Financial Director – Niger At MSI Reproductive Choices


Who are we ?

The mission of Maries Stopes International is « children by choice and not by chance » ; organization specializing in reproductive health rights, children, we act through our channels of’service offers to strengthen the’family planning offer in Niger.

In Niger, the contraceptive prevalence rate is very low (12%) and stagnant while the fertility rate remains high (7.6). Under the invitation of the Ministry of Health of Niger to participate in the implementation of the’action Plan 2020-2030 for family planning in Niger, Marie Stopes International Niger was born in 2014. MSI Niger has quickly become one of the largest providers of sexual and reproductive health (SRH) and family planning services in Niger. The’organization is constantly expanding thanks to the multiple donors who recognize the quality of the services rendered by MSI

The Function

The/the Director(rice) financier(e) supports country programmes to achieve sustainable growth in accordance with financial rules, including, by’improvement of the financial management and financial performance of programmes. The DF will be supervised by the Country Director, and will work closely with the’equipe regionale des finances

The DF supervises a financial team in Niamey and in the regional base (Maradi), S’s ensures that the financial systems meet the standards of MSI Global as well as’aux local regulations.

Primary Responsibilities

  1. Strategy and Management of’ team
  • Contribute to MSI Niger’s annual strategic planning and development opportunities
  • As a member of the’ management team, create an ethical work environment and mutual respect that attracts motivated team members, including, qualified and effective and enables them individually and collectively to strive for excellence ;
  • Contribute to the’ effort of strengthening the’ team spirit, establish internal constructive relationships, and, help identify problem-solving options and ensure that all team members are integrated into relevant decision-making processes ;
  • Work closely with the’ regional finance team on’ projects to improve financial systems ;
  • Supervise the members of the’ finance team, organize tasks and work plans, evaluate their performance and organize their training and professional development.
  • Be an active member of the ( SMT ) management team of MSI DRC: develop the annual planning, strategies, budgets and projects in order to achieve the objectives of the organization
  • Establish a transparent management culture and a professional approach within the organization
  1. Financial and Accounting Management
  • Ensure that the accounts of MSI Niger comply with local standards and regulations, donors and MSI Global
  • Ensure the efficient and transparent use of financial resources by putting in place the necessary internal controls, in particular at the level of payroll, cash and banks, inventory and capital goods management
  • Be involved in risk management discussions, responsible for managing financial risks and implementing appropriate mitigation strategies
  • Manage the cash flow of the programs and ensure the requests for funds from MSI headquarters in London and local donors for a good implementation of the activities
  • Taxation: keep abreast of national tax policies and their potential impact on MSI’s activities, recommend measures to be put in place to ensure MSI meets its tax obligations
  • Check all accounting logs prepared by the’team and validate them before’be posted in the accounting system
  • Check the codification of’Intercompany transactions with London and other countries in the region, post them before the monthly close
  • Before each closing, analyze balance sheet accounts and ensure that balances are detailed with an aged balance and justified
  • Ensure monthly accounting reports at MSI Headquarters, including general accounting files, reconciliation of accounts, cost center /project expenses, etc, as well as other financial information within the required time frame
  • Set up monthly and annual closing calendars listing the tasks of the members of the’ finance team and also organize a working session with the SMT to analyze the trends of the month
  • Ensure a systematic, secure archiving and in compliance with local law and grant contracts
  • Collecting receivables from debtors
  • To pay the invoices of the’organisation to suppliers and service providers and to pay advances
  • Develop and transmit monthly analyses of financial performance and statistics to all other departments, focusing on critical points that require special monitoring
  • Write in collaboration with the Regional Finance Advisor a manual of financial procedures and train employees on this manual, keep it up to date
  1. Project Management and Reporting
  • Implement mechanisms for monitoring budget expenditures against activities and make recommendations for corrections if necessary with program managers
  • Maintain budget tracking tools, such as HR forecast and’analysis of indirect operating costs.
  • Prepare and share monthly a detailed list of programmatic expenditures to the’management team, by lessor.
  • To monitor the imputed expenditure and its eligibility in relation to budgets and agreements with donors and partners and to make relevant proposals for corrective actions to those responsible and to the Resident Representative
  • Ensure financial reporting to donors within the deadlines set and in accordance with contractual commitments.
  • Develop annual budgets (business plan) with program teams and update these forecasts on a monthly and quarterly basis
  • Collaborate with New Business program teams and teams for the’ development of budgets for new proposals with funders
  1. Audits
  • Be the focal point for internal and external audits by coordinating auditors’ requests with the various teams within the required time frame
  • Prepare in collaboration with the’ regional finance team the management responses to the’audit recommendations
  • Ensure that all audit recommendations are implemented within the agreed time frame
  1. Ensure the internal control
  • Ensure the updating and implementation of transparent financial management systems, procedures and policies in accordance with national, international and MSI standards
  • To establish a system of internal control of funds, stocks, assets and other immobilized’actives
  • Identify the shortcomings of internal control and develop systems and procedures to address them
  • S’ ensure that all executives of MSI DRC understand the financial policies, procedures and financial systems of the organization.
  • Carry out periodic monitoring visits to service delivery centres.
  1. To ensure administrative management
  • Ensure compliance of MSI agreements with national regulations
  • S’ensure that MSI complies with national legal obligations
  • Ensure compliance with administrative and financial procedures
  1. Ensure the development of personnel
  • Supervise staff members under his direction: set priorities, track performance, conduct coaching, ensure motivation, identify training needs and ensure skills building.
  • Support staff recruitment in finance and operations teams

Competence and Experience (wanted)

  • Minimum 5 years of’experience in a similar position or Finance Manager in an NGO and/or in the private sector
  • A university-level degree in financial management or accounting with an official designation of accounting
  • Demonstrated experience in developing and implementing accounting and finance systems and procedures
  • Experience in working with institutional donors and in the preparation of reports to donors (
  • Experience working with a’engagement accounting software (SUN, SAGE, Tempro, QBE, Infor..).
  • Know how to produce, format and present a financial analysis and recommend appropriate actions to improve the performance of’an organization
  • Experience in the private and/or non-governmental business sector
  • Confirmed experience in the application of cost control, improvement and project development systems
  • Experience in team development with the use of performance management tools and key performance indicators
  • Motivation and will, with the ability to direct and inspire staff
  • Confirm experience in the development and application of accounting and finance systems and procedures
  • Master of MS Office ( Word, Power Point, Outlook ) and particularly of Advanced Excel, dynamic cross-table level and sum function if ( ESSENTIAL ) :
  • Team management experience, coaching, and training
  • Knowledge of French ( ESSENTIAL ) – English ( ATOUT MAJOR )
