Organizational Setting

IFISH is a joint project between FAO and the Ministry of Marine Affairs and Fisheries, aiming to mainstream biodiversity conservation and sustainable use into inland fisheries practices in freshwater ecosystems of high conservation value. The project started in 2017, with a three-pronged strategy to combine mainstreaming of inland aquatic biodiversity into resource development and management policy; demonstrations of conservation and sustainable use of inland aquatic biodiversity in critical habitats; and effective monitoring and assessment. IFISH project works in five demonstration areas in Indonesia, targeting high value fish in each district, namely: eel in Java (Cilacap and Sukabumi), arowana and beje fisheries in Kalimantan (South Barito and Kapuas), and belida in Sumatra (Kampar).

With support from GEF, IFish project has become the largest inland fisheries project in Indonesia. Inland fisheries are generally cultivated by small-scale industries, by communities along the watershed. Therefore, protection of ecosystems and sustainable management of inland fisheries have major impact on enhancing food security and providing livelihood for people who depend on inland aquatic biodiversity.

This position is located in Kampar, Riau Province, Indonesia.

Reporting Lines

The incumbent will perform the tasks assigned under the overall supervision of the Assistant FAO Representative (Programme) in Indonesia, with the direct supervision of National Project Manager (NPM) and the technical supervision of Project Lead Technical Officer (LTO).

Technical Focus

Tasks and responsibilities

  •  Manage day to day programme and activities in his responsible area in collaboration with local fisheries office and
  •  relevant stakeholders;
  •  Prepare quarterly work plan and ToR for field activities in his/her respective area;
  •  Provide and channel guidance to local governments and local communities in demonstration sites;
  •  Facilitate capacity development to district activities of inland fisheries units in collaboration with the international and national technical consultant;
  •  Provide training and raising awareness on the agreed work plan in collaboration with relevant technical consultant/expert;
  •  Oversee the preparation of participatory land-use plans, and their implementation at project demonstration sites;
  •  Lead field-based M&E, together with local communities, of project environmental and socio-economic impacts;
  •  Liaise regularly with district and provincial government as well as PMU and national government to ensure smooth implementation of the project;
  •  Prepare progress reports and all monitoring reports for programme activities in his/her respective area;
  •  Provide regular feedback and advance warning on conflict and assist with conflict resolution.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  •  University degree in fisheries/aquaculture management or in natural resources management;
  •  At least three years of experience in the Indonesian inland fisheries sector;
  •  Working knowledge of English and Bahasa Indonesia;
  •  National of Indonesia.

Technical/Functional Skills

  •  Extent and relevance of experience in design and management of agricultural development projects focusing on smallholder farming systems, preferably on land management and climate change adaptation;
  •  Familiarity with the latest CSA techniques, adaptive research and participatory extension approaches and land and post-harvest management strategies being promoted by FAO;
  •  Work in developing countries of the Asia and Pacific Region;
  •  Demonstrated strong technical and advisory and communication, team building, computer and report writing skills;
  •  Ability to speak the local language will be considered an advantage;
  •  Demonstrated experience in inland fisheries management at various level particularly related to belida (giant featherback fish) development;
  •  Excellent communication skills with district and provincial government, national and international experts and local communities;
  •  Demonstrated ability to adapt to new approaches and new practices on the relevant project implementation;
  •  Demonstrated commitment to participatory and bottom-up approaches;
  •  Demonstrated ability to manage, including project management and office management;
  •  Strong analytical skills;
  •  Demonstrating detail orientation, proactive attention to outcomes and expectations, and the ability to understand and effectively use information and data;
  •  Working experience in international cooperation development projects will be advantages;
  •  Experience of working for, or in cooperation with, government institutions and NGOs;
  •  Excellent communication, writing and presentation skills in English and Bahasa Indonesia.
