Shaping a stronger Oxfam for people living in poverty
Oxfam in Algeria – Sahrawi refugee camps
Oxfam in Algeria has been active in the Sahrawi refugee camps since 1975. Its humanitarian programme in the camps focused on food security until 2016. The programme has evolved from emergency relief to a combination of humanitarian interventions (focusing on water, sanitation and hygiene and food security) and resilience with local and global policy and influencing activities.
Given the challenging funding environment, costs and quality of services in the camps, particularly water supply, overall programmatic approaches in the camp are undergoing key reviews. In this context, UNHCR commissioned Oxfam to develop a five-year strategy to expand water supply networks in the camps, with related developments in the areas of systems operations, governance and capacity building, and community engagement. This strategy was completed at the end of 2019 and aims to inform all water supply work over the next 5 years.
Oxfam in Algeria has recently developed a series of projects contributing to the improvement of WaSH services and infrastructure for Sahrawi refugees living in the five Tindouf camps, including the delivery of a detailed design and bills of quantities for the improvement of water supply infrastructure. Oxfam is also working to strengthen the capacities of the different actors in the WaSH sector through the development of a capacity building strategy, an implementation plan and the provision of training. In addition, Oxfam will work on various projects contributing to improving water storage at household and production levels.
In order to complement its action in the refugee camps, Oxfam in Algeria is looking for a finance and grants officer to contribute to the implementation of the various financial activities of the Oxfam office.
Job Objective:
Provide the necessary support for the financial management of projects. Verification of the conformity of accounting documents (including those of partners) and their classification, supervision of partners’ accounts, budget management, closing work and support for the preparation of reports to donors.
Professional responsibilities: Financial management:
- Check and ensure that all expenses comply with the organization’s rules: Correct approval, existence of reliable and complete accounting documents, availability of funds, compliance with donor rules, etc.
- Participate in monthly and annual account closings.
- Check partners’ financial reports and report observations and suggestions for improvement to the financial manager.
Grant management:
- In close collaboration with the budget managers, monitor all budgets on a monthly basis, anticipate problems and advise the budget managers; in coordination with the financial manager, expenditure problems should be reported to the relevant staff, including the Funding Coordinator and the Humanitarian Programme Manager
- Support the preparation of financial reports to donors in accordance with the reporting schedule.
- Support budget managers by providing analysis and explanations of budget variations for periodic and final reports.
- Support budget managers to ensure coherence between budget lines, expenditures and activities agreed with donors.
- Lead the preparation of monthly budget allocation plans and ensure they are adhered to on a monthly and annual basis.
- Actively engage with program teams to stay informed of program plans and achievements, taking into account financial and compliance considerations.
Compliance :
- Ensure consistency of grants and contracts with donor requirements, local regulations and program budgets throughout the life of the grant/fund.
- Work collaboratively with program staff and operational teams to compile grant data, including invoices, contracts, financial reports and financial schedules, while tracking measurable results required by funding sources.
- Support the control of grant-related payment requests, receipts and invoices for proper coding in office accounting and reporting systems.
- Ensure that donor requirements are well understood and communicated to staff and partners.
- Where appropriate, monitor sub-recipients’ compliance with donor regulations and donor agreement requirements through on-site visits, audits and other mechanisms applicable to sub-recipient monitoring, and recommend necessary actions to address issues/concerns.
Audits and Control:
- Prepare and support audit missions; conduct audits according to the instructions of the financial management.
- Support project managers in planning, preparation and budget projection
- Support periodic internal control activities and financial investigations as requested by supervisor or management.
Capacity building:
- Ensure optimal management and best practices in archiving accounting document records.
- Provide guidance to mission accountants on best financial practices.
- Conduct follow-up visits to partners; participate in the identification, evaluation and implementation of the capacity building plan.
Other :
- Work closely and in cordial understanding with team members and partners.
- Provide backup for the accountant in the field or in Algiers during absences and holidays.
- Manage the financial department in the absence of the Line Manager/Financial Manager.
- Under the supervision of the Financial Manager/Line Manager and component leaders, contribute to the development of proposals to donors and actively participate in business development.
- Working closely with the HR department, check and assist in the preparation of monthly payrolls, ensuring quality work and good follow-up.
- Under the direction of the Finance Manager and other senior management, work closely and as required with the sub-regional unit and the implementing subsidiary on financial monitoring and processes.
Job Requirements: Essential:
- At least three years of progressively responsible experience in finance, accounting and/or general administration.
- University degree or equivalent experience in accounting, financial management, business administration or a related field.
- Excellent command of written and oral French, English and Arabic. Spanish is a plus.
- A quick learner with a friendly and cheerful personality.
- Advanced computer user including word processing, use of Excel databases/spreadsheets.
- Proficiency in accounting software; use of MS Dynamix, SAP, SAGA, etc. is an advantage
- Demonstrated experience in complying with the organization’s regulations and rules.
- Able to work with minimal supervision.
- Ability to work in a multicultural, multilingual and multidisciplinary environment and to work effectively with others.
- Committed to adhering to Oxfam’s principles and values and to promoting gender justice and women’s rights.
- Understanding and commitment to the principles of equity, diversity, gender, child safety and staff health and well-being.
- Ability to work in an online working environment.
Desirable:
- Previous experience in international organizations is preferred.
- Knowledge of Oxfam’s programs and its intervention in the Sahrawi context would be an asset.
