The post is located in the Finance Unit of the FAO Shared Services Centre (SSC) in Budapest, Hungary.

Reporting Lines

The Finance Functional Analyst reports to the Finance Officer under the overall supervision of the Finance Services Unit Head.

Technical Focus

Financial management. Effective and efficient provision of administrative support in the area of finance.

Tasks and responsibilities

  •  Provides support to projects assigned by SSC Management and the Finance Officer; monitors and reports on progress to management;
  •  Creates complex ad-hoc reports and performs data analysis using data analytics tools and applications; proposes improvements to existing systems and standard reports;
  •  Performs both routine and specialized financial administration support and transaction processing tasks including calculating, inputting and checking information for correctness and communicating discrepancies to supervisor(s);
  •  Ensures the delivery of results within established SLAs and effective responses to clients for optimal service
  •  Leads the creation and maintenance of Standard Operational Procedures (SOP) in the area of supplier and banking, accounts payable, assets and bank reconciliation;
  •  Exchanges and/or provides information to internal and external partners (banks, donors and other partners) and provides information/clarification to auditors;
  •  Monitors the work of the team and reviews reports on performance;
  •  Provides support in overseeing/managing of the operational teams in the area of supplier and banking, accounts payable, assets and bank reconciliation;
  •  Verifies accuracy of data including researching and reporting any irregularities, discrepancies or processing issues to supervisor(s);
  •  Responds to requests for assistance from managers and staff at headquarters and Decentralized Offices;
  •  Coordinates with the appropriate parties, vendors, banks and FAO departments to obtain the necessary information and correct such data;
  •  Enters – in an accurate and efficient manner – vendor and bank account information for FAO vendors into the Oracle Financials System;
  •  Responds to enquiries by FAO’s case management tool (Service Now), e-mail, MS Teams, Zoom, etc. regarding the processing of transactions;
  •  Identifies and coordinates continuous improvement efforts including supporting the development, testing and implementation of new systems, processes or databases as needed;
  •  Coordinates the development of training and related training materials and promotes best practices and capacity development at headquarters and in Decentralized Offices.
  •  Performs other related duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  •  University degree in a field related to business or public administration and two year of relevant experience in office management, administration, accounting and/or audit, budget or finance.
  •  Minimum 5 years of relevant experience in Finance.
  •  Working knowledge (proficient – level C) of English and limited knowledge (intermediate – level B) of another FAO language (Spanish, French, Arabic, Chinese, or Russian). For PSA, working knowledge of English is sufficient. Working knowledge of Hungarian is an asset.

Technical/Functional Skills

  •  Extent and relevance of experience in finance, business analysis, banking and/or accounting as well as payment processing and/or reconciliation or supplier banking records masterfile maintenance.
  •  Extent and relevance of knowledge and experience in analysing and evaluating financial reports and/or experience in International Public Sector Accounting Standards (IPSAS).
  •  Knowledge of UN or standard operational rules and procedures.
  •  Knowledge of an Enterprise Resource Planning (ERP) business management software (e.g. Oracle, SAP).
  •  Experience in a shared services or business support centre is highly desirable.
