I. MSF INTERNATIONAL
Doctors Without Borders (MSF) is an international and independent medical humanitarian organization that provides emergency assistance to populations affected by armed conflict, epidemics, and, exclusion from health care and natural disasters. MSF offers assistance to people according to their needs, regardless of race, religion, gender or political affiliation.
MSF International is the legal entity that links the 24 sections, 26 associations and 18 branches of MSF. Registered in Switzerland, MSF International provides coordination, information and support to the MSF Movement, and implements international projects and initiatives on request.

II. CONTEXT
MSF is committed to creating a safe, respectful and dignified environment for its patients, their caregivers and the communities in which MSF works, as well as for all its volunteers and staff. To this end, all sections of MSF have adopted behavioural commitments to ensure that all staff are aware of their obligations to create a safe working environment, free from abuse and inappropriate behavior.
MSF is committed to preventing abuse and fulfilling its obligation to deal with all allegations of abuse in a timely and professional manner. MSF has systems in place to address and respond to abuse across its operations and in its offices, to further strengthen its response to abuse, MSF is seeking to create a pool of investigators/investigators to investigate allegations of abuse of people. The pool will be composed of internal (mFD employees/investigators) and external (not employed/MSF employees) who will work with MSF behavioural and investigative officials to investigate abuses. They/they will be assigned/assigned by the international pool manager in charge of the management of the pool (roster).
MSF is therefore looking for qualified/qualified investigators/investigators to join its pool of external investigators/investigators (not part of MSF staff) for investigations into abuses committed against individuals.

III. PLACE IN ORGANIZATION
The selected persons will be integrated into the international pool of investigators/MSF external investigators and will be engaged by the six (06) operational centres (OCs) of MSF (Amsterdam – Paris – Brussels – Geneva – Barcelona – Abidjan) and the other entities of MSF, as appropriate, to investigate abuse and inappropriate behaviour.

IV. JOB OBJECTIVES
The position is intended to assist MSF in investigating abuses that violate its behavioural commitments and/or codes of conduct.

V. MAIN RESPONSIBILITIES

  • Work with one of the six operational centres and other MSF offices to conduct investigations (remotely or, if necessary, by visiting the country where the situation occurred), in accordance with MSF case management standards, according to the instructions of the international pool manager ;
  • Conduct investigations into different types of abuse (of persons), including sexual exploitation, abuse and harassment, abuse of power, all forms of discrimination, harassment, intimidation, assault, exploitation, sexual abuse, sexual abuse, sexual abuse, sexual abuse, sexual abuse, sexual abuse, sexual abuse, sexual abuse, sexual abuse, sexual abuse, sexual abuse, sexual abuse, sexual abuse, sexual abuse, sexual abuse, sexual abuse, sexual abuse, sexual abuse, sexual abuse, sexual abuse, sexual abuse, sexual abuse, sexual abuse, sexual abuse, sexual abuse, sexual abuse, sexual abuse, sexual abuse, sexual abuse, sexual abuse, sexual abuse, sexual abuse, sexual abuse, sexual abuse, sexual abuse, sexual abuse, abuse of the case management process and other violations of MSF behavioural commitments and codes of conduct ;
  • Collect evidence, interview survivors/survivors, witnesses and persons subject to a complaint, review documents and conduct evidence analysis, and, in accordance with the guidance provided by the head of investigations of the’unit sponsor ;
  • For each investigation, maintain and update records, protocols and the records management system in accordance with the requirements of the survey sponsor ;
  • Ensure that investigations are conducted in accordance with established safeguard principles, including by adopting a survivor/survivor-centred approach and ensuring due process and confidentiality, and, by declaring any real or potential conflict of interest ;
  • Complete the forms and templates required for the survey, according to the instructions to the head of the’informity sponsor of the survey and the terms of reference of the survey ;
  • Provide the required documents in a timely and professional manner to the head of the’initiative sponsor of the investigation ;
  • Prepare complete and well-written investigation reports of consistent quality with appropriate findings, conclusions and recommendations ;
  • Ensure that data is secured in accordance with the data protection policies of MSF entities ;
  • Any other task assigned by the person in charge of the’inquiry or the person in charge of the behavioral unit in connection with the ongoing investigation.

VI. JOB PREREQUISITES

Education

  • University degree or equivalent in psychology, sociology, social work, human resources, human rights, law or a related field.
  • Professional qualification in investigations (CHS, OSACO or other qualification system for investigations against abuse).

Experience

  • Demonstrated experience in conducting administrative investigations into abuse, including sexual exploitation, abuse and harassment (SEAH), as well as other forms of abuse. (Discrimination, bullying, harassment, abuse of power, harassment, assault/physical violence, exploitation, etc.) ;
  • Prior experience in conducting investigations in MSF field operations is considered to be an asset ;
  • Prior experience in a national safeguarding/protection programme within a humanitarian organisation is considered to be an asset.

Technical skills

  • Knowledge of backup case reporting systems (for example Clue, Ethicspoint and others) is an asset.

  • Proficiency in the principles of abuse management and investigation, including but not limited to due process, confidentiality, conflicts of interest and survivor/survivor-centred approach; and ;
  • Strategic thinking, strong analytical skills, excellent time management skills ;
  • Results orientation, tenacity and positive attitude ;
  • Ability to remain respectful, empathetic and diplomatic ;
  • Ability to interact respectfully with people of diverse backgrounds and cultures ;
  • Ability to analyse legal documents relating to local legislation ;

  • Ability to work independently and within a multicultural and multidisciplinary team ;
  • Ability to communicate clearly and effectively, both orally and in writing, with different audiences, adapting style to the situation ;
  • Ability to gather, analyze and evaluate facts, and to prepare and present concise oral and written reports; and ;
  • Good knowledge of trauma-based maintenance techniques is an asset ;
  • Specific training to conduct interviews with children is an asset ;
  • Training/experience in investigating cases of HAES is an asset ;
  • Motivation to work in a humanitarian context with MSF.

Languages

  • A good command of English or French is required (oral as well as written). Other languages are considered assets as MSF is looking for a diverse group of’ investigators/investigators capable of working in multiple languages and in multiple contexts.
