Première Urgence Internationale (PUI)is an international non-governmental, non-profit, non-political and non-religious aid organization. Our teams are committed to supporting civilians who are victims of marginalization and exclusion, or affected by natural disasters, wars and economic collapses, responding to their fundamental needs. Our goal is to provide emergency aid to uprooted people to help them regain their dignity and regain self-sufficiency. The association directs an average of 200 projects a year in the following intervention sectors: food security, health, nutrition, construction and rehabilitation of infrastructure, water, sanitation, hygiene and economic recovery. PUI assists some 7 million people in 20 countries: in Africa, Asia, the Middle East, Eastern Europe,France and Latin America.

The PUI Colombia Mission has been officially operating since January 2019 and focuses on addressing the urgent needs of Venezuelan migrants and refugees, as well as vulnerable Colombians. This is expected to be achieved through a multi-sectoral and integrated program focused on health, housing, protection, food and water security, sanitation and hygiene, within programs located in Norte de Santander, Santander and Arauca.

General objective

Under the direct supervision of the mission chief, the field coordinator is responsible for the proper functioning of the base, articulation of the project (s) and the correct application of the programs developed in the work areas and service points according to the geographical area and coverage of the Colombian mission

We are looking for a graduate professional in an area related to humanitarian action: project management, technical training related to one of our intervention sectors, human resource management, financial management. You must have 5 years of previous experience in project management, team management, security management, experience in humanitarian work or with a migrant population and / or in a conflict zone.

MAIN CARGO ACTIVITIES

GUARANTEE THE SECURITY OF GOODS, BASE PEOPLE AND ATTENTION POINTS

  • It ensures that the base’s security plan is up-to-date and that everyone knows and understands it (both expatriates and locals).
  • Ensures the collection of security-related data in your field of operations, provides analysis, and disseminates it to your immediate supervisor regularly or on an ad hoc basis in an emergency.
  • Verifies that the material and human resources available to it are adequate to guarantee the optimal safety of the equipment, materials and beneficiaries.
  • Alert the mission chief without delay in case of imminent danger to teams or beneficiaries.
  • In the event of a security incident (regardless of whether it occurred or was avoided), ensures that the information is transmitted without delay to the mission chief and that it is reported on in accordance with PUI guidelines.

GUARANTEE THE IMPLEMENTATION OF PROGRAMS AND PROPOSE NEW INTERVENTIONS.

  • Ensures the smooth running of ongoing programs on the ground (fulfillment of objectives, respect for deadlines, budget monitoring, contractual reports …) and informs mission chief
  • It establishes a formal coordination system, directs it on the ground (meetings, written reports …) and informs the mission chief
  • Ensures the correct filing of all documents generated in the context of the project or projects and guarantees the availability of the verification sources mentioned in the proposals..
  • He proposes new interventions and discusses them with the head of the mission.
  • Participates in identifying needs based on agreed terms of reference and with the chief approval of Mison
  • When defining new operational activities, he coordinates the work of the relevant technical departments and the administrative and logistical support teams, with a view to preparing comprehensive project proposals in accordance with donor formats and internal PUI ‘standards’.
  • Participate in the development exercise of the mission strategy.

OVERCOME THE NATIONAL AND INTERNATIONAL PERSONNEL TEAMS IN THE BASE.

  • Supervise all national and international teams based
  • He guides the work of expats at the base, monitors the achievement of their objectives, and directs the intermediate and final evaluation exercises.
  • Participates in the recruitment process, as well as in any decision related to the termination of work contracts for local headquarters staff.
  • It guarantees compliance with the internal regulations of PUI in the base.
  • It is in charge of the administrative management of local personnel, in particular, the control of absences, the preparation, updating and filing of administrative personnel files.
  • Ensures that all local employees are subject to written evaluation at least once per contract period and per year. (
  • Assumes or delegates responsibility for the integration of any new employee on site, and ensures, in particular, that the context of program implementation is explained and understood, security regulations, logistical, administrative, HR and financial procedures, as well as procedures for the use of communication and transportation.
  • It carries out training programs for expatriate and local personnel (organizational, methodological support, technical support, where appropriate, organization of training sessions …).
  • Draft or delegate responsibility for writing the professional profiles of expatriates to be replaced or hired and send them to mission chief for approval.
  • Prepares the job profiles of local staff under their immediate supervision, and sends them for approval to the coordination
  • It prepares the organizational chart of the base and makes it approved by the head of the mission and by the head of the RHHH and the financial manager of the mission
  • It deals with the management of interpersonal conflicts that arise in its workplace, and refers the matter to HR in case it cannot resolve the dispute
  • He is the guardian of the PUI image in his performance area and as such, ensures that all staff under its authority display behavior consistent with the values upheld by the organization and with full respect for local culture

GUARANTEE THE LOGISTIC, ADMINISTRATIVE AND FINANCIAL SUPPORT OF THE BASE

  • It ensures that the needs of the base are covered (support, programming) and makes them known to the financial manager every month, ensuring that all internal and donor procedures are respected, and that commitments are in line with available budgets.
  • Ensures that the base is equipped with the minimum infrastructure (offices and houses) necessary for the execution of the work and the accommodation of the equipment, in optimal security conditions.
  • It supervises the vehicle fleet and, more generally, guarantees its correct operation, as well as the maintenance of all the equipment belonging to the work.
  • Ensures proper storage of all goods and equipment.
  • It guarantees the correct delivery of all the purchases planned for the operational points.
  • Prepares and updates the inventory of supplies and equipment of the center and presents it to the logistics cable.
  • It is responsible for optimizing costs and uses budget monitoring to achieve this; guarantees adequate financial resources for the operation of the base
  • Regarding budget monitoring, participate in team analysis (along with technical management, administrative and logistical) and is responsible for detecting anomalies and proposing adjustments to the mission chief and the financial officer.
  • Ensures that accounting matters are carried out in accordance with internal, legal regulations and are communicated to the financial manager according to the agreed schedule.
  • Together with the base clerk, it tracks its base treasury and oversees disbursements.
  • Together with the administrative of the base, it ensures that there is an internal control system at the base. It guarantees the respect of the expense commitment procedures and participates in the process of approval of purchase orders.
  • He is the guardian of accounting and as such, ensures that cash balances and bank accounts are fully and permanently backed by appropriate accounting documents in accordance with administrative and financial and legal procedures

INSURANCE THE REPRESENTATION OF PUI IN THE JURISDICTION COVERED BY THE BASE

  • Represents PUI before local actors, official or not, and ensures the maintenance of good relations with each of them, respecting the principles of neutrality and independence of PUI.
  • Attend major coordination meetings when they are held and actively participate.
  • In case of donor visits, participate in the organization and conduct of the visit.

GUARANTEE THE ELABORATION OF REPORTS AND THE DIFFUSION OF INFORMATION.

  • He is responsible for writing donor reports for programs implemented at His Base; reports written totally or partially by him (which implies the consolidation of the technical sections written by the technical managers and / or the specialists of his base).
  • Send internal and external reports to the mission chief respecting the internal approval deadlines (situation report, incident report) and external contractual deadlines (project reports).
  • Organizes two-way dissemination of information: from the basis for coordination on the ground and from coordination on the ground to the base (periodic and ad hoc status reports).
  • Attend internal coordination meetings and actively participate.
