2. PROJECT DESCRIPTION

The Project “ Promoting the rights of domestic workers in Mexico and Guatemala ”, implemented by the Pan American Development Foundation ( PADF ) is an initiative that has three main objectives to promote and advance the labor dignity of household work: 1 ) Support domestic workers to formalize their employment; 2 ) Strengthen the institutional capacities of local and state organizations to implement and follow up on the new regulatory framework and 3 ) Improve public opinion of household work and promote with people employers compliance with the new legislation. To do this, a strategy of design, validation and execution of activities is carried out that, in an inclusive and participatory way, involves national and local public sector institutions,private and civil society related to household / private home work.

3. PLACE (ES) OF THE APPLICATION

The final evaluation is expected to cover the two project implementation countries: Mexico and Guatemala.

4. REFERENCE, DELIVERY AND DELIVERY CALENDAR TERMS (All applicable taxes, fees and other costs must be included in the price proposal.)

TO. Objective:

Develop the final evaluation of the project “ Promoting the rights of domestic workers in Mexico and Guatemala ”.

B. Description:

The company to be hired will be responsible for carrying out the final evaluation of the project, through the following activities, which do not exclude others that are necessary to achieve the objective of the consultancy, these being:

  1. Develop a work plan, methodology and schedule, which specifies the activities and subactivities to be executed.
  2. Design tools for the collection and analysis of information.
  3. Validate with PADF the contents to be evaluated (a question proposal is left below as a starting point).
  4. Develop an evaluation methodology, which must describe the strategies for obtaining relevant data during the evaluation, and may be through focus groups, interviews with key actors, surveys, documentary review and others as appropriate.
  5. Document the good practices and lessons learned that were identified during the implementation of the project in both countries.
  6. Participate in meetings with the PADF team for the staggered presentation of progress in the evaluation process, allowing the necessary adjustments to be made.
  7. Present a field work report, which includes the description of the process of gathering information in the field and documentary review.
  8. Present a final evaluation report, which includes a description of the process, the findings, the recommendations for future projects, and an analysis of good practices and lessons learned.
  9. The reports will be presented to PADF for review, incorporating the feedback that is made, until reaching a final version of the documents.

The evaluation should focus on specific aspects developed during the implementation of the project, so the company will take as its starting point the questions proposed by PADF, holding meetings to refine and validate them jointly (company – PADF). Being these:

  • ¿What have been the impacts of the training and certification processes in professional skills (care for older adults, etc.) on the working conditions of the domestic workers who participated?
  • ¿How have domestic workers applied their acquired knowledge of labor rights? For example, in your communications with employers, your enrollment in social security, interactions with other workers and / or advocacy processes.
  • ¿How efficient were communication campaigns to inform, improve public opinion and / or raise awareness of the rights and obligations of domestic workers and employers? ¿How did the campaigns contribute to the achievement of the other results of the project?
  • ¿What have been the changes or results of the project with the partners, in terms of articulation of collaboration networks, organizational capacity, positioning and other areas? ¿What are the effects of articulations and exchanges between organizations in Mexico and Guatemala on members in Guatemala?
  • ¿What are the effective ways to use research reports to influence public policy advocacy?

C. Expected products:

Milestones / Deliverables Calendar

  1. Estimated delivery time: 10 days after signing the contract
    1. Milestone: Developed a detailed work plan for the study, identifying specific tasks and activities to achieve the consulting objectives. The work plan should include the evaluation methodology, the calendar of activities and the proposal of information collection and analysis strategies.

  2. Estimated delivery time: 20 days after signing the contract
    1. Milestone: Developed research tools, may include interview guides, surveys, etc.
    2. Deliverable: Research tools

  3. Estimated delivery time: 50 days after signing the contract
    1. Milestone: Completed the process of gathering information in the field. The report should include information on the interviews and focus groups developed, as well as the results of the documentary review.
    2. Deliverable: Fieldwork Report
    3. Total percentage: 25%
  4. Estimated delivery time: 60 days after signing the contract
    1. Milestone: Developed the evaluation report, which includes a description of the evaluation process, the findings, the recommendations for future projects and an analysis of good practices and lessons learned. The final report will be reviewed by PADF and will incorporate feedback or comments by PADF before being approved.

5. EVALUATION CRITERIA

  • Technical proposal
    • It describes in a clear and timely manner the work route, methodology and tools for collecting information and data.
    • It presents an adequate timeline for the proposed activities.
    • Demonstrates sufficient knowledge about evaluation techniques for international cooperation projects.
    • It proposes creative and solid strategies.
    • 35 Points
  • Economic proposal
    • Budgeted expenses are reasonable for the proposed activities.
    • The level of detail is sufficient to assess the applicability of the proposal.
    • 30 Points
  • Background and experience of the applicant and his team
    • Experience conducting project evaluations in Mexico and Guatemala
    • Preference for direct experience in evaluating labor and / or human rights projects
    • 35 Points

6. DETAILS OF THE PRESENTATION OF PROPOSED

  • Term. Proposals must be received by July 12, 2024 at 5:00 PM UTC-6. Late proposals will not be accepted. Proposals should be sent by email to procurement@padf.org . All proposals must be submitted following the guidelines indicated in this SdP.
  • Validity of the offer. Proposals, including cost / price, will be valid for 120 days from the submission deadline.
  • Clarifications. Questions can be sent to procurement@padf.org before the date and time specified in the schedule below. The email subject must contain the SdP number and its title. PADF will respond in writing to clarifications submitted before the date specified in the schedule below. Answers to questions that may be of common interest to all applicants will be published on the PADF website and / or communicated by email.
  • Amendments. At any time before the deadline for submitting proposals, PADF can, for whatever reason, modify the SdP documents by means of an amendment that will be published on the PADF website and / or communicated by email.

7. MINIMUM REQUIREMENTS

  • Proven experience in evaluating cooperation projects, preferably evaluating projects on labor and / or human rights issues.
  • Knowledge of the socioeconomic, political and cultural contexts of the countries (Mexico and Guatemala) and of the people who work at home / private home for being evaluated.
  • Ability to interrelate ethnic and gender issues.

8. DOCUMENTS OF THE PROPOSAL TO BE INCLUDED

  • Technical proposal:
    • Corporate Capacities: Provide at least three project references of a similar nature and scope.
    • Key Staff Qualifications: Attach a resume that demonstrates how the proposed team meets the minimum requirements listed in section 7.
    • Technical approach, methodology and detailed work plan: The Technical Proposal must describe in detail how the applicant intends to carry out the requirements described in the Terms of Reference
  • Economic proposal: Describe in detail the expected expenses for the development of the evaluation, broken down by type of expense, which must include VAT and any other relevant taxes.

TERMS AND CONDITIONS

Outcome of Agreement
This SdP does not oblige PADF to execute a contract, nor does it commit PADF to pay any cost incurred in preparing or presenting the proposals. Furthermore, PADF reserves the right to reject any and all offers, if such action is considered in the best interest of PADF. PADF, in its sole discretion, will select the winning proposal and is not required to share the results of the individual evaluation.

Confidentiality
All property information provided by the applicant will be treated as confidential and will not be shared with potential or actual applicants during the bidding process. This includes, but is not limited to, price quotes, cost proposals, and technical proposals. PADF may, but is not required to, publish the agreements on its public website after the bidding process has concluded, and the contract has been agreed. The results of the PADF evaluation are confidential and the applicants’ score will not be shared among them.

Protection against Sexual Exploitation and Abuse (PEAS)
As part of the contractor’s internal controls and employee standards of conduct, the contractor must ensure that its employees adhere to these standards of conduct consistent with the standards for United Nations (UN) employees in Section 3 of the Bulletin of the UN Secretary General – Special measures to protect against sexual exploitation and abuse (ST / SGB / 2003/13).

Contracting of Small, Minority and Women’s Companies
PADF will take all necessary measures to ensure that minority businesses and women’s businesses are used when possible.

Disabling and suspension
Entities appearing on any exclusion list, the Agreement Management System ( SAM ), the Office of Foreign Assets Control ( OFAC ), the United Nations Sanctions List and other watch lists, they will not have their offer evaluated and will not be eligible to receive any sub-agreements that may result from this Request for Proposals.
