About us:

Johanniter-Unfall-Hilfe eV ( www.thejohanniter.org ) is a German Christian non-governmental organization, dedicated to humanitarian assistance in the field of first aid, ambulance service, social service programs and other projects in the medical and social. The federal headquarters are located in Berlin, Germany. Johanniter International Assistance is the operational unit for humanitarian aid, development cooperation and emergency aid, which executes and supports health, nutrition, water, sanitation and hygiene, as well as food security and income generation projects around the world. At the international level, JUH (International Assistance) carries out humanitarian aid and development cooperation projects in more than 20 countries in Africa, Asia, Europe and Latin America.

Context:

Johanniter is implementing the project “Contribution to the guarantee of the right to health of the communities of the Putumayo canton”, in the Amazon Region of Ecuador, in alliance with its implementing partner RIOS, and financed by the German Foundation Else Kröner Fresenius Stiftung ( EKFS).

The project’s actions include strengthening the capacities of health personnel and community promoters (including midwives) around the detection and prevention of non-communicable diseases (diabetes and hypertension), transversally incorporating gender and interculturality (Kichwa worldview); provision of community medical services through brigades and extramural activities; strengthening of the Putumayo Health Board.

The project implementation period is from August 1, 2023 to January 31, 2026.

What do we need

Johanniter’s Ecuador country office is seeking the services of a qualified individual consultant to support the conduct of safeguarding and PEAS assessments for Johanniter and its implementation partners. Additionally, the consultant will work with Johanniter, implementing partners and communities to develop a Community Based Feedback Mechanism, including consultation and engagement with them to arrive at a context-appropriate mechanism for sensitive concerns. The main results of this consultancy are:

  • Protection and PEAS risk assessment
  • Protection action plan based on participatory risk assessment with community representatives, health personnel and promoters, representatives of Johanniter and RIOS
  • Community-based feedback mechanism (non-sensitive concerns)
  • Mechanisms/channels to receive sensitive concerns
  • Support mapping of service providers for case referral purposes

Goals

The key objectives of the consultant are the following:

  • Carry out an in-depth assessment of Safeguarding and PEAS risks for Johanniter and its project implementing partner, RIOS.
  • Based on the risk assessment, develop a comprehensive Safeguarding Action Plan in collaboration with Johanniter’s Ecuador Office, including a service mapping of the different service/care providers
  • Facilitate and support the development of community-based feedback mechanism for non-sensitive concerns and appropriate channels for raising sensitive concerns.

Key Roles and Responsibilities

  • Carry out a protection and PEAS risk assessment.
  • Carry out service mapping and prepare a registry of care service providers/case referrals.
  • Develop, in consultation with the Johanniter Ecuador office team and implementing partner RIOS, a safeguarding action plan.
  • Work with the Johanniter Ecuador office team and implementing partner RIOS to establish information and communication mechanisms on sensitive and non-sensitive issues.

Main results of the consultancy:

  • Initial report with detailed work plan
  • Protection and PEAS risk assessment
  • Mapping of care service providers/case referrals (care pathways)
  • Mechanisms to receive sensitive and non-sensitive concerns established in consultation with the country office, partners and communities

Profile and required skills:

  • Bachelor’s and/or Master’s degree in Law, Social Sciences or a related field; strong practical experience in safeguarding and PEAS
  • Good understanding of safeguarding in the development and humanitarian sector
  • Strong safeguarding and PEAS education and training skills
  • Ability to work to tight deadlines
  • Have experience in carrying out safeguarding and PEAS risk assessments (samples will be required)
  • History of working with communities on safeguarding and PEAS
  • Ability to work independently and progress tasks as quickly as required
  • Excellent writing skills, capable of producing high-quality written documents
  • Strong verbal communication skills, including presentations to interested parties
  • Knowledge of the context of the project intervention area (Sucumbíos) and with the population of Kiwcha nationality (desirable)
  • Mastery of the Spanish language, written and spoken, is essential. A good level of knowledge of the English language will be valued
  • Microsoft office management
