects for the commercialization of this resource, promoted by the communities of Puerto Gala and Puerto Gaviota.The activities to be carried out are taxed on Product 2.1.1, in which coastal communities are encouraged to adopt biodiversity-friendly management practices and technologies to sustainably use marine resources and ecosystems.
Hierarchical dependence
General supervision of the FAO Representative in Chile, and direct supervision of the National Coordinator of the GEF GMC Project, with the support of the Regional Coordinator of the South Pilot Site. The Specialist in Marketing and Fisheries Logistics should work closely with the Southern Regional Coordination Team of the GEF GMC Project, as well as with other consultants who address the issue in the territory, always under the supervision of the Southern Regional Coordinator.
Field of specialization
The Specialist in Marketing and Fisheries Logistics deploys a wide range of knowledge and skills to address challenges related to the southern hake value chain. Its work will focus on analyzing, complementing and coordinating strategies to improve the administration and traceability of the fishery, as well as optimizing the marketing, processing and transportation processes. From a cost and logistical alternative perspective, the specialist will examine and refine the provisional scheme of marketing pilots, developed based on studies carried out in Puerto Gala and Puerto Gaviota, strategic locations of the GEF GMC Project South Pilot Site.
The Specialist in Marketing and Fisheries Logistics must carry out a detailed analysis of the southern hake market, considering the regional and national level, as well as the foreign markets, with the aim of understanding the sale prices, demand volumes and existing sales formats. Through this exhaustive evaluation, the Specialist will identify marketing opportunities at the national level, taking into account the availability of distribution channels, the places with the highest demand and volume estimates for both export and local consumption. It will also be in charge of evaluating yields, logistics and processing costs, and purchase / sale prices at different stages of the value chain.
With this information, the Specialist will provide support in the design of a Business Plan that supports the execution of marketing pilots, modeling and evaluating different marketing channels, both within the region and towards the main consumption centers of the country. In addition, the Specialist will play a fundamental role in the logistical coordination of the final stage of the pilots, ensuring the efficient delivery of the products and managing the shipments of raw materials.
Finally, the owner will present the results of the marketing pilots, in an event planned for November 2023, with a view to a possible expansion of the model in 2024. In summary, the ( the ) Specialist in Marketing and Fisheries Logistics will play a central role in strengthening the value chain of southern hake, increasing transparency, generating better sales and income for local communities and finally promoting sustainability in the fishery.
The Specialist in Marketing and Fisheries Logistics must reside and carry out his duties from Coyhaique or Puerto Aysén, traveling mainly to Puerto Cisnes, Puerto Aysén, Puerto Gala, Puerto Gaviota and Balmaceda. The working modality will be hybridized.
Tasks and responsibilities
The ( The ) Specialist in Marketing and Fisheries Logistics will contribute to improving the understanding of the national market for artisanal southern hake, as well as evaluating and testing the logistical and commercial options to design pilot projects for the commercialization of this resource, promoted by the communities of Puerto Gala and Puerto Gaviota, strategic locations of the GEF GMC Project South Pilot Site.
Specifically, the ( the ) holder must:
- Promote close coordination and alignment with project execution activities at the North Pilot Site, under the guidance of the Regional Coordinator of the South Pilot Site.
- Analyze and complement, from a cost perspective and logistical alternatives ( processing and transportation ), the provisional scheme of marketing pilots, co-designed from the studies carried out in May and July 2023 in the communities of Puerto Gala and Puerto Gaviota, respectively.
- Carry out an analysis of the southern hake market, focusing on the regional and national level, but also observing the information on sale prices, volumes and sales formats in foreign markets.
- Assess existing national marketing opportunities for southern hake, including the availability of distribution channels, the places with the highest demand, volume estimates ( for both export and local consumption ), different sales formats, returns, logistics and processing costs, and purchase prices/sale at different points in the chain.
- Provide support in the design of a Business Plan for the execution of pilots, modeling and evaluating different marketing channels both within the region and towards the main consumption centers in the country.
- Support the parties in coordinating the logistics of the last stage ( for example, product deliveries in Coyhaique and management of raw material shipments from Balmaceda Airport to Santiago ), in relation to the implementation of four value-added southern hake marketing pilots, scheduled for September / October 2023.
- Incorporate the contributions derived from the feedback obtained in the four pilots, in an event that will take place in November 2023, with a view to a possible expansion of the model during 2024.
- Plan and report progress to the Regional Coordinator of the Southern Zone and National Coordinator of the GEF Coastal Marine Governance Project, as well as to the sectoral public institutions of the Aysén region ( SERNAPESCA, SUBPESCA, etc.).
- Prepare a Final Report on the work done, with photographs and verifiers ( attendance lists, etc. ).
THE CANDIDATES WILL BE EVALUED IN ARRANGE TO THE FOLLOWING CRITERIA:
Minimum requirements
- University degree in Engineering or Business Administration; Fisheries, Commercial or Industrial Engineering; Economic Sciences, Logistics, Commerce and Business, or related profession.
- At least 3 years of demonstrable professional experience in marketing, logistics management and supply chain, especially in the context of the fishing industry, market research and business modeling, public relations and sales.
- Practical knowledge of the Spanish language read, written and spoken.
- Chilean nationality or resident in the country with regular work permit. Residence in the Coyhaique Commune or Puerto Aysén.

Selection criteria
- Practical knowledge of the Aysen region, especially the central and northern areas: Coyhaique, Swan Harbor, Aysen Harbor, Gala Harbor, Gull Harbor and Balmaceda.
- Experience in writing reports and written documents, of high quality standards.
- Proven ability to perform teamwork and to establish effective relationships with relevant actors.
- Availability to travel and go out to the field within the Aysén Region.
- Have demonstrable knowledge and experiences related to the minimum requirements presented in the vacancy.
- Immediate availability.
- Desirable knowledge and experience with artisanal fishermen.
