Contracting of: Consulting company or natural person
Objective: Carry out a consultancy on connectivity and inclusion for the digital policy dialogues of the Latin European Union and the Caribbean under the following topics:
- Secure Connectivity Policy and 5G in LAC: Improve infrastructure resilience and advance the strategic deployment of secure 5G technologies.
- Last mile and cross-border connectivity policy in LAC: Development of solutions to extend digital connectivity to remote and neglected areas, guaranteeing universal and secure access.
- Significant Connectivity Policy for economic inclusion in LAC: Promote the development of digital skills and competencies with a focus on economic inclusion.
- Gender-sensitive digital policies in LAC: Address the digital gender gap by integrating gender into digital policy development and promoting WomenInTech.
Interested persons must meet the following requirements:
Safe connectivity and 5G in LAC: Possess specialized knowledge of 5G design and implementation, security and regulatory standards (Public policies and governance), ecosystems of digital connectivity, regulation of telecommunications, analysis of ICT policies, international connectivity agendas, development of policies for advanced technologies, cybersecurity frameworks.
Requirements: University degree in Social Sciences, Economics, Telecommunications Engineering, Public Policies or emerging technologies. From 5 years onwards, experience in the design, implementation, or regulation of policies related to 5G and network security.
Last mile and cross-border connectivity in LAC: knowledge of state-of-the-art and cross-border digital infrastructure, policy guidelines and best practices from LAC and the EU, digital connectivity ecosystems, ICT policy analysis, international connectivity agendas, cross-border regulatory environments, cross-border connectivity and infrastructure security, measures of economic and regulatory policy, investment mechanisms and incentives.
Requirements: University degree in Social Sciences, Economics, Telecommunications Engineering, Public Policies or emerging technologies. From 5 years onwards, experience in the design, implementation, or regulation of related policies in network management, last mile connectivity, or infrastructure projects.
Significant connectivity for economic inclusion in LAC: knowledge of digital literacy policies and digital skills and competencies, digital skills and competencies frameworks, meaningful connectivity policies.
Requirements: University degree in Social Sciences, Economics, Telecommunications Engineering, Public Policies, Economic Development, Digital Inclusion. From 5 years onwards, from experience in the development of connectivity policies focused on economic inclusion.
Gender-sensitive digital policies in LAC: knowledge of universal and gender-sensitive connectivity policies, gender and inclusion policies, gender analysis frameworks in policy formulation, inclusive digital connectivity and ICT policies, economic inclusion policies, good practices and promotion of female leadership in ICT.

Interested persons can apply to one or more themes. International experience and command of English, Spanish, French and Portuguese will be valued.

- Labor references.

Important: consultancies include international travel, the applicant must have availability. No technical, price or other unsolicited documents should be submitted. The complete documents of the tender will be sent to the bidders who are considered eligible by the GIZ based on the information presented. The lack of any required document will result in the non-consideration of the application.
