External Consultant (Final Evaluation) At MA-UK Myanmar


PURPOSE

MALSE is looking forward a consultant or team to conduct final evaluation for “Reducing vulnerabilities, building skills, and bolstering local capacities for sustainable peace through multi-ethnic community-based Friendship Centres in central and northern Rakhine State” funded by UNOPS-Live in dignity (LiD).

OBJECTIVES

The objectives of the final evaluation are the followings.

  1. To assess the extent to which project outputs and implementation arrangements have been effective such as the role and effectiveness of partnership in achieving the project outcome.
  2. To review and assess of the project partnership in terms of contract partners, as well as with the government bodies, civil society and private sector and international organizations (as applicable), and how these have contributed to the achievement of the outcomes.
  3. Verify the results achieved and make conclusions and recommendations relating to the design and performance of the project, with consideration of contextual challenges.
  4. Generating evidence-based strategic lessons learned and actionable recommendations relating to the design and implementation process of this project (specifically what learning should the project take forward in future programming and project design.
  5. Undertake an analysis on how the Friendship Centre Programme Model has built multi-ethnic social cohesion, decreased vulnerabilities, and built resilience.
  6. Asses the project in terms on how has implemented in adherence to EU/UN guidelines on government engagement.
  7. In addition, the final evaluation must be aligned with The Organisation for Economic Co-operation and Development (OECD) first laid out the evaluation criteria: effectiveness, relevance, efficiency, coherence, sustainability, and impact.

SCOPE

The evaluation is encouraged to include involvement of representatives from the population groups which are directly affected by the programme to identify feedback, generate learning, and provide a structured analysis of intended and unintended outcomes for the project stakeholders.

The consultant will work under the direct supervision of the MALSE Executive Director with support from MALSE Departments such as Finance, MEAL and Safety & Security, as well as local partner staff.

The consultancy will require to stipulate the requirement to have a gender balance in respondents or sample size, with a margin of 10% flexibility and develop the full proposing work plan, budget, methodologies approach and tools.

KEY QUALIFUICATIONS AND MINIMUM REQUIREMENTS

  • Postgraduate or other advanced university degree in Public Policy, International Development, Development, Economics/Planning, Economic, Public Administration, and Management and in any other related university degree.
  • Extensive expertise, knowledge, and experience in the field of evaluation of development programmes (5-10 years)
  • Experience applying participatory monitoring approaches.
  • Experience applying SMART indicators and reconstructing or validating baseline scenarios.
  • Familiarity with local context and structures is an advantage.
  • Proven analytical skills and familiarity with quantitative, qualitative, and remote data collection methodologies.
  • Have some technical knowledge of multisectoral humanitarian aid activities such as WASH, livelihood, cross cutting theme of social cohesion.
  • Excellent administration, organizational and time management skills.
  • Ability to plan and prioritize work duties as well as work competently under pressure and tight deadlines.
  • Excellent command of formal written English and ability to work independently.
  • Previous experience in Rakhine State or Rakhine Based Research Team (highly desirable).
  • Fluency in the local language is an advantage.
