ENGINEER OFFICER (Local Position) At International Medical Corps


  1. PURPOSE OF THE POSITION:

Under the supervision of the Field Coordinator and in close collaboration with the logistics/procurement department, the Engineer Officer is responsible for overseeing the construction and rehabilitation projects implemented by IMC in the Far North Region, including the Minawao Medicalized Health Center. This role involves daily supervision to ensure that all construction and rehabilitation activities are carried out accurately, consistently, and in line with project timelines. As a senior position, it demands maturity, sound decision-making, and strong organizational skills. The Engineer Supervisor is tasked with effectively managing timelines and priorities related to construction, rehabilitation, transportation, and warehousing of construction materials. Additionally, the role includes assisting in meeting project schedules, ensuring the quality of documentation, and conducting capacity building for contractors under their supervision, where applicable.

  1. MAIN RESPONSIBILITIES:
  • Coordinate with the logistics/procurement department to prepare and publish tender documents for construction projects.
  • Support the procurement team in consistently advertising for construction contractor bids.
  • Participate in in-country bid analysis and contractor selection, offering technical advice as needed.
  • Oversee and manage all construction activities, ensuring they meet project specifications and standards.
  • Provide technical support and ongoing monitoring of construction activities carried out by selected contractors.
  • Deliver regular progress reports on construction activities, both weekly and upon request.
  • Collaborate closely with other IMC departments to ensure project alignment and effective communication.
  • Maintain strong partnerships with the health district and UNHCR to ensure their involvement and contributions lead to the best possible outcomes for the Minawao Medicalized Health Center.
  • Ensure that all work and related expenses stay within the project’s defined budget.
  • Document the construction process and capture lessons learned for future reference.
  • Plan and organize the opening ceremony for the handover of buildings to regional and district authorities.
  1. ESSENTIAL JOB DUTIES/SCOPE OF WORK
  2. Support to tender technical file elaborating
  • Gather and compile all relevant documentation to clearly define the construction requirements and project scope.
  • Actively participate in the analysis of technical tender files to ensure compliance with project specifications.
  • Coordinate with the logistics/procurement team to prepare and publish tender documents for construction projects.
  • Assist the procurement team in consistently advertising opportunities for construction contractors to submit bids.
  • Contribute to the bid analysis and contractor selection process, providing essential technical guidance and advice.

2. Technical support, monitoring of construction activities

  • Provide the contractor with clear technical instructions based on expert knowledge to ensure high-quality construction work.
  • Monitor construction activities daily to ensure adherence to project plans and timelines.
  • Ensure the availability of necessary construction equipment at the worksite.
  • Verify that quality materials are being used in compliance with project specifications.
  • Supervise the onsite team to ensure construction progress aligns with the project schedule.
  • Ensure equipment is securely maintained and take proactive measures to prevent risks and losses

3. Reporting on the construction activities evolution

  • Regularly update the Field Coordinator on the status and progress of construction activities.
  • Deliver regular progress reports on construction activities, both weekly and upon request.
    • Collaborate closely with the health district and UNHCR to ensure their involvement and contributions lead to the highest standards for the Minawao Medicalized Health Center.

4. Internal and external collaboration

  • Maintain strong communication and collaboration with field sites and program departments (Health & Nutrition) to ensure smooth operations and effective communication at all levels.
  • Cultivate a strong working relationship with the Finance Department to ensure alignment on budgetary and financial matters.
  • Work closely with the logistics and procurement teams to enhance service delivery and support project success.
  • Ensure that all work and related expenses stay within the project’s defined budget.

6. Documentation and Capitalization

  • Ensure all construction documentation is meticulously organized and maintained in accordance with IMC procedures.
  • Document lessons learned and best practices from the construction project to inform future initiatives.
  • Capture and share success stories from the construction project to highlight achievements and impact.
  • Maintain a comprehensive and well-organized filing system for all construction operations and related documents.
  1. REQUIRED QUALIFICATIONS: KNOWLEDGE AND EXPERIENCE
  • Advanced university degree (Masters) in civil/rural engineering, construction management or a first university degree (bachelor’s degree / first level) with a combination of 2 additional years of relevant professional experience in civil/rural engineering, construction management.
  • A minimum of five (5) years in project management in the field of construction and/or civil/rural engineering management is required.
  • Regular registration with the National Council of Civil Engineers of Cameroon strongly recommended
  • Knowledge of generic procurement procedures and practices (NGO experience advantageous).
  • Experience in quality assurance and quality control, implementation of safety policies, monitoring and evaluation, reporting and budget management would be an advantage.
  • Experience in risk management in infrastructure projects is an advantage.
  • Maturity, accurate decision making and strong organization skill.
  • Familiarity with FIDIC contracts is desirable.
  • Fluency in written and verbal French is required, English would be advantageous.
