πŸ” Purpose : We are launching a call for tenders for an external evaluation focused on the localisation of aid in the framework of the 2022-2026 Action Plan of the Belgian Red Cross (CRB). This learning evaluation aims to analyse the extent to which the CRB promotes the localisation of aid and to issue recommendations to improve collaboration practices between the CRB, partner National Societies and their local branches.

πŸ“‘ Description of the service :
The evaluation will specifically focus on the implementation of the Southern component of the 2022-2026 Action Plan of the Belgian Red Cross (CRB), focusing on the Great Lakes (DRC, Burundi, Rwanda) and Sahel (Burkina Faso, Niger, Mali, Senegal) regions. The consultants will be responsible for analyzing how the CRB promotes the localization of aid in its relations with host National Societies and their local branches. The objective is to formulate concrete recommendations to improve localization practices, in particular with regard to the empowerment of local actors, the transfer of resources and skills, as well as the capacity building of National Societies to support their local branches in accompanying communities.

πŸŽ“ Required qualifications :

  • University training or equivalent in social sciences, politics, anthropology;
  • Experience in evaluation and knowledge of qualitative/quantitative evaluation and data collection methods in the field;
  • Experience with community-based organizations;
  • Experience in capacity building of non-profit structures and specific experience in the theme of localization;
  • Knowledge of the French language;
  • At least one member of the team speaking the language of the intervention area (otherwise, a local interpreter must accompany the team at the expense of the evaluators).

  • Experience in group facilitation;
  • Knowledge of certain languages ​​of the communities visited;
  • Knowledge of the Red Cross Movement is an asset;
  • Gender aspect will have to be taken into account in the composition of the team.
