LOCATION: Goma, Democratic Republic of Congo (DRC) with regular field travel

DURATION: Full-time consultancy for two (2) month period with the possibility of extension

START DATE: ASAP

COMPENSATION/BENEFITS: $650/day, 3 weeks leave every 3 consecutive months, Evacuation Insurance, Disability and Workers Compensation Insurance.

BACKGROUND:

The United States Agency for International Development (USAID) Bureau for Humanitarian Assistance (BHA) is the lead federal coordinator for international disaster assistance. BHA provides and coordinates U.S. Government (USG) international humanitarian assistance to save lives, alleviate human suffering, and reduce the physical, social, and economic impact of rapid and slow-onset disasters by supporting at-risk populations to build stable foundations to withstand humanitarian shocks and stresses.

Team Credence, through the Bureau for Humanitarian Assistance Support Contract (BHASC), provides operational and administrative support to BHA enabling USAID humanitarian assistance and 24/7 response capability. There are 5 Tasks within the BHASC. Task 3 Field Program Support ensures that BHA’s constantly evolving field support requirements are met.

Global Emergency Group, Inc. (GEG) is the Task 3 Field Program Support lead for Team Credence and BHASC. Founded in 2007, GEG supports Team Credence on the BHASC through the provision of readiness and operational response support services to BHA as it responds to crises around the world and this includes 3rd party monitoring. The GEG headquarters is near Winchester, Virginia with our global team based all over the world.

POSITION OVERVIEW

Global Emergency Group (GEG), with Team Credence, is seeking a consultant to provide field monitoring support services on behalf of USAID’s Bureau for Humanitarian Assistance (BHA), in the Democratic Republic of Congo (DRC). The consultant will be responsible for conducting field monitoring data collection and analysis with USAID/BHA-funded implementing partners. The FMS will monitor and report on findings to meet BHA requirements and support USAID/BHA risk management.

POSITION REPORTING/COMMUNICATION LINES:

Under the supervision of the GEG Field Programs Director, the FMS will communicate directly with and take direction from the BHA response Focal Point and the identified BHA programming designate.

POSITION DESCRIPTION

The Field Monitoring Specialist (FMS) will conduct monitoring field visits to areas where BHA is providing humanitarian assistance to partners. Each field visit will serve the objective of monitoring the activities of partners as well as assessing humanitarian needs in specified locations.

The FMS is expected to operate from Goma and support technical and logistical aspects of site visit planning and daily activities. The FMS may be called upon to shift their portfolio to support activities at the direction of BHA programmatic staff.

POSITION RESPONSIBILITIES

The FMS will be responsible for the following:

***1. Develop a Contextual Baseline and Conduct Context Monitoring:***The FMS will develop an understanding of humanitarian developments within the DRC, while also maintaining knowledge of USAID/BHA’s humanitarian portfolio and field visit priorities. The FMS will need to stay abreast of new humanitarian developments at a localized level and provide regular verbal and written reporting to BHA’s response focal point in the DRC. This will include providing reports on site visits, attending meetings, and providing context on other related issues.

2. Monitor Implementing Partner Humanitarian Programs: The FMS will maintain regular contact with USAID/BHA implementing partners. She/he will travel to partner implementation locations to verify project activities and document progress and challenges (including access issues) against approved project scopes. The FMS will report to USAID/BHA on partner progress and share beneficiary feedback. While monitoring activities, the FMS will apply the following good practices, protocols and standards:

  • Humanity, Impartiality, Neutrality, and Independence
  • Deliver objective, fact-based data collection and reporting reducing to the greatest extent possible bias or subjectivity
  • Implement a “Do No Harm” approach to mitigate adverse impacts on vulnerable populations
  • Safeguard confidentiality and ensure ethical representation in all interactions
  • Must be familiar with and adhere to the SEA Reporting Protocols for site visits, ensuring all incidents of sexual exploitation and abuse (SEA) by aid workers during USAID-funded programs are documented, reported, and addressed following USAID’s Protection from Sexual Exploitation and Abuse (PSEA) Policy.

3. Perform Needs Assessments: The FMS will independently travel to locations that BHA staff cannot access that are experiencing new and evolving crises to assess humanitarian needs. The FMS will report to appropriate USAID/BHA teams on his/her assessment findings.

4. Assist BHA Staff in Conducting Remote Site Visits: The FMS will assist BHA staff in implementing virtual or remote site visits to areas where BHA staff cannot travel. The FMS will work with BHA staff, including technical specialists, and BHA implementing partners to plan and conduct these remote site visits.

5. Link to USAID/BHA’s Technical Standards: Where feasible, the consultant will use USAID/BHA technical standards for monitoring and assessment.

POSITION QUALIFICATIONS

Required

  • Bachelor’s degree or higher in a relevant field such as development studies or international relations
  • At least five years of experience monitoring humanitarian and/or development programs
  • Experience working in DRC, specializing in Monitoring and Evaluation (M&E).
  • DRC national citizenship
  • Fluency in written and spoken French and English
  • Travel 50 – 75% of the time within DRC

Desired

  • Familiarity with USAID monitoring practices and standards
  • Ordinarily a resident in Goma
  • Local language skills for the Democratic Republic of Congo
