Evaluation Expert At Adam Smith International


The Revenue Mobilisation, Investment and Trade (REMIT) is a 39-months (2021 – 2025) programme funded by the UK’s Foreign, Commonwealth and Development Office (FCDO) and is implemented by Adam Smith International (ASI). The programme provides technical assistance (TA) to Pakistan with a broader objective to implement reforms for strengthening macroeconomic stability and improving conditions for high and sustained growth, mutual prosperity, job creation and poverty reduction. The Programme works towards supporting the Government of Pakistan, its relevant ministries, institutions, and departments to strengthen revenue mobilisation reforms/initiatives, address investment environment challenges, facilitate trade and drive competitiveness by reducing trade barriers, and improve the macroeconomic policy and its management.

REMIT has prioritised an in-depth evaluation of FBR’s current training systems. The primary goal is to evaluate and revamp FBR’s training framework thoroughly. REMIT aims to establish a clear understanding of the existing gaps and areas of improvement and subsequently charter a roadmap that not only proposes relevant reforms but also provides a strategic framework for their effective implementation. This roadmap will serve as a guiding document to ensure that reforms are conceptualised and realised, leading to tangible improvements in FBR’s operational efficiency and effectiveness. A key objective of the assignment is to modernise the training curriculum, integrate global best practices and ensure its relevance to contemporary fiscal challenges.

Job Summary

This role is centred around thoroughly evaluating FBR’s existing training frameworks, pinpointing areas for enhancement, and designing effective evaluation tools. The expert will engage in in-depth stakeholder consultations, including surveys, interviews, and direct observations, to map out the training requirements of FBR’s diverse workforce. A significant part of this role involves analysing feedback from these engagements to update and refine the training approach continually. The expert will collaborate closely with the training team to help devise a comprehensive strategic reform roadmap, outlining steps for sustainable improvement of FBR’s training infrastructure.

Duties and Responsibilities

  • Diagnostic Evaluation: Assess current training frameworks to identify gaps and areas for improvement.
  • Stakeholder Engagement: Conduct surveys, interviews, and observations to understand training needs at various levels within FBR.
  • Evaluation Tool Development: Create tools for evaluating the effectiveness of training programs.
  • Strategic Roadmap Assistance: Help develop a roadmap for phased improvement of FBR’s training processes.
  • Analyse feedback to refine training approaches continuously.

Qualifications and Experience:

  • Master’s degree in education, Curriculum Development, Public Administration, or related field.
  • 10+ years in training needs assessment, curriculum development, and public administration training. Experience with taxation and customs is a plus.
  • Strong analytical and curriculum design skills.
  • Knowledge of modern training methodologies.
  • Ability to interact with high-level stakeholders.
  • Familiarity with FBR IRS and Pakistan Customs domains.
  • Strong analytical, research, and organisational capacities.
  • Exceptional written and verbal communication abilities.
  • Prior training and workshop facilitation experience is a plus.

Reporting

The “Evaluation Expert” will report to the REMIT Team Lead and REMIT Tax Lead.

Level of Effort (LOE)

The level of effort for this assignment is around 60 days.
