Introduction and Context

Like the sub-Saharan countries, Senegal faces many management challenges

environment and climate change. Indeed, the vulnerability of Senegal documented in several research and analysis of experts shows that all of the key sectors of the Emergent Senegal Plan all remain directly or indirectly exposed to the impacts of changes climatic conditions. This concerns communities, ecosystems, infrastructure and the economy at the same time and risks jeopardizing the achievement of sustainable development goals.

On the other hand, disasters and other shocks, including the COVID-19 pandemic, continue to have a significant impact on people, their lives and their livelihoods, as well as on the infrastructure on which they depend. In recent years, floods, droughts, epidemics and forest fires, etc. have affected, to varying degrees, different regions of the country.

To this end, the Senegalese has signed up to the various international environmental agreements. These commitments oblige him to take measures in particular with regard to the management of natural resources, combating climate change and reducing disaster risks through multiple programs and projects including : The Paris Agreement under which the country has developed its National Determined Contribution ( CDN ) and is preparing with the support of partners including the UNDP its National Climate Change Adaptation Plan..

The Sendai Framework for Action which calls for “a better understanding of disaster risks in all their dimensions of exposure, vulnerability and hazard or hazard characteristics”, with recognition of stakeholders and their respective roles. However, while there is an increasing amount of disaster damage and loss data, few countries collect, analyze and use disaster risk and climate assessments to support their development plans and policies. National and local data on losses and damage caused by disasters, disaggregated by sex, age and disability ( SADD ), which are essential for a risk assessment which takes into account the gender dimension and is socially inclusive.Disaster preparedness and early warning, public investment planning, poverty reduction and many other disaster risk management applications, are still not available in most countries. These programs, aligned with the strategic objective 10 of the PES PAP2a, have succeeded in mobilizing partners for their implementation, including the United Nations Development Program ( UNDP )

Indeed, axis 3 of the UNDP country program declines strategic and target actions linked to the implementation of the CDN, the PNA, of the Sendai framework for action to which ongoing programs are trying to provide answers.

Taking into account the UNDP project portfolio and the reporting requirements within UNDP and SNU, UNDP wishes to strengthen its coordination and monitoring and evaluation system for projects in the environment and climate change portfolio through the recruitment of an environmental program analyst and disaster risk management

Functions and Responsibilities

Under the direct supervision of Team Leader Environment and climate change, the environmental program analyst and disaster risk management will be responsible for :

  •  Make a technical contribution to the identification of UNDP strategic support areas for environmental and disaster risk management and other related areas ;
  •  Develop program documents, projects, reports or any other documentation;
  •  Provide advice to the Country Office, the Government, development partners and other UNDP partner organizations on the issue and themes of environmental management and disaster risk in the context of Senegal, but also from a sub-regional and international point of view;
  •  Plan / Supervise implementation and monitor the progress of programs related to its area of intervention, ensure links with other office programs accordingly ;
  •  Produce all the tools for planning the rapid and efficient execution of the program ;
  •  Support the monitoring and evaluation manager in the collection and documentation of project results indicators ;
  •  Propose UNDP strategic positioning options aligned with the indicators of the partnership framework with the Government of Senegal, the UNDP strategic plan and that of the United Nations system.
  •  Support the development of partnerships with United Nations agencies, international financial institutions, government institutions, bilateral and multilateral donors, the private sector, civil society in the field according to the strategic objectives of the UNDP, the needs of the countries and the priorities of the donors ;
  •  Analyze and seek information on donors, establishment of background information notes on possible areas of cooperation, identification of possibilities for launching new projects, active contribution to the overall effort of the office in terms of resource mobilization ;
  •  Promote strategic partnerships and actively participate in resource mobilization efforts for UNDP programs and projects, in particular in environmental and disaster risk management ;
  •  Facilitate the development and sharing of knowledge, best practices and lessons learned in the area of environmental management and disaster risk ;
  •  Support any other tasks that the supervisor may wish to request in the context of the missions assigned to the environment and climate change unit.

The Environment / Disaster Risk Management Program Analyst will be under the direct supervision of the Team Leader of the Environment – Climate Change unit of UNDP Senegal. He / she will work closely with other team members as well as all other program units, the office operations department and project experts.

Minimum qualifications required

Min. Academic Education

  •  Master in environment, climate change, disaster risk management, social sciences or in a related field with 2 years of experience or
  •  A first level university degree ( license ) combined with 4 years of experience will be duly taken into account in place of a Master’s degree.

Min. years of relevant Work experience

  •  2 years or 4 years of professional experience in the field of environmental project management / climate change ( adaptation ) and disaster risk management.
  •  At least 1 year of proven experience in project development and implementation ;

Required skills and competencies

  •  Experience in steering and coordinating ( projects including joint interagency projects and / or involving several ) organizations;
  •  Previous experience in the field of environment, climate change and disaster risk management ;
  •  Experience and knowledge of the issues of sustainable development challenges, climate change and disaster risk management in Senegal and Africa ;
  •  Knowledge of the context of Senegal ;
  •  Be able to use office software ( MS Word, Excel, PowerPoint ) as well as collaborative tools ( Teams, Zoom, Share drive … )

Desired additional skills and competencies
