WHO ARE WE

Médecins du Monde is an international medical development NGO that is part of an international network. We provide medical assistance to vulnerable groups, in Belgium and the rest of the world. We want universal health coverage where everyone has access to care, without obstacles (financial, cultural, geographical, etc.).

In Belgium and around the world, our projects are aimed at all people who have no or no longer access to health care. In particular, they are structured into five axes: people on the margins of society (homeless people, undocumented people, drug users, sex workers, etc.); children in vulnerable situations; women (supported in their fight for equality or against sexual violence, for example); migrants or displaced people and victims of crises or conflicts.

To carry out our mission, we base ourselves on three pillars:

  • Treat : provide real access to care for populations.
  • Change : more than helping, we want to change things in the long term.
  • Testify : we do not remain silent. Thanks to our experience and our presence on the ground, we challenge the authorities (local, regional and (inter)national) with facts, figures and realities.

Our projects follow a series of values ​​common to our entire organization: Social Justice, Empowerment, Independence, Commitment, Balance.

CONTEXT

Niger is facing several emergencies that challenge the authorities’ response capacities. The persistent humanitarian crisis is worsening due in particular to the security crisis. The latter is exacerbated by pre-existing socio-economic vulnerabilities and growing instability in neighboring countries (Mali, Burkina Faso, etc.), leading to an influx of thousands of refugees, migrants and internally displaced persons as well as a deterioration already limited access to basic social services. The population, mainly children and women, faces malnutrition, food insecurity, recurrent epidemics and forced displacement.

It is in this context that Médecins du Monde has been operating in Niger since 2014 in several regions including the Agadez region to provide medical assistance to migrant populations and vulnerable hosts. MDM is also present in the three border area in Tillabéri (SDSR) and Torodi (VBG), and a new project opened in Tahoua (VBG) at the beginning of this year.

The coordination is based in Niamey and the mission employs around a hundred workers. The annual budget for our activities is 4 million euros.
The main donors are the DGD, ECHO, and the EU.

THE ESSENTIAL

Under the supervision of the General Coordinator, you are responsible for the financial management of the MdM Belgium mission in Niger.

MAIN TASKS AND RESPONSIBILITIES

As a Technician and Manager.

Coordinate all activities of the financial department in order to guarantee compliance with MdM BE internal procedures and lessor procedures.

Examples of tasks:

Budget management:

  • Ensure the supervision, control and accounting consolidation of the mission (control of accounting and analytical imputations, verification of accounting documents, control of cash inventories and bank reconciliations).
  • Develop budgets and ensure internal budget monitoring of the mission: produce & communicate to the various managers monthly budget monitoring with the expenditure incurred, update forecast expenditure with the coordination team and project managers (including coverage financial)
  • Develop budget proposals, financial reports from donors (intermediate and final reports)
  • Ensure proper preparation for internal and external audits in conjunction with headquarters

Accounting management :

  • Supervise the sending of monthly accounting closings to Headquarters including supporting documents
  • Check analytical allocations
  • Ensure the monitoring and regularization of advance accounts
  • Ensure the electronic archiving of accounting documents on SharePoint

Finance management :

  • Ensure sufficient cash flow for the mission; prepare monthly cash flow requests (DA) for sending to headquarters
  • Organize the movement of funds between mission headquarters and between field coordination in accordance with internal procedures (funds security manual). Maintain the fund security checklist
  • Make payments for expenses and invoices after validation from those responsible.

As Team Manager.

Coordinate the work and tasks of the different members of the finance team in order to guarantee an optimal working environment based on the resources and priorities of the mission.

Examples of tasks:

  • Ensure that administrative procedures (absences, leave, etc.) are respected by team members
  • Identify human resource needs, oversee recruitment, create/revise job descriptions and facilitate the introduction of new team members
  • Supervise team members; develop annual action plans, set individual objectives, carry out evaluations, organize backups in the event of leave or absence, in collaboration with the HR department, take disciplinary measures.
  • Ensure that the security plan is understood by the team for which he is responsible and that security rules are respected
  • Identify the training needs (coaching, continuing education, conferences, etc.) of team members
  • Train relevant staff members in the financial tools and procedures in place
  • Develop and deliver training in financial management and/or on specific subjects in order to increase the capabilities and knowledge of MdM team members
  • Guarantee the classification, archiving of documentation, and security of the data produced by your service
  • Organize and supervise department meetings

As a Member of the Coordination team.

Represent the organization to external bodies; analyze, communicate and make the necessary improvements to enable the optimal running of financial processes on the mission Examples of tasks:

  • Act as point of contact with the technical referent(s) at headquarters
  • Contribute to the organization of back-ups within the Coordination team (absences, leave)
  • Participate with the country coordination team in reflecting on the evolution of the mission, and the programming of new projects and/or reorientation (project cycle, Annual Action Plans, Country Intervention Strategy)
  • Write regular reports on its activities
  • Participate in the drafting of the technical parts by profession of funding requests and donor reports
  • Carry out ad-hoc internal controls when traveling to projects
  • Participate in inter-end meetings with other NGOs
  • Carry out briefings and debriefings by “job” for all new staff members and visitors

YOUR PROFILE

Training and experience

  • Master in: Financial Management; Economic science
  • Bioforce type training: Financial management
  • Experience of at least 5 years in financial management of NGO projects, including at least one experience of financial coordination of a mission as an expatriate
  • Experience in team management

Skills and qualities required

  • Mastery of the procedures of the main institutional donors
  • IT: mastery of the Office package
  • Language: fluency in French or Dutch, excellent level of written or oral communication in English
  • Rigor, responsiveness, flexibility and team spirit
  • Writing skills
  • Effective and efficient communication with others

  • Fixed-term expatriate contract (CDD) 12 months;

  • A gross fixed-term salary (5 years of experience 3165.21 EUR Gross (10 years of experience) 3326.67 EUR Gross . Per diem 587 EUR
    Relevant experience recognized. Accommodation in Guesthouse: single posting (the family position is not negotiable ). Depending on your tax residence, a withholding tax may be deducted.
