Finance, HR & Logistics Manager in CAR, based in Bangui At Concordis International


Role Information:

Job Title: Finance, HR and Logistics Manager in the Central African Republic (CAR)

Location: Bangui with but will have to travel regularly to bases in the country

Report: Head of Peacebuilding in the Central African Republic (CAR) and Director of Finance at Headquarters

Supervision: Hierarchical management of three financial, administrative and HR officers of the Hub.

Salary: €47,000 to €52,000 excluding VAT, 33 days annual leave (plus R&R, accommodation and food allowance in country)

Functions and Responsibilities:

He/she ensures legal monitoring, ensures that financial standards are applied in terms of accounting in the internal control system and reporting.

The Finance, HR and Logistics Manager provides technical support and strengthens the capacity of the support team under his/her responsibility.

Main responsibilities:

  1. – Administrative and HR management:
  • Ensure fiscal and legal monitoring of the mission with regard to the country’s institutions and ensure compliance with current legislation in all program actions,
  • Ensure monitoring of mission registration procedures with the relevant authorities
  • Manage national staff contracts in conjunction with the ACFPE,
  • Participate in inter-admin meetings with other NGOs,
  • Ensure the recruitment and support of national staff including members of its team,
  • Identify training needs, train and provide technical support to team members,
  • Conduct annual performance reviews for your team,
  1. – Accounting and treasury:
  • Supervise the accounting cycle of the mission,
  • Provide supervision, control and accounting consolidation of the mission, monthly accounting closing for sending to headquarters and supervise the archiving of accounting documents on Sharepoint,
  • Ensure smooth cash flow control and management,
  • Validate cash inventories, bank reconciliations,
  • Monitor and manage cash flows at the vault and bank account level, and ensure that cash requests are anticipated and communicated in advance,
  • Compile cash flow forecasts for the bases and prepare the request for funds to headquarters,
  • Check analytical assignments and make corrections,
  • Ensure the proper preparation of internal and external audits and ensure financial controls,
  1. – Finance and reporting
  • With colleagues associated with the program, use budget tracking reports to forecast future expenditures and recommend reallocation or modification of the agreed budget,
  • Analyze financial information, ensure compliance with the mission’s financing plans and donor contracts and anticipate potential financial risks,
  • Is responsible for ensuring compliance with and updating of financial procedures and control over the mission,
  • Ensure the preparation of new budgets and monitor them,
  • Provide technical support to operational staff and budget holders on financial management,
  • Develop and implement procedures and financial monitoring tools,
  • Ensure compliance with the country’s tax regulations, prepare tax returns and make payments,
  • Provides training and monitoring of partnerships for financial, HR and logistical aspects,
  • Prepare financial reports and submit to the Finance Director at headquarters,
  1. – Logistics
  • Ensure supply chain and logistics management,
  • Participate in security management with the Country Manager,
  • Ensure compliance with European Union logistics and procurement procedures (PRAG) and Concordis International on the mission,
  • Manage IT and communications equipment and concordis leases on the mission,
  1. – Qualifications and Skills
  • Master’s degree or professional qualification in accounting, finance, economics, business management or other related discipline,
  • At least 5 years of experience in administrative and financial management within an NGO/international organization
  • Proven knowledge of financial systems, experience in supervising financial operations in the context of NGO project management, and experience in financial reporting to international donors such as the European Union.
  • Excellent financial and analytical skills;
  • Excellent communication and writing skills to effectively report on program financial performance;
  • Ability to manage teams and demonstrate leadership;
  • Ability to assess teams’ financial, HR and logistics skills and train them;
  • Experience in supervising logistics and HR operations, and in particular in managing remote teams
  • Full professional skills in French (written and spoken) and English are desirable,
  • Excellent command of IT tools, particularly Microsoft Excel but also other software in the Microsoft Office suite such as Word.
  • Strong communication and presentation skills
  • Ability to interact, communicate and negotiate with local authorities and communities in an open, transparent, constructive, patient and effective manner
  • Be able to grasp sensitive issues relating to cultural differences and political issues, and be able to approach them with tact, diplomacy and sensitivity.
