The WBG sees the closing of key gaps between men and women, and expansion of voice/agency for women and girls as critical to its goals of eliminating poverty and boosting shared prosperity. The WBG has made large strides in addressing these issues over the past 20 years. Under International Development Association (IDA) 18, as well as with the recent capital increase, the WBG has committed to an ambitious corporate push on new targets and strategic frontiers, and the current WBG gender strategy commits Regions and Global Practices to draw on strong, evidence-based gender analysis to inform policy and program priorities. The WBG seeks stronger and better-resourced efforts to address gender inequalities in human development, access to good jobs and control over productive assets, and services that meet the needs of both women and men, especially the poorest, and focus also on areas that could have transformational impacts. More and better data is required to contribute to policy dialogue and provide a solid evidence base for policies on gender equality. This is reinforced by the Sustainable Development Goals (SDGs), which require sex-disaggregated data to track progress towards all goals, including SDG 5 on gender equality and empowerment of women and girls. The WBG is scaling up commitments and expanding partnerships to improve the collection, access and use of gender data, with emphasis on economic empowerment, such as data related to work and employment, ownership of assets, and entrepreneurship.

Position Context

The World Bank’s Strengthening Gender Statistics (SGS) project works to narrow gender data gaps, especially those related to economic status and outcomes by providing technical assistance to National Statistical Offices (NSOs) on their data production systems, following international standards and guidance. The project is funded by the Bill and Melinda Gates Foundation and implemented by the World Bank Gender Group, Poverty and Equity Global Practice, and Development Data Group’s Living Standards Measurement Study team and focuses on the what, how, and when of support to statistical offices and systems, to increase the availability, quality, and relevance of gender data.

The SGS project premised on a demand-driven model to close gender data gaps, based on the World Bank’s significant and repeated engagement with NSOs around the world. SGS partner countries include a diverse set of countries and regions ranging from Bangladesh and Lao PDR in Asia to several Western African countries including Benin, Burkina Faso, Cameroon, Ghana, Mali, and the Republic of Congo as well as Tanzania, Somalia and Madagascar in Eastern Africa, and Djibouti representing the MENA region. While each country is facing unique data challenges, they are united in their desire to improve the availability and quality of their gender data. Another commonality is that they are all either currently implementing or planning World Bank-supported statistical capacity building projects. This means the SGS project is not operating in a silo but complements already ongoing activities in each country ensuring the relevance and sustainability of its technical advice.

The SGS project provides technical assistance in three areas: (i) questionnaire design and fieldwork implementation, (ii) indicator calculation and data visualization, and (iii) data dissemination.

Duties and Responsibilities:

The World Bank Gender Group is inviting applications for an ET Consultant to contribute to the World Bank Strengthening Gender Statistics project. The applicant will bring in a wide range of skills including project management, experience with core data products of NSOs (such as household or/and firm surveys) in terms of survey design and analytical use, and strong communications skills to effectively work with different teams and move the SGS project forward. This is a one-year role suited to someone with a strong portfolio of work in development data and research, project coordination, and an interest and specialization in gender issues. The ET Consultant will work closely with the World Bank Gender Data team on: Project Management and Coordination:

  •  Coordinate all efforts internally, liaise with different stakeholders to ensure smooth and efficient implementation of the activities under this project. This includes, for example, convening core team meetings, coordinating activities regarding the implementation of project activities in the 12 SGS partner countries, and communications with NSOs including meeting planning and follow up.
  •  Workflow management: ensure timely completion of planned project outputs at country, regional and global level.
  •  Manage project team folder ensuring that all documentation is complete and up to date.
  •  Lead overall M&E efforts and support internal and external reporting requirements.

Knowledge Management and Communications:

  •  Document achievements and process lessons
  •  Lead communication efforts: Maintain project webpage with latest information; contribute to blogs, organize bi-monthly SGS Community of Practice meetings, prepare quarterly SGS newsletter.
  •  Identify ways to share SGS global knowledge products and country outputs effectively inside and outside the WBG; organize in-country and global dissemination events.

Technical Support to NSO Work Program:

  •  Support the work program implementation in partner countries. Specific areas of country support include, but are not limited to:

1. Provide technical support to data production, including supporting review of household survey questionnaire and forms, fieldwork protocols, and respondent selection for surveys/censuses going to the field. 2. Provide data analysis support, including supporting workshops on generating basic gender statistics calculated using internationally recognized methodology, and supporting the production of gender abstracts and factbooks. 3. Contribute to dissemination and communications efforts, including supporting country-level and potentially regional- and global-level dissemination workshops to share the findings with key local and international stakeholders.

Selection Criteria

  •  Education: at least a master’s degree with a minimum 5 years of relevant work experience. Relevant disciplines include economics, agricultural economics, statistics, international development, public policy, social sciences, or other relevant field. Experience working in developing countries preferred.
  •  Analytical skills: ability to think strategically and rapidly analyze, interpret and integrate data information from varied sources into clear conclusions and recommendations. Experience using large scale national data sets (such as household or firm data).
  •  Communication skills: effective communication, documented experience in producing effective communication pieces (such as blogs, reports, briefs etc.).
  •  Excellent social skills; ability to collaborate effectively with multi-disciplinary teams, and to listen and integrate ideas from diverse sources, while being respectful and sensitive to cultural, political and gender issues.
  •  Previous experience working with international institutions (such as the World Bank, UN, etc.), government agencies, and statistical institutes considered an asset.
  •  Previous field experience in survey implementation or working with a national statistical office considered an asset.
  •  Willingness and ability to travel frequently and on short notice.
  •  Familiarity with gender research is a plus.
  •  Fluency in French is a plus.
